A pályázat keretén klímastratégia kidolgozását tervezi Szeghalom Város Önkormányzata. A projekt címe: Szeghalom Város Önkormányzatának helyi klímastratégiájának kidolgozása, valamint a klímatudatosságot erősítő szemléletformálása. A projekt szempontjából felmérésre került a települési szintű klímastratégia szükségessége, valamint a szemléletformálásba bevonhatóak aktív köre. Az egyes feladatok/programok megnevezésre kerültek, a beszerzési eljárás a klímastratégia elkészítésére, valamint a programok megvalósítására lezajlott. A programok megvalósításában a helyi civil szervezetek is tevékenyen részt fognak venni, biztosítva ezzel a megfelelő látogatottságot és aktív elérést. A projektmenedzsment szervezet lebonyolítói kiválasztásra kerültek. A PM szervezet tagjai mind szakmai, mind lebonyolítói részről a megfelelő releváns tapasztalatokkal rendelkeznek, mely biztosítja a projekt eredményes megvalósítását. Jelen projekt megvalósítása nagyban elősegíti a környezet-, energia és klímatudatos személyes életvitel megvalósításának és a példamutatásnak az ösztönzését. A szemléletformálás nagyban támaszkodik az oktatásra, kiemelten a településen működő iskolákra és óvodákra. A szemléletformálási programok, célzott támogatások, példamutató és fenntartható energiagazdálkodási projektek, önkormányzati kezdeményezések segítik a klímavédelmi jó gyakorlatok terjedését. A támogatással megvalósuló projekt célja hozzájárul egy egészségesebb, tisztább és biztonságosabb ország megteremtéséhez. A pályázat költségvetése: Az Önkormányzat a 2007. évi CXXVII. törvény VII. fejezetében meghatározottak alapján alanya az ÁFA-nak, de a támogatási kérelemben megjelölt, támogatásból finanszírozott tevékenységekkel kapcsolatban felmerült költségeire vonatkozóan adólevonási jog nem illeti meg. Az elszámolásnál az ÁFA-val növelt (bruttó) összeg kerül figyelembevételre (Bruttó). Jelen megvalósítása 14 hónap, ennek értelmében 2 db mérföldkő került megtervezésre. Az első mérföldkőig (2019.08.31) az alábbi tevékenységek kerülnek megvalósításra: - Helyi klímastratégia kidolgozása Szeghalom részére - Föld 21, Bolygóbarát Életmód Program elnevezésű oktatási sorozat - KlíMAsátor kerül felállításra 2 nagyobb városi rendezvénye (Boszorkányfesztivál, Majális) - Helyi szereplők (önkormányzati, iskolai dolgozók) - Helyi tanulmányi versenyek előkészítése és lebonyolítása - Szakirányú tanulmányi kirándulások szervezése és lebonyolítása - Kreatív és játékos foglalkozások szervezése és lebonyolítása gyermekeknek nagyrendezvények részeként Az első mérföldkőben felhasználni tervezett támogatás összege: 11 296 000 Ft A második mérföldkőig (2019.10.31) az alábbi tevékenységek kerülnek megvalósításra: - A települési programsorozathoz és figyelemfelkeltő akcióhoz kapcsolódó médiakampányok megszervezése és lebonyolítása - Ismeretterjesztést célzó kiadványok kidolgozása, terjesztése - Projektmenedzsment - Kötelező tájékoztatás és nyilvánosság A második mérföldkőben felhasználni tervezett támogatás összege: 8 071 500 Ft Monitoring mutató: - Klímaalkalmazkodással kapcsolatos szemléletformálási akciókban aktívan résztvevő lakosság száma: célérték: 1910 fő, teljesülés dátuma: 2019.10.31. - Klímastratégiával rendelkező települések összesített lakosságszáma: célérték: 9005 fő, teljesülés dátuma: 2019.10.31. - A szemléletformálási kampány által elért lakosság száma (passzív elérés): célérték: 24800 fő, teljesülés dátuma: 2019.10.31. A projekt célja: Szeghalom városa rendelkezik fenntarthatósági tervvel, valamint térségi szintű környezetvédelmi programmal is. A fenntarthatósági terv részeként készült egy felmérés a lakosság körében, melyben kérdőíves formában többek között a klímaváltozás fontosságára is rákérdeztek, a válaszadók többsége ezt elhanyagolható szempontnak tartotta. Szeghalom és térsége a jövőben erősen kitett lesz a klímaváltozás hatásainak. Mindezeket úgy tudja segíteni jelen projekt, hogy célzott, a klímaváltozás mérséklését, azaz a megelőző környezetvédelmet hangsúlyozó és a klímaváltozáshoz való alkalmazkodásra is kiterjedő szemléletformálási akciókat támogat, elősegítve, hogy a településen is szervezett választ lehessen adni a klímaváltozás által felvetett kérdésekre/kialakuló problémákra. Nagyon fontos a lakosság érzékenyítése és tudatosítása, mely jelen pályázat legfontosabb célja. A projekt példamutató a megújuló energiahordozó felhasználás növelése, illetve a fenntarthatóság irányába fejlődő életforma kialakításának elősegítésében. A város polgárai, az épületet látogató, illetve az épületben dolgozó emberek számára példát mutat a fenntartható energiatermelés egy formájára. (Hungarian)

The Municipality of Szeghalom is planning to develop a climate strategy within the framework of the project. Title of the project: Develop the local climate strategy of the Municipality of Szeghalom and promote climate awareness. From the point of view of the project, the need for a local climate strategy has been assessed, as well as the active range of people who can be involved in awareness-raising. The individual tasks/programmes were named, the procurement procedure was carried out for the preparation of the climate strategy and the implementation of the programmes. Local civil society organisations will also be actively involved in the implementation of the programmes, ensuring adequate attendance and active access. The managing directors of the project management organisation have been selected. The members of the PM organisation have relevant experience from both the professional and the executive side, which ensures the effective implementation of the project. The implementation of this project will greatly help to stimulate the realisation of environmental, energy and climate-conscious personal living and lead by example. Awareness-raising relies heavily on education, especially schools and kindergartens in the settlement. Awareness-raising programmes, targeted grants, exemplary and sustainable energy management projects and municipal initiatives help to spread good practices in climate protection. The aim of the project is to contribute to a healthier, cleaner and safer country. Budget of the proposal: On the basis of Chapter VII of Act CXXVII of 2007, the Municipality is subject to VAT, but it is not entitled to deduct input tax in respect of the costs incurred in connection with the activities financed by the aid as indicated in the aid application. The amount (gross) plus VAT is taken into account in the accounts (Gross). The present implementation is 14 months, and 2 milestones have been planned. By the first milestone (31.08.2019), the following activities will be implemented: — Development of a local climate strategy for Seghalom — Earth 21, Planet friendly Lifestyle Program — Climate tents will be set up 2 major urban events (Witch Festival, Majal) — Local actors (municipal, school workers) — Preparation and conduct of local study competitions — Organisation and conduct of study trips for specialisation — Organisation and organisation of creative and playful sessions for children as part of large events The amount of the funding planned to be used in the first milestone: 11 296 000 Ft Up to the second milestone (31.10.2019), the following activities will be implemented: — Organisation and implementation of media campaigns related to the municipal programme series and awareness-raising action — Development and dissemination of publications aimed at raising awareness — Project management — Compulsory information and publicity Amount of funding planned to be used in the second milestone: 8 071 500 HUF Monitoring indicator: — Number of inhabitants actively involved in climate adaptation awareness-raising actions: target value: 1910 persons, date of completion: 2019.10.31. — Total population of municipalities with climate strategy: target value: 9005 persons, date of completion: 2019.10.31. — Population achieved by the awareness-raising campaign (passive access): target value: 24800 persons, date of completion: 2019.10.31. The aim of the project is to: The city of Seghalom has a sustainability plan and an environmental protection programme at regional level. As part of the Sustainability Plan, a survey was carried out among the population, in which, among other things, the importance of climate change was asked in the form of a questionnaire, and a majority of respondents considered this to be a negligible aspect. Seghalom and its region will be highly exposed to the effects of climate change in the future. This project can help all this by supporting targeted awareness-raising actions that emphasise climate change mitigation, i.e. preventive environmental protection, and include adaptation to climate change, in order to provide an organised response to the issues/progressive problems raised by climate change in the municipality. It is very important to sensitise and raise awareness of the population, which is the most important objective of this application. The project is exemplary in increasing the use of renewable energy sources and promoting the development of a way of life that evolves towards sustainability. It is an example of a form of sustainable energy production for the citizens of the city, the people who visit the building and the people who work in the building. (English)

La municipalité de Szeghalom prévoit d’élaborer une stratégie climatique dans le cadre du projet. Titre du projet: Développer la stratégie climatique locale de la municipalité de Szeghalom et promouvoir la sensibilisation au climat. Du point de vue du projet, la nécessité d’une stratégie locale en matière de climat a été évaluée, ainsi que l’éventail actif de personnes pouvant participer à la sensibilisation. Les différentes tâches/programmes ont été désignés, la procédure de passation de marché a été menée pour la préparation de la stratégie climatique et la mise en œuvre des programmes. Les organisations de la société civile locales participeront également activement à la mise en œuvre des programmes, en garantissant une participation adéquate et un accès actif. Les directeurs généraux de l’organisation de gestion de projet ont été sélectionnés. Les membres de l’organisation de PM possèdent une expérience pertinente tant du côté professionnel que de l’exécutif, ce qui garantit la mise en œuvre efficace du projet. La mise en œuvre de ce projet contribuera grandement à stimuler la réalisation d’une vie personnelle respectueuse de l’environnement, de l’énergie et du climat et montrera l’exemple. La sensibilisation repose en grande partie sur l’éducation, en particulier sur les écoles et les jardins d’enfants de l’établissement. Les programmes de sensibilisation, les subventions ciblées, les projets exemplaires et de gestion durable de l’énergie et les initiatives municipales contribuent à diffuser les bonnes pratiques en matière de protection du climat. L’objectif du projet est de contribuer à un pays plus sain, plus propre et plus sûr. Budget de la proposition: Sur la base du chapitre VII de la loi CXXVII de 2007, la commune est soumise à la TVA, mais elle n’a pas le droit de déduire la taxe en amont sur les coûts exposés dans le cadre des activités financées par l’aide, comme indiqué dans la demande d’aide. Le montant (brut) majoré de la TVA est pris en compte dans la comptabilité (gross). La mise en œuvre actuelle est de 14 mois et deux étapes ont été prévues. L’objectif du projet est de: La ville de Seghalom dispose d’un plan de durabilité et d’un programme de protection de l’environnement au niveau régional. Dans le cadre du Plan de durabilité, une enquête a été menée auprès de la population, au cours de laquelle, entre autres, l’importance du changement climatique a été demandée sous la forme d’un questionnaire, et la majorité des répondants ont estimé qu’il s’agissait là d’un aspect négligeable. Seghalom et sa région seront très exposés aux effets du changement climatique à l’avenir. Ce projet peut contribuer à tout cela en soutenant des actions de sensibilisation ciblées qui mettent l’accent sur l’atténuation du changement climatique, c’est-à-dire la protection préventive de l’environnement, et incluent l’adaptation au changement climatique, afin de fournir une réponse organisée aux problèmes/progressifs soulevés par le changement climatique dans la municipalité. Il est très important de sensibiliser et de sensibiliser la population, qui est l’objectif le plus important de cette application. Le projet est exemplaire pour accroître l’utilisation des sources d’énergie renouvelables et promouvoir le développement d’un mode de vie qui évolue vers la durabilité.
