A projekt keretében támogatást igénylő, a Szabolcs-Szatmár-Bereg Megyei Kórházak és Egyetemi Oktatókórház (SZSZBMK) a lakosság egészségi állapotának javítását célzó fejlesztést valósít meg, amelynek átfogó probléma- és igényfeltáró célú bemutatását, illetve az általuk elérendő, elvárt hatások körét az Egészségfejlesztési Programterv tartalmazza. A támogatást igénylő az előzőek tekintetében Egészségfejlesztési Irodát kíván létrehozni és működtetni a 6 tagkórháza egyikén, Vásárosnaményban. Az Iroda ellátási területe egy járásra, a Vásárosnaményi Járásra terjed ki. A kórház hátteret biztosít az egészségfejlesztési, betegségmegelőzési programokhoz, amelyeket részletesen bemutat az Egészségfejlesztési Programterv táblázat. A projekt átfogó célja: a lakosság egészségi állapotának javulása, a fejlesztés hozzájárulása az ország átfogó népegészségügyi hálózatának kialakításához, a lakosság egészségtudatosságának növelése, egészségkultúrájának javítása. A projekt konkrét céljai: a szakmai előírásoknak megfelelő programterv megvalósításával a járásban élő lakosság figyelmének felhívása az egészséges életmód fontosságára, előnyeire, továbbá aktív bevonásuk az egészségüket szolgáló mozgásformák kipróbálásába, a táplálkozási és egészségvédelmi előadásokon hallottak alkalmazására. A projekt célrendszerének eléréséhez tervezett tevékenységtípusok a következők: A projekt szakmai tartalma a felhívás „Általános iránymutatás járási egészségfejlesztési irodák kialakításához, működéséhez” című dokumentum és az egészségfejlesztési irodák (EFI-k) szakmai irányításáért felelős országos szerv által kiadott szakmai iránymutatások tartalmával összhangban került összeállításra. A pályázat keretében az előírt korlátok figyelembevételével felújítási és eszközbeszerzési beruházás is megvalósul, amely egyrészt az Iroda infrastrukturális igényeinek kiszolgálását biztosítja, másrészt a szakmai programsorozat keretében lebonyolítandó rendezvények eszközigényét is fedezi. Az Iroda működését 4 fő EFI munkatárs bevonásával kívánja megoldani a Pályázó a következő összetételben: 1 fő EFI vezető heti 40 órában, 1 fő EFI munkatárs heti 40 órában, 2 főMentális egészségfejlesztő heti 40 óra/fő. A projekt hatékony megvalósítását Támogatást igénylő saját szervezeti keretein belül, közalkalmazotti jogviszony keretében tevékenységet ellátó munkatársak által tervezi biztosítani (projektvezető, projekt pénzügyi vezető, projekt asszisztens, projekt szakmai vezető). A megvalósítás teljes ciklusa alatt a nyilvánosság biztosítása, a Széchenyi 2020 Arculati Útmutató és Kedvezményezettek Tájékoztatási Kötelezettségei című dokumentumban foglalt rendelkezések szerint folyamatos. A projekt tervezése és megvalósítása során támogatást igénylő figyelembe veszi, hogy a projektben létrehozott eredményeknek meg kell felelniük az esélyegyenlőségi és környezetvédelmi elvárásoknak is. Az igényelt támogatás mértéke: bruttó 89 999 880 Ft (100%-os intenzitással). A projekt megvalósításának ideje: 2017.11.01 - 2019.10.31. (24 hónap). In the framework of the project, the Szabolcs-Szatmár-Bereg County Hospitals and University Teaching Hospital (SZSZBMK) implements a development aimed at improving the state of health of the population, the comprehensive presentation of which is set out in the Health Development Programme Plan and the scope of the expected impacts to be achieved by Szabolcs-Szatmár-Bereg County. The applicant intends to set up and operate a Health Promotion Office in one of the 6 member hospitals in Vásárosnamény. The office’s supply area covers one district, the district of Fairesnamény. The hospital provides a background for health promotion and disease prevention programmes, which are detailed in the Health Development Programme Plan table. The overall objective of the project is to: improving the health status of the population, contributing to the development of the country’s comprehensive public health network, increasing the health awareness of the population and improving its health culture. The specific objectives of the project are: by implementing the programme plan in accordance with professional standards, to raise the awareness of the people living in the district about the importance and benefits of a healthy lifestyle, and to actively involve them in the testing of forms of movement for their health and their use in the nutrition and health lectures. The types of activities planned to achieve the project’s target system are the following: The technical content of the project was compiled in accordance with the “General guidelines for the establishment and operation of district health promotion offices” and the professional guidelines issued by the national body responsible for the professional management of the Health Promotion Offices (EFI). Within the framework of the tender, a renovation and equipment purchase investment is also carried out, taking into account the constraints laid down, which, on the one hand, serves the infrastructure needs of the Office and, on the other hand, covers the needs of the events to be carried out in the framework of the professional programme series. With the involvement of 4 EFI staff, the Applicant intends to solve the operation of the Office in the following composition: 1 person EFI manager 40 hours per week, 1 EFI employee 40 hours per week, 2 persons Mental health promoter 40 hours/person per week. It plans to ensure the effective implementation of the project within its own organisational framework requiring support by staff performing activities within the framework of a public employee relationship (project manager, project finance manager, project assistant, project professional manager). The provision of publicity throughout the implementation cycle is continuous, in accordance with the provisions of the Széchenyi 2020 Identity Guide and Beneficiaries’ Information Obligations. In the design and implementation of the project, the need for support shall take into account that the results generated in the project must also meet the requirements of equal opportunities and environmental protection. Im Rahmen des Projekts realisiert das Kreiskrankenhaus Szabolcs-Szatmár-Bereg (SZSZBMK) eine Entwicklung zur Verbesserung des Gesundheitszustands der Bevölkerung, deren umfassende Darstellung im Gesundheitsentwicklungsprogramm und dem Umfang der erwarteten Auswirkungen des Kreises Szabolcs-Szatmár-Bereg festgelegt ist. Der Antragsteller beabsichtigt, in einem der sechs Mitgliedskliniken in Vásárosnamény ein Gesundheitsförderungsbüro einzurichten und zu betreiben. Das Versorgungsgebiet des Büros umfasst einen Bezirk, den Bezirk Fairesnamény. Das Krankenhaus bietet einen Hintergrund für Gesundheitsförderungs- und Krankheitspräventionsprogramme, die in der Übersicht über das Programm „Gesundheitsentwicklung“ beschrieben sind. Das übergeordnete Ziel des Projekts besteht darin, Verbesserung des Gesundheitszustands der Bevölkerung, Beitrag zur Entwicklung des umfassenden Gesundheitsnetzes des Landes, Steigerung des Gesundheitsbewusstseins der Bevölkerung und Verbesserung seiner Gesundheitskultur. Die spezifischen Ziele des Projekts sind: durch die Umsetzung des Programmplans in Übereinstimmung mit den fachlichen Standards, um das Bewusstsein der im Bezirk lebenden Menschen für die Bedeutung und den Nutzen eines gesunden Lebensstils zu schärfen und sie aktiv in die Erprobung von Bewegungsformen für ihre Gesundheit und ihre Verwendung in die Ernährungs- und Gesundheitsvorträge einzubeziehen. Zur Erreichung des Zielsystems des Projekts sind folgende Arten von Maßnahmen geplant: Der technische Inhalt des Projekts wurde in Übereinstimmung mit den „Allgemeinen Leitlinien für die Einrichtung und den Betrieb von Bezirksgesundheitsförderungsämtern“ und den von der für die professionelle Leitung der Gesundheitsförderungsämter (EFI) zuständigen nationalen Stellen erstellt. Im Rahmen der Ausschreibung werden unter Berücksichtigung der festgelegten Sachzwänge, die zum einen dem Infrastrukturbedarf des Amtes dienen und zum anderen die Bedürfnisse der im Rahmen der professionellen Programmreihe durchzuführenden Veranstaltungen decken, auch Investitionen zum Erwerb von Renovierungs- und Ausrüstungskäufen getätigt. Unter Beteiligung von 4 EFI-Mitarbeitern beabsichtigt der Antragsteller, den Betrieb des Amtes in folgender Zusammensetzung zu lösen: 1 Person EFI Manager 40 Stunden pro Woche, 1 EFI Mitarbeiter 40 Stunden pro Woche, 2 Personen Mental Health Promoter 40 Stunden/Person pro Woche. Sie plant, die wirksame Durchführung des Projekts innerhalb seines eigenen organisatorischen Rahmens sicherzustellen, das die Unterstützung durch das Personal erfordert, das Tätigkeiten im Rahmen einer öffentlichen Mitarbeiterbeziehung durchführt (Projektmanager, Projektfinanzierungsmanager, Projektassistent, Projektfachmanager). Die Öffentlichkeitsarbeit während des gesamten Umsetzungszyklus erfolgt im Einklang mit den Bestimmungen des Identitätsleitfadens von Széchenyi 2020 und der Informationspflichten der Empfänger. Dans le cadre du projet, les hôpitaux du comté de Szabolcs-Szatmár-Bereg et l’hôpital universitaire d’enseignement (SZZBMK) mettent en œuvre un développement visant à améliorer l’état de santé de la population, dont la présentation complète est exposée dans le plan du programme de développement de la santé et l’ampleur des incidences attendues du comté de Szabolcs-Szatmár-Bereg. La requérante a l’intention de créer et d’exploiter un bureau de promotion de la santé dans l’un des six hôpitaux membres de Vásárosnamény. La zone d’approvisionnement du bureau couvre un district, le district de Fairesnamény. L’hôpital fournit une base pour les programmes de promotion de la santé et de prévention des maladies, qui sont détaillés dans le tableau Plan du programme de développement de la santé. L’objectif général du projet est de: améliorer l’état de santé de la population, contribuer au développement du réseau global de santé publique du pays, accroître la sensibilisation de la population à la santé et améliorer sa culture sanitaire. Les objectifs spécifiques du projet sont les suivants: en mettant en œuvre le plan de programme conformément aux normes professionnelles, sensibiliser les habitants du district à l’importance et aux avantages d’un mode de vie sain et les associer activement à l’essai des formes de mouvement pour leur santé et leur utilisation dans les conférences sur la nutrition et la santé. Les types d’activités prévues pour atteindre le système cible du projet sont les suivants: Le contenu technique du projet a été compilé conformément aux «Directives générales pour la création et le fonctionnement des bureaux de promotion de la santé de district» et aux directives professionnelles publiées par l’organisme national responsable de la gestion professionnelle des bureaux de promotion de la santé (EFI). Dans le cadre de l’appel d’offres, un investissement de rénovation et d’achat d’équipements est également réalisé, en tenant compte des contraintes prévues, qui, d’une part, répond aux besoins en infrastructures de l’Office et, d’autre part, couvre les besoins des manifestations à réaliser dans le cadre de la série de programmes professionnels. Avec la participation de 4 agents EFI, la requérante a l’intention de résoudre le fonctionnement de l’Office dans la composition suivante: 1 personne gestionnaire de l’IFE 40 heures par semaine, 1 employé EFI 40 heures par semaine, 2 personnes promoteur de la santé mentale 40 heures/personne par semaine. Elle prévoit d’assurer la mise en œuvre effective du projet dans son propre cadre organisationnel, ce qui nécessite l’appui du personnel exerçant des activités dans le cadre d’une relation de travail public (gestionnaire de projet, gestionnaire de financement de projet, assistant de projet, gestionnaire professionnel de projet). La publicité tout au long du cycle de mise en œuvre est continue, conformément aux dispositions du guide d’identité Széchenyi 2020 et aux obligations d’information des bénéficiaires. Lors de la conception et de la mise en œuvre du projet, la nécessité d’un soutien tient compte du fait que les résultats obtenus dans le cadre du projet doivent également répondre aux exigences de l’égalité des chances et de la protection de l’environnement.
