С изготвянето на проектно предложение "Разкриване на соц. услуга "Център за работа с деца на улицата"(ЦРДУ) по процедура BG05М9ОР001-2.29 "Интегрирани действия за устойчиво градско развитие" интервенцията по ОП РЧР ще бъдат съчетани с на проектите по процедура BG16RFOР001-1.001-039 по ОПРР 2014-2020 група дейности "Социална инфраструктура" с допълваща подкрепа чрез "меки" мерки - разкриване и функциониране на "ЦРДУ" Соц. услуга ще бъде разкрита в съществуваща сграда, която ще бъде ремонтирана, оборудвана и обзаведена по Приоритетна ос 1 на ОПРР. Проектното предложение "Разкриване на соц услуга ЦРДУ" ще се реализира в рамките на 18 м., със следните дейности: Подбор и наемане на персонал, ангажиран в услугата ЦРДУ; Обучение и супервизия на персонал, който ще предоставя услугата; Разкриване и функциониране на услугата ЦРДУ. За реализиране на дейностите по проекта ще бъде назначен екип за управление от четири души. За популяризиране на проекта ще бъдат проведени информационни кампании, една при стартиране и една при приключване. Ще бъдат изготвени информационни материали, отговарящи на изискванията на Единния наръчник на бенифициента. С разкриването на ЦРДУ ще бъдат осигурени социални услуги за срок не повече от 1 година за дете, свързани с осигурена закрила и подкрепа на децата в социален риск чрез предоставяне на дневна грижа. Ще се осигурят условия за равен достъп на всяко дете до цялостната мрежа от здравни, социални и образователни услуги. Капацитетът на ЦРДУ ще е 30 места. Целевата група включва деца от 7 до 14 год. и са: деца от социално слаби семейства; деца, живеещи трайно или частично на улицата; деца, необхванати от образователната система или отпаднали от нея; деца от семейства с занижен родителски контрол; социално занемарени деца. Потребителите ще са предимно от населените места на общината, при свободен капацитет ще се приемат деца от населени места в областта. За нуждите на социалната услуга ЦРДУ ще бъде закупен лек автомобил. (Bulgarian)

With the preparation of the project proposal "Disclosure of social service "Center for street children" (CRC) under procedure BG05M9OP001-2.29 "Integrated actions for sustainable urban development" the intervention under OP HRD will be combined with the projects under procedure BG16RFOP001-1.001-039 under OPRG 2014-2020 group of activities "Social Infrastructure" with complementary support through "soft" measures — detection and operation of "RCD" Sotz will be opened in an existing building, which will be renovated, equipped and furnished under Priority Axis 1 of OPPRD. The project proposal “Disclosure of social service CDC” will be implemented within 18 m, with the following activities: Selection and recruitment of personnel involved in the CDC service; Training and supervision of staff to provide the service; Disclosure and operation of the CDC service. A management team of four people will be appointed to carry out the project activities. Information campaigns will be carried out to promote the project, one at start and one at closure. Information materials complying with the requirements of the Beneficiary Single Manual will be produced. With the opening of the CDC, social services will be provided for a maximum of 1 year for a child, related to the protection and support of children at social risk through the provision of day-to-day care. It will ensure equal access for every child to the overall network of health, social and educational services. The capacity of the CDC will be 30 seats. The target group includes children from 7 to 14 years old and are: children from socially disadvantaged families; children living permanently or partially on the street; children not covered or dropped out of the education system; children from families with reduced parental control; socially neglected children. The users will be mainly from the settlements of the municipality, with spare capacity children from settlements in the district will be accepted. Avec la préparation de la proposition de projet "Déclaration du service social "Centre pour les enfants des rues" (CRC) selon la procédure BG05M9OP001-2.29 "Actions intégrées pour le développement urbain durable", l’intervention au titre du PO HRD sera combinée avec les projets relevant de la procédure BG16RFOP001-1.001-039 dans le cadre du groupe d’activités OPRG 2014-2020 "Infrastructure sociale" avec un soutien complémentaire par des mesures "soft" — détection et fonctionnement de "RCD" Sotz seront ouverts dans un bâtiment existant, qui sera rénové, équipé et meublé au titre de l’axe prioritaire 1 de l’OPPRD. La proposition de projet «Diffusion du service social CDC» sera mise en œuvre dans un rayon de 18 m, avec les activités suivantes: La sélection et le recrutement du personnel participant au service du CDC; La formation et la supervision du personnel chargé de fournir le service; Divulgation et exploitation du service CDC. Une équipe de gestion de quatre personnes sera nommée pour mener à bien les activités du projet. Des campagnes d’information seront menées pour promouvoir le projet, l’une au début et l’autre à la clôture. Des documents d’information conformes aux exigences du manuel unique des bénéficiaires seront produits. Avec l’ouverture du CDC, des services sociaux seront fournis pour une durée maximale d’un an pour un enfant, liés à la protection et au soutien des enfants à risque social grâce à la prestation de soins quotidiens. Elle garantira à chaque enfant un accès égal au réseau global de services de santé, sociaux et éducatifs. La capacité du CDC sera de 30 sièges. Le groupe cible comprend les enfants de 7 à 14 ans et sont les suivants: les enfants issus de familles socialement défavorisées; les enfants vivant en permanence ou partiellement dans la rue; les enfants non couverts ou abandonnés du système éducatif; les enfants issus de familles dont le contrôle parental est réduit; enfants socialement négligés. Les utilisateurs seront principalement issus des agglomérations de la municipalité, les enfants de capacités inutilisées provenant des établissements du district seront acceptés. Mit der Vorbereitung des Projektvorschlags "Disclosure of Social Service "Center for street children" (CRC) im Verfahren BG05M9OP001-2.29 "Integrierte Maßnahmen für nachhaltige Stadtentwicklung" wird die Intervention im Rahmen des OP HRD mit den Projekten im Rahmen des Verfahrens BG16RFOP001-1.001-039 im Rahmen der OPRG 2014-2020-Gruppe "Soziale Infrastruktur" mit ergänzender Unterstützung durch "weiche" Maßnahmen – Erkennung und Betrieb von "RCD" Sotz in einem bestehenden Gebäude eröffnet, das unter Prioritätsachse 1 OPPRD renoviert, ausgestattet und eingerichtet wird. Der Projektvorschlag „Disclosure of Social Service CDC“ wird innerhalb von 18 m umgesetzt, wobei folgende Aktivitäten durchgeführt werden: Auswahl und Einstellung des Personals, das am CDC-Dienst beteiligt ist; Schulung und Überwachung des Personals für die Erbringung der Dienstleistung; Offenlegung und Betrieb des CDC-Dienstes. Für die Durchführung der Projektaktivitäten wird ein Managementteam aus vier Personen ernannt. Es werden Informationskampagnen durchgeführt, um das Projekt zu fördern, eine zu Beginn und eine bei Abschluss. Informationsmaterialien, die den Anforderungen des Einzelhandbuchs des Empfängers entsprechen, werden erstellt. Mit der Eröffnung des CDC werden für ein Kind bis zu einem Jahr Sozialleistungen erbracht, die sich auf den Schutz und die Unterstützung von sozial gefährdeten Kindern durch die tägliche Betreuung beziehen. Sie wird den gleichberechtigten Zugang für jedes Kind zum Gesamtnetz von Gesundheits-, Sozial- und Bildungsdiensten gewährleisten. Die Kapazität des CDC beträgt 30 Sitzplätze. Die Zielgruppe umfasst Kinder von 7 bis 14 Jahren und sind: Kinder aus sozial benachteiligten Familien; Kinder, die dauerhaft oder teilweise auf der Straße leben; Kinder, die nicht unter das Bildungssystem fallen oder aus dem Bildungssystem ausgeschlossen sind; Kinder aus Familien mit eingeschränkter elterlicher Kontrolle; sozial vernachlässigte Kinder. Met de voorbereiding van het projectvoorstel "Disclosure of social service "Center for street children" (CRC) in het kader van procedure BG05M9OP001-2.29 "Geïntegreerde acties voor duurzame stedelijke ontwikkeling" zal de interventie in het kader van het OP HRD worden gecombineerd met de projecten in het kader van procedure BG16RFOP001-1.001-039 in het kader van de OPRG 2014-2020-groep van activiteiten "Sociale infrastructuur" met aanvullende steun door middel van "zachte" maatregelen — detectie en exploitatie van "RCD" Sotz zal worden geopend in een bestaand gebouw, dat zal worden gerenoveerd, uitgerust en ingericht in het kader van prioritaire as 1 van OPPRD. Het projectvoorstel „Disclosure of social service CDC” zal binnen 18 m worden uitgevoerd, met de volgende activiteiten: Selectie en aanwerving van personeel dat betrokken is bij de CDC-dienst; Opleiding van en toezicht op het personeel om de dienst te verlenen; Openbaarmaking en werking van de CDC-dienst. Met de opening van het CDC zullen sociale diensten worden verleend voor een kind van maximaal één jaar, in verband met de bescherming en ondersteuning van kinderen die een sociaal risico lopen door het verstrekken van dagelijkse zorg. Het zal zorgen voor gelijke toegang voor elk kind tot het algemene netwerk van gezondheids-, sociale en onderwijsdiensten. De capaciteit van de CDC bedraagt 30 zitplaatsen. De doelgroep omvat kinderen van 7 tot 14 jaar en zijn: kinderen uit sociaal achtergestelde gezinnen; kinderen die permanent of gedeeltelijk op straat wonen; kinderen die niet onder het onderwijsstelsel vallen of uit het onderwijs zijn gestopt; kinderen uit gezinnen met verminderde ouderlijk toezicht; sociaal verwaarloosde kinderen. De gebruikers komen voornamelijk uit de nederzettingen van de gemeente, met reservecapaciteit kinderen uit nederzettingen in het district worden geaccepteerd. Con la preparazione della proposta di progetto "Divulgazione del servizio sociale "Centro per bambini di strada" (CRC) nell'ambito della procedura BG05M9OP001-2.29 "Azioni integrate per lo sviluppo urbano sostenibile" l'intervento nell'ambito del PO HRD sarà combinato con i progetti nell'ambito della procedura BG16RFOP001-1.001-039 nell'ambito del gruppo di attività OPRG 2014-2020 "Infrastrutture sociali" con sostegno complementare attraverso misure "soft" — il rilevamento e il funzionamento di "RCD" Sotz saranno aperti in un edificio esistente, che sarà ristrutturato, attrezzato e arredato nell'ambito dell'asse prioritario 1 dell'OPPRD. La proposta di progetto "Disclosure of social service CDC" sarà attuata entro 18 m, con le seguenti attività: Selezione e assunzione del personale coinvolto nel servizio CDC; Formazione e supervisione del personale per la prestazione del servizio; Divulgazione e funzionamento del servizio CDC. Sarà nominato un team di gestione composto da quattro persone per svolgere le attività del progetto. Saranno realizzate campagne di informazione per promuovere il progetto, una all'inizio e una alla chiusura. Saranno prodotti materiali informativi conformi ai requisiti del manuale unico dei beneficiari. Con l'apertura del CDC, i servizi sociali saranno forniti per un massimo di un anno per un bambino, connessi alla protezione e al sostegno dei minori a rischio sociale attraverso l'assistenza quotidiana. Garantirà parità di accesso per ogni bambino alla rete globale di servizi sanitari, sociali ed educativi. La capacità del CDC sarà di 30 posti. Il gruppo target comprende i bambini dai 7 ai 14 anni e sono: bambini provenienti da famiglie socialmente svantaggiate; bambini che vivono in modo permanente o parziale per strada; bambini non coperti o abbandonati dal sistema scolastico; bambini provenienti da famiglie con minore controllo parentale; bambini socialmente trascurati. Gli utenti saranno principalmente dagli insediamenti del comune, con i bambini di capacità inutilizzata dagli insediamenti nel distretto saranno accettati. Con la preparación de la propuesta de proyecto "Divulgación del servicio social "Centro para niños de la calle" (CRC) en el marco del procedimiento BG05M9OP001-2,29 "Acciones integradas para el desarrollo urbano sostenible", la intervención en el marco del PO DDH se combinará con los proyectos del procedimiento BG16RFOP001-1,001-039 en el marco del grupo de actividades OPRG 2014-2020 "Infraestructura social" con apoyo complementario a través de medidas "blandas": se abrirá la detección y el funcionamiento de "RCD" Sotz en un edificio existente, que será renovado, equipado y proporcionado en el marco del eje prioritario 1 del OPPRD. La propuesta de proyecto «Divulgación del servicio social CDC» se implementará en un plazo de 18 m, con las siguientes actividades: Selección y contratación del personal que participa en el servicio de los CDC; Formación y supervisión del personal para prestar el servicio; Divulgación y funcionamiento del servicio CDC. Se nombrará un equipo directivo de cuatro personas para llevar a cabo las actividades del proyecto. Se llevarán a cabo campañas de información para promover el proyecto, una al inicio y otra al cierre. Se elaborarán materiales informativos que cumplan los requisitos del Manual Único del Beneficiario. Con la apertura de los CDC, se prestarán servicios sociales durante un máximo de 1 año para un niño, relacionados con la protección y el apoyo a los niños en situación de riesgo social mediante la prestación de cuidados cotidianos. Garantizará la igualdad de acceso de todos los niños a la red general de servicios sanitarios, sociales y educativos. La capacidad de los CDC será de 30 asientos. El grupo destinatario incluye a los niños de 7 a 14 años y son: los niños de familias socialmente desfavorecidas; los niños que viven de forma permanente o parcial en la calle; los niños no cubiertos o abandonados del sistema educativo; los niños de familias con menor control parental; niños socialmente descuidados.
