Mezőtúr Város Önkormányzata a kötelező szociális alapszolgáltatásokat az önkormányzati fenntartású Berettyó-Körös Többcélú Társulás (továbbiakban: BKTT) közreműködésével biztosítja. A BKTT által fenntartott és működtetett idősek nappali ellátása Mezőtúron, 3 telephelyen működik maximális kapacitáson. A városban erőteljes demográfiai öregedés figyelhető meg, mely az önkormányzat által kötelezően biztosítandó szociális alapszolgáltatásban ellátott idős emberek számának emelkedésével jár. Mind a három telephely jelentős felújítást igényel az elavult infrastrukturális állapotok miatt. Ezek közül az Áchim A. utca 16. számú alatt található idősklub a legrosszabb állapotú, a használati igényeknek és gazdaságos üzemeltetés szempontjainak, az akadálymentesítés követelményeinek nem felel meg, egyes funkciókra megfelelő helyiség nem áll rendelkezésre azok hiánya, vagy a meglévők kis alapterülete miatt, felújítása és fenntartása pedig igazságügyi szakértő szakvéleménye alapján nem kivitelezhető gazdaságosan. A másik két telephely (Puskin u. 67. és XVII. u.13-15.) pedig további fejlesztésre nem alkalmas, mivel az ingatlanok beépítési százaléka elérte a maximális szintet. Az önkormányzat és a BKTT által jelenleg is nyújtott magasabb szükségletű idős emberek ellátása, azonban a körülmények és a telephelyek kapacitása mellett megfelelő színvonalon nem biztosítható. Ha a jelenlegi igénybe vevők egészségi állapotát vizsgáljuk, megállapíthatjuk, hogy sokuk él valamilyen fogyatékossággal, úgymint mozgásszervi, hallás, látás fogyatékosság illetve pszichiátriai problémák. Ezáltal kiemelkedő jelentőséggel bír, hogy a nappali ellátást igénybe vevők fogyatékosságuknak megfelelő ellátásban részesüljenek vagyis, hogy akadálymentes épület álljon rendelkezésükre, amelybe a bejutás, az ott tartózkodás nem okoz problémát. Ezek a feltételek jelen körülmények között a meglévő telephelyeken nehezen vagy nem biztosíthatóak. Fenitek figyelembevételével a projekt célja Mezőtúr szociális ellátásnak infrastrukturális fejlesztése és magas színvonalú szociális ellátáshoz való hozzáférhetőség biztosítása egy új, modern, a kor követelményeinek megfelelő, gazdaságosan üzemeltethető és fenntartható idősek nappali otthonának helyet adó épület építésével egy évek óta kihasználatlanul és üresen álló, beépítetlen, önkormányzati tulajdonú ingatlan hasznosításával. A projekt átfogó célja: Fenntartható és magas színvonalú közszolgáltatásokhoz való hozzáférés biztosítása A projekt specifikus célja: Korszerű szociális alapellátást biztosító intézmény kialakítása, minőségi szolgáltatásokhoz való hozzáférhetőség biztosítása. A tervezett fejlesztés során kapacitásbővítés nem valósul meg. A projekt megvalósításával, a Puskin u. 67. szám alatti telephely, jelenleg hatályban lévő működési engedélyében, a 30 fő férőhely kapacitásra bejegyzett „nappali ellátás: időskorúak és demens személyek” szolgáltatást kívánja áthelyezni a szolgáltató az újonnan épülő, korszerű épületbe. A fejlesztéssel biztosítottá válik a magasabb szükségletű személyek egy helyen történő szakszerű ellátása a megfelelő tárgyi és környezeti feltételek teljesülése mellett. A projekt szakmai-műszaki tartalma: A projekt a Mezőtúr, Fóti utca 168. (Hrsz.: 4865/3) szám alatti, az önkormányzat tulajdonában álló ingatlanon valósul meg. A fejlesztés egy hasznosítás alatt jelenleg nem álló ingatlanon valósul meg, melyen a volt tüdőgondozó épülete állt. A projekt keretében önállóan támogatható tevékenységként az alábbi fejlesztést kívánja megvalósítani Mezőtúr Város Önkormányzata: Új építés keretében egy 270 m2 alapterületű, akadálymentesített épület létesül. Funkcionális egységek: melegítő konyha 33,88 m2, étkező-társalgó: 53,51 m2, Társalgó: 43,77 m2, pihenőszoba: 12,07 m2, iroda: 10,5 m2, személyzeti öltöző és mosdó: 9,48 m2, akadálymentes mosdó és zuhanyzó az ellátottaknak 5,06 m2, mosoda: 1,87 m2, szárító-vasaló helyiség: 5,79 m2, eszköz és textil raktár, tároló és raktár: 24,97 m2, közlekedők: 29,47 m2, fedett terasz 59,71 m2, mely téliesíthető. A kertben a zöldterület megőrzése mellett, burkolt gyalogos közlekedő felületekkel, továbbá parkoló kerül kialakításra. E fejlesztéssel számos hiányfunkció pótlásra kerül, illetve a foglalkoztatásokhoz a multifunkcionális tér is rendelkezésre fog állni mind a fizikai, mind a mentális egészséget támogató szabadidő eltöltés terén. A széles foglalkoztatási paletta változatos és élmény dús kreatív alkotást, felfrissülést, mentális feltöltődést, aktív kikapcsolódást és kapcsolatteremtést biztosít a gondozottak számára. Étkeztetéshez szükséges melegítő konyha is kialakításra kerül. A nappali ellátással összhangban az étkeztetést is szükséges biztosítani, különös tekintettel a magasabb szükségletű személyek esetében. A tervezett létesítményben tálalókonyha kerül kialakításra. Az üzemeltető az ellátottak részére napi egyszeri étkezést, ebédet biztosít. Reggelit, tízórait, uzsonnát, vacsorát nem. The Municipality of Mezőtúr is responsible for the compulsory basic social services provided by the Berettyó-Körös Multipurpose Association (hereinafter: BKTT) (BKTT). The daytime care of the elderly maintained and operated by BKTT operates in Mezőtúr, 3 sites with maximum capacity. There is a strong demographic ageing in the city, with an increase in the number of older people in the basic social services that the municipality must provide. All three sites require major renovations due to outdated infrastructure conditions. Among these, the elderly club at Áchim A. Street 16 is in the worst condition, does not meet the requirements of use and economical operation, accessibility requirements, there is no suitable room for certain functions due to the lack of them or the small floor space of existing ones, and its renovation and maintenance are not economically feasible based on the expert’s opinion. The other two sites (Puskin u. 67 and XVII. u.13-15) are not suitable for further development, as the percentage of the construction of the properties has reached the maximum level. The provision of care for older people with higher needs currently provided by the municipality and the BKTT, however, under the circumstances and the capacity of the sites, cannot be provided to a sufficient standard. If we look at the state of health of current users, we can conclude that many people have some kind of disability, such as musculoskeletal, hearing, visual disability or psychiatric problems. It is therefore of paramount importance that day-care users receive care appropriate to their disability, i.e. that they have a barrier-free building to which access and stay are not problematic. In the present circumstances, these conditions are difficult or difficult to ensure at existing sites. Taking into account the requirements of the project, the aim of the project is to develop the infrastructure of Mezőtúr’s social care and ensure access to high-quality social care by building a new, modern, modern building that can be operated economically and sustainably and accommodates a living home for elderly people that can be operated economically and sustainably, by using an unbuilt, unbuilt, municipal-owned property for years. The overall objective of the project is to: Ensuring access to sustainable and high-quality public services The specific objective of the project is to: Establishing a modern primary social care institution and ensuring access to quality services. La municipalité de Mezőtúr est responsable des services sociaux de base obligatoires fournis par l’association polyvalente Berettyó-Körös (ci-après: BKTT) (BKTT). La prise en charge diurne des personnes âgées, entretenue et gérée par BKTT, fonctionne à Mezőtúr, trois sites ayant une capacité maximale. Il y a un fort vieillissement démographique dans la ville, avec une augmentation du nombre de personnes âgées dans les services sociaux de base que la municipalité doit fournir. Les trois sites doivent faire l’objet de rénovations majeures en raison de conditions d’infrastructure dépassées. Parmi ceux-ci, le club des personnes âgées de la rue 16 d’Áchim A. est dans la pire condition, ne répond pas aux exigences d’utilisation et de fonctionnement économique, les exigences en matière d’accessibilité, il n’y a pas de place appropriée pour certaines fonctions en raison de leur manque ou de la petite surface au sol de celles existantes, et sa rénovation et son entretien ne sont pas économiquement réalisables sur la base de l’avis de l’expert. Les deux autres sites (Puskin u. 67 et XVII. u.13-15) ne conviennent pas au développement ultérieur, car le pourcentage de la construction des propriétés a atteint le niveau maximal. La fourniture de soins aux personnes âgées ayant des besoins plus élevés actuellement assurée par la municipalité et le BKTT, cependant, dans les circonstances et la capacité des sites, ne peut pas être fournie à un niveau suffisant. Si nous examinons l’état de santé des utilisateurs actuels, nous pouvons conclure que de nombreuses personnes ont une sorte de handicap, comme l’appareil locomoteur, l’ouïe, une déficience visuelle ou des problèmes psychiatriques. Il est donc primordial que les usagers des garderies reçoivent des soins adaptés à leur handicap, c’est-à-dire qu’ils disposent d’un bâtiment sans obstacles auquel l’accès et le séjour ne posent pas de problèmes. Dans les circonstances actuelles, ces conditions sont difficiles ou difficiles à assurer dans les sites existants. Compte tenu des exigences du projet, l’objectif du projet est de développer l’infrastructure de l’aide sociale de Mezőtúr et d’assurer l’accès à des soins sociaux de qualité en construisant un nouveau bâtiment moderne, moderne, qui peut être exploité de manière économique et durable et qui accueille des personnes âgées vivant dans des conditions économiques et durables, en utilisant une propriété municipale non construite et non construite pendant des années.
