Jelen projekt keretében zöldmezős beruházásként valósul meg 40,1 hektár területen alap-infrastruktúra kiépítése. E terület közvetlenül a működő Mohácsi Ipari park mellett terül el. Mohács Integrált településfejlesztési stratégiájának Megalapozó vizsgálata is a Mohácsi Ipari Park bővítési területeként értelmezi. A Megalapozó vizsgálatban „ipari parkok” megnevezéssel jelölt városrészt, melynek délnyugati része képezi a bővítési területet. A projekt keretében külön iparterület kerül kialakításra, melyre később a működő ipari park tulajdonosa és üzemeltetője, Mohács Város Önkormányzata ki fogja terjeszteni az Ipari Park címet, ezért a fejlesztés egyértelműen a működő ipari park bővítésének kell tekinteni. A projekt megvalósítási területe jelenleg szántóföld besorolású, melynek végleges más célú hasznosítási engedélye rendelkezésre áll. Mohács Város Integrált Városfejlesztési Stratégiájában is megfogalmazott stratégiai célja a munkahely-teremtéssel kapcsolatos gazdaság-fejlesztés. Ennek egyik eszköze az üzleti-szolgáltatási infrastruktúra fejlesztése, mely új termelő-beruházások alapját teremtik meg. Az új beruházások munkahelyeket teremtenek, ezáltal csökken a munkanélküliség, az elvándorlás, a jövedelmek növekedésével nő a lakosság életszínvonala. A tartós tőkemegkötés, egyenletesebb adóbevétel és növekvő hozzáadott érték termelés jelentkezik. Mohács Város Önkormányzata hosszú távú célja, hogy a fejlesztett iparterülettel bővítse a jelenlegi Ipari parkot. Közvetlen célok: - Vonzó gazdasági környezet kialakítása, befektetés ösztönzés feltételeinek megteremtése - Minőségi, színvonalas infrastrukturális vállalkozói környezet kiépítése, - Munkahelyteremtés Közvetett célok: - Dinamikusan fejlődő, versenyképes gazdaság - Munkahelyteremtés - Kereslet-és kínálatösztönzés Hosszú távú célok: - Ipari Park cím kiterjesztése a fejlesztett iparterületre - Befektetés-ösztönzés keretében nagybefektetők ipari parkba történő betelepítése - Helyi vállalkozások működési környezetének javítása - Lakossági életminőség javítása Rövid távú célok: - új 40,1 hektáros egybefüggő iparterület kialakítása, - az új iparterület elérhetőségét és feltárását segítő alapinfrastruktúra kiépítése Mindkét megfogalmazott átfogó cél eléréséhez hozzájárul a projekt keretében megvalósuló új, zöldmezős iparterület kialakítása. A működő ipari parkban jelenleg nincs nagy kiterjedésű, szabad terület betelepülni kívánó, nagybefektetők számára. E cégektől várhatóak el olyan beruházások, melyek magas foglalkozatási igényt teremtenek Mohácson. A projekt keretében a Pályázati Felhívás 3.1.1 pontjában rögzített Önállóan támogatható tevékenységek közül a B) Iparterületek kialakítása és meglévők fejlesztése, barnamezős, illetve zöldmezős beruházások főtevékenységen belül: a) Az iparterületek alapinfrastruktúrájának (gáz, víz, csatorna, út, elektromos vezetékrendszer, távközlési és kommunikációs hálózat kiépítése valósul meg. Ennek keretében zöldmezős beruházás során létrehozunk teljesen közművesített új egybefüggő iparterületet, melynek nagysága 40,1 hektár. Ehhez kapcsolódóan a hatékony befektetés-ösztönző tevékenység érdekében kidolgozott marketing stratégia mentén egymásra épülő befektetés-ösztönző marketing tevékenységet valósítunk meg. A tervezett tevékenységek így a működő ipari parkba a már betelepült vállalkozások működési környezetét is közvetlenül fejlesztik. Ez biztosítja fejlesztésünk komplexitását. 3.1.3 Önállóan nem támogatható, kötelezően megvalósítandó tevékenységek közül az alábbiak valósulnak meg projektünkben: a) Akadálymentesítés d) Nyilvánosság biztosítása A projekt további tevékenységei: előkészítés, tulajdonviszonyok rendezése, befektetés-ösztönző marketing tevékenység, műszaki ellenőrzés, projekt menedzsment. A fejlesztéshez kapcsolódóan az ipari parkban a betelepülő vállalkozások számára 10 db új szolgáltatás valósul meg, melyek a már itt működő vállalkozások számára is elérhetőek. A tervezett tevékenységek így a működő ipari parkba a már betelepült vállalkozások működési környezetét is közvetlenül fejlesztik. Ez biztosítja fejlesztésünk komplexitását. A projekt hosszú távú céljának teljesítéséhez Mohács Város Önkormányzata befektetés-ösztönző intézkedésekkel is hozzájárul: helyi rendeletben rögzített kedvezményekkel segíti elő új vállalkozások betelepülését, melyek a gazdasági területek eladási árkedvezményét, iparűzési adókedvezményeket jelent. Az iparterület elérhetőségének javításával, a vállalatközi együttműködések infrastrukturális hátterének biztosításával járul hozzá. Az iparterület az infrastruktúrafejlesztést célzó beruházásokon keresztül alkalmassá válik regionális, valamint országos gazdaságélénkítő hatás kifejtésére egyaránt. Az üzleti infrastruktúrát igénybe vevő vállalkozások számának növekedésével javul a gazdasági aktivitás, illetve nő a versenyképesség a magasabb minőségű és szélesebb körű szolgáltatások által. As part of this project, the construction of basic infrastructure on 40.1 hectares will be realised as a greenfield investment. This area is situated right next to the operational Mohács Industrial Park. The fundamental study of Mohács’s Integrated Urban Development Strategy also interprets it as the expansion area of the Mohács Industrial Park. The part of the city designated as ‘industrial parks’ in the baseline study, the south-west part of which is the enlargement area. As part of the project, a separate industrial area will be created, to which the owner and operator of the operational industrial park, the Municipality of Mohács, will extend the title of Industrial Park, therefore the development should be considered as an extension of the operational industrial park. The project’s implementation area is currently classified as arable land, for which a final use permit for other purposes is available. The strategic goal of the project is the economic development related to job creation, as set out in the Integrated Urban Development Strategy of the Municipality of Mohács. One of the tools for this is the development of business-service infrastructure, which provides the basis for new productive investments. New investments create jobs, reducing unemployment, emigration and increasing the living standards of the population as income increases. Permanent capital capping, more uniform tax revenue and increasing value added production. The long-term goal of the Municipality of Mohács is to expand the current Industrial Park with the developed industrial area. Direct objectives: — Creating an attractive economic environment, creating the conditions for encouraging investment — Building a quality, high-quality infrastructure entrepreneurial environment, — Job creation Indirect objectives: — Dynamically developing, competitive economy — Job creation — Promotion of demand and supply Long-term objectives: — Extension of the title of industrial park to the developed industrial area — Installation of large-scale investors in an industrial park as part of an investment incentive — Improving the operating environment of local enterprises — Improving the quality of life of the population Short-term objectives: — the creation of a new industrial area of 40,1 hectares, — the construction of a basic infrastructure to help the availability and exploration of the new industrial area. The creation of a new greenfield industrial area under the project contributes to the achievement of both the overall objectives of the project. There is currently no large area for large investors wishing to settle in the industrial park in operation. These companies can expect investments that create high employment needs in Mohács. Among the self-eligible activities set out in point 3.1.1 of the call for proposals under the project, B) the development of industrial areas and the development of existing ones, brownfield and greenfield investments within the main activity: a) The basic infrastructure of industrial areas (gas, water, sewerage, road, electrical wiring system, telecommunications and communication network) will be established. As part of this, we will create a completely improved contiguous industrial area in the course of a greenfield investment, with a size of 40.1 hectares. In this context, we implement investment promotion marketing activities based on one another, along the lines of the marketing strategy developed for efficient investment promotion activities. The planned activities will thus directly improve the operating environment of the undertakings already established in the operational industrial park. This ensures the complexity of our development. 3.1.3 Of the mandatory activities that are not self-eligible, the following are implemented in our project: a) Accessibility d) Provision of publicity Other activities of the project: preparation, property settlement, investment-enhancing marketing activity, technical control, project management. In connection with the development, there are 10 new services available to the companies already operating in the industrial park. The planned activities will thus directly improve the operating environment of the undertakings already established in the operational industrial park. This ensures the complexity of our development. The Municipality of Mohács will also contribute to the long-term objective of the project through investment incentives: it facilitates the establishment of new businesses by means of reductions laid down in local decrees, which involve discounts on sales of economic areas and tax incentives for business. It contributes by improving the accessibility of the industrial area and providing the infrastructure background for company-to-business cooperation. Dans le cadre de ce projet, la construction d’infrastructures de base sur 40,1 hectares sera réalisée sous forme d’investissements nouveaux. Cette zone est située juste à côté du parc industriel de Mohács. L’étude fondamentale de la stratégie de développement urbain intégré de Mohács l’interprète également comme la zone d’expansion du parc industriel de Mohács. La partie de la ville désignée comme «parcs industriels» dans l’étude de base, dont la partie sud-ouest est la zone d’élargissement. Dans le cadre du projet, une zone industrielle distincte sera créée, à laquelle le propriétaire et l’exploitant du parc industriel opérationnel, la municipalité de Mohács, étendra le titre de parc industriel, de sorte que le développement devrait être considéré comme une extension du parc industriel opérationnel. La zone de mise en œuvre du projet est actuellement classée comme terres arables, pour lesquelles un permis d’utilisation définitif est disponible à d’autres fins. L’objectif stratégique du projet est le développement économique lié à la création d’emplois, tel qu’il est défini dans la stratégie intégrée de développement urbain de la municipalité de Mohács. L’un des outils à cet effet est le développement d’une infrastructure de services aux entreprises, qui sert de base à de nouveaux investissements productifs. De nouveaux investissements créent des emplois, réduisent le chômage, l’émigration et augmentent le niveau de vie de la population à mesure que les revenus augmentent. Ces entreprises peuvent s’attendre à des investissements qui créent des besoins d’emploi élevés à Mohács. Parmi les activités auto-éligibles visées au point 3.1.1 de l’appel à propositions dans le cadre du projet, B) le développement des zones industrielles et le développement de zones existantes, les friches industrielles et les investissements dans les zones nouvelles au sein de l’activité principale: a) L’infrastructure de base des zones industrielles (gaz, eau, égouts, routes, réseau de câblage électrique, télécommunications et réseau de communication) sera mise en place. Dans ce cadre, nous créerons une zone industrielle contiguë complètement améliorée dans le cadre d’un investissement en zones nouvelles, d’une superficie de 40,1 hectares. Dans ce contexte, nous mettons en œuvre des activités de marketing de promotion de l’investissement basées les unes sur les autres, à l’instar de la stratégie de marketing élaborée pour des activités efficaces de promotion des investissements. Les activités prévues amélioreront ainsi directement l’environnement d’exploitation des entreprises déjà établies dans le parc industriel opérationnel.
