As planned, the rooms that can be used by everyone will be installed on the ground floor. In the attic there will be rooms serving the workers. In the cellar part there is a mechanical room and garden furniture storage. During the implementation of all the elements of the planned infrastructure investment on the building, the energy efficiency upgrade will be applied through the modernisation of the external boundaries of the building — the retrofitting of external thermal insulation, the replacement of doors and windows, the complete replacement of the heating and HMV systems. The building is governed by Decree No 176/2008 on the certification of the energy performance of buildings. (VI. 30.) it falls within the scope of Government Decree No. 30 and does not contain scattered asbestos. The planned refurbishment and extension of the building with more than one level of use meets the requirements of the accessibility requirements of the project. In the course of the development, the accessibility of the building entrance and a toilet with access paths covering all disability groups will be achieved for the part of the building which performs community functions and provides customer traffic. This action is the call 3.1.1 Self-eligible activities A) Improving the infrastructure of services, including (c) the creation of a new service can be independently supported. As regards the acquisition of the project’s equipment, three basic forms of care are implemented for the day care to be placed in the above-mentioned property: addicts, psychiatric patients and disabled people, including children with disabilities, as well as the development of home assistance and support services as existing basic services. According to the list of devices annexed to the founding document, the car is used for the support service, bicycles home assistance, while the other tools (furniture, furniture, IT tools (with software)) serve the development of the new service to be developed.     a) a projekt szakmai-műszaki tartalma a választott önállóan támogatható és önállóan nem támogatható tevékenységek körének a bemutatásával együtt A projekt a Balassagyarmat Kistérség Szociális Szolgáltató Központ, mint a Balassagyarmat Kistérség Többcélú Társulása fenntartásában lévő szociális szolgáltató fejlesztésére, azon belül is infrastruktúra fejlesztése és eszközbeszerzésre vonatkozik. Az infrastruktúra fejlesztése során Balassagyarmat Város Önkormányzata tulajdonában lévő ingatlan kerül fejlesztésre. A funkcióját vesztett, több éve üresen álló épületben korábban óvoda, majd Idősek Klubja működött. Szociális alapszolgáltatást nyújtó intézmény számára az épület átalakítással, bővítéssel alkalmassá tehető. A projekt építési része tartalmaz felújítás, átalakítás és bővítés munkarészeket is. Az felújítás rész az a külső tér, udvar felújítását tartalmazza akadálymentes parkoló kialakításával, kerítés építésével, parkosítással. Az átalakítás rész nettó 138,95 m2 alapterületű helyiségeket érint. Ennek keretében kívánjuk kialakítani a szenvedélybetegek és pszichiátriai betegek, valamint a fogyatékkal élők nappali ellátásának feltételeit a csatolt műszaki dokumentumok szerint. A bővítés rész nettó 104,02 m2 alapterületű helyiségeket érint. Ennek keretében az épület délkeleti részén épülne meg az új épületrész alápincézve, illetve tetőtér beépítéssel. A tervezettek szerint a mindenki által használható helyiségek a földszinten kerülnek kialakításra. A tetőtérben a dolgozókat kiszolgáló helyiségek lesznek. A pincei részen gépészeti helyiség és kertibútor tároló kap helyet. Az építményen tervezett infrastrukturális beruházás minden tevékenység-elemének végrehajtása során érvényesülni fog az energiahatékonysági korszerűsítés szempontja az épület külső határoló szerkezeteinek korszerűsítése - az utólagos külső hőszigetelés, nyílászárók cseréje, a fűtési és a HMV rendszer teljes cseréje - révén. Az épület az épületek energetikai jellemzőinek tanúsításáról szóló 176/2008. (VI. 30.) Korm. rendelet hatálya alá tartozik, szórt azbesztet nem tartalmaz. Az egynél több használati szintet tartalmazó épület mindenki által használható részén a tervezett átalakítás, bővítés megfelel a projektarányos akadálymentesítés követelményeinek. A fejlesztés során a közösségi célú funkciókat ellátó, ügyfélforgalmat lebonyolító épületrész tekintetében megvalósul az épület bejáratának és egy mellékhelyiségének az elérési útvonal biztosításával történő, valamennyi fogyatékossági csoportra kiterjedő projektarányos akadálymentesítése. Ezen tevékenység a felhívás 3.1.1 Önállóan támogatható tevékenységek A) A szolgáltatások infrastrukturális fejlesztése, ezen belül támogatható c) új szolgáltatás létrehozása önállóan támogatható. A projekt eszközbeszerzése tekintetében a fenti ingatlanban elhelyezendő nappali ellátás tekintetében három alapellátási forma, a szenvedélybetegek, a pszichiátriai betegek és a fogyatékosok – ezen belül fogyatékos gyermekek is – mellett a házi segítségnyújtás és a támogató szolgálat, mint meglévő alapszolgáltatások fejlesztése is megvalósul. A Megalapozó dokumentumhoz mellékelt eszközlista alapján személygépkocsi a támogató szolgálat, kerékpárok házi segítségnyújtás, míg a többi eszköz (bútorok, berendezési tárgyak, informatikai eszközök (szoftverekkel) az újonnan kialakítandó szolgáltatás fejlesztését szolgálja. Így a Felhívás 3.1.1 Önállóan támogatható tevékenységek B) Eszközbeszerzés, ezen belül támogatható: a) eszközök, bútorok és berendezési, felszerelési tárgyak beszerzése (beleértve az IKT-hez kapcsolódó eszközöket is), és a c) járműbeszerzés tevékenységeket tartalmazza a pályázat. A projekten kívüli, saját forrásból beszerezni kívánt eszközök nem relevánsak. A Felhívás 3.1.2 Önállóan nem támogatható, választható tevékenységek pontja szerinti tevékenységet a projekt nem tartalmaz. A projekt egyéb tevékenységei a Projektelőkészítés keretében a Megalapozó dokumentum elkészítése, az Engedélyezési tervdokumentáció elkészítése, engedélyezése.
