We intend to submit our application under the “Indicative allocation for Jászberényi, Mezőtúri, Szolnoki, Tiszafüred districts” from the dedicated development goals/funds set out in point 1.2 of the Annex to the Call. A wide range of social services is available in the administrative area of Mezőtúr by the various maintainers (municipality, church, civil society). The municipality provides most of the mandatory basic social services through the Berettyó-körös Multipurpose Association. However, the full provision of daytime care for the elderly — as basic social care — has been compromised because the operating licence of the Áchim A. u. 16, located under heading No 781, is due to the lack of outdated infrastructure conditions, functionalities and the lack of accessibility and its temporary operating licence (expires on 31 December 2016), resulting in the termination of a large number of caregivers. Social catering, day-time care for the elderly (30 places) and domestic assistance for 36 persons are provided at the level of cordination and administration. The personal conditions of the service are available. Beyond infrastructural problems, in addition to the lack of premises, the need is supported by the fact that women tend to live alone with age progression, and for both sexes there are people over 85 years of age, the average age of carers is 69, of which all carers typically suffer from some long-term illness. It is also common among those under the age of 60. There is a need for higher-needed care and the presence of cumulative disability (a long-term patient 50 %, disabled 56 %, 37 % poorly/nearly-sighted, 26 % hard of hearing, 16 % mentally impaired and/or mentally disabled). In addition, the increase in life expectancy and the emergence of older generations presuppose the need to place a strong emphasis on preventive leisure support methods, the introduction of methods/conditions to ensure mental and physical freshness, which promote mental and physical health, also among those who are not demented. We consider it important to ensure the infrastructural conditions for the introduction of preventive care and to provide quality services in accordance with the present social policy directives, as they help to eliminate residential care. Call 3.1.1. According to point (a) of the project, the independently eligible activities of the project are the infrastructure development of the services, the new construction with real estate replacement, as well as the settlement of the external yard and green area belonging to the building within the boundaries of the building. Justification: The current building is very outdated, built on a non-social care function, its structure and the state of the interiors are very poorly conditioned, unobstructed, poorly closed doors and windows, as well as insulation, lack of waterproofing, corroded building engineering, high groundwater, salt separation and unhealthy air. There is no room available for some functions due to their lack or the small size of existing ones. Employment spaces are very scarce, which hinders the introduction of new programmes, and the installation of serving kitchens is outdated. In view of the above, the application for support is submitted by the Municipality of Mezőtúr as owner of real estate in order to develop the site/service infrastructure at Mezőtúr, Áchim A. u. 16, which is involved in the development, to replace the functions of shortages, to improve quality, to meet legal and operational requirements. In addition to the unfavourable infrastructure conditions, the rationale for the operation of daytime care as a service is confirmed by the following characteristics. A significant proportion of those in the current care group (85 %) are socially disadvantaged, they suffer from various disabilities, their proportion is increasing — for 8 people the possibility of washing is not provided under home conditions, 6 people are not able to have regular cleansing, 7 psychiatric patients have to be delivered regularly to specialist care, 1 person is addicted, 2 people have no electricity and water in the apartment, 2 people have no electricity services, and 70-80 % of the cared persons live alone. The capacity of the available 30 seats is served on an average of 33 persons per year. The most common are those aged 65-69, but also older than 80 years. All these trends and characteristics support the need, development and replacement of daytime care for the elderly. The existing capacity meets the needs of the yearly utilisation that has been fully utilised. A Felhívás Területspecifikus mellékletének 1.2. pontjában szereplő elkülönített fejlesztési célok/források felhasználási keretek közül a „Jászberényi, Mezőtúri, Szolnoki, Tiszafüredi járás számára elkülönített indikatív keretösszeg” terhére kívánjuk pályázatunkat benyújtani. A különböző fenntartók (önkormányzat, egyház, civil) által, Mezőtúr közigazgatási területén széles szociális szolgáltatási paletta érhető el. Az önkormányzat a kötelező szociális alapszolgáltatásokat zömét a Berettyó- Körös Többcélú Társulás közreműködésével biztosítja. Az idősek nappali ellátása - mint szociális alapellátás teljeskörű biztosítása azonban veszélybe került, mert a 781 helyrajzi szám alatt található Áchim A. u. 16. telephely működési engedélye az elavult infrastrukturális állapotok, funkciók hiányosságai és az akadálymentesítés megoldatlansága és ideiglenes hatályú (2016. december 31-én lejár) működési engedélye miatt, aminek következtében nagyszámú gondozott ellátása szűnhet meg. E telephelyen szociális étkeztetés, idősek nappali ellátása (30 férőhely), továbbá kordináció, adminisztráció szintjén a 36 főt ellátó házisegítségnyújtás van biztosítva. A szolgáltatás személyi feltételei rendelkezésre állnak. Infrastrukturális problémákon felüli, helyiségek hiányán túl a szükségletet alátámasztja, hogy a nők jellemzően az életkor előre haladtával egyedül élnek, és mindkét nem esetében a gondozottak között 85 életéven felülieket is találunk, a gondozottak átlag életkora 69 év, melyből jellemzően minden gondozott valamilyen tartós betegségben szenved. Az adályozottság már a 60 év alattiak körében is jellemző. Az Áchim u. 16. telephelyen gondozott körére jellemző a magasabb szükségletű ellátásra való igény, a halmozott fogyatékosság jelenléte (tartós beteg 50%, fogyatékossággal él:56% mozgássérült, 37% gyengén/alig látó, 26% nagyothalló, 16 % mentálisan sérült és/vagy értelmi fogyatékos). Mindezeken túl a várható élettartam növekedése, az idősebb generációk megjelenése előre vetíti, illetve megalapozza azt a szükségletet, hogy a nem demens gondozottak körében is nagy hangsúlyt kell helyezni a preventív szabadidő eltöltést támogató módszerekre, a szellemi és fizikai frissességet biztosító módszerek/feltételek bevezetésére, melyek a mentális és fizikai egészséget támogatják. Fontosnak tartjuk a jelen szociálpolitikia irányelvekkel összhangban a preventív szemléleten alapuló gondozás bevezetésének infrastrukturális feltételeinek biztosítását, minőségi szolgáltatások nyújtását, hiszen mindezek elősegítik azt, hogy a bentlakásos ellátásokat kiküszöböljük. A Felhívás 3.1.1. A) pontja értelmében a projekt önállóan támogatható tevékenységeit képezi a szolgáltatások infrastrukturális fejlesztése, ingatlankiváltással egybekötött új építés keretei között, illetve az épülethez tartozó, telekhatáron belüli külső udvar, zöld terület rendezése is megtörténik. Indoklás: A jelenlegi épület igen elavult, nem szociális ellátási funkcióra épült, épületszerkezete és a belső terek állapota igen rossz állagú, nem akadálymentesített, a rosszul záródó nyílászárók, valamint a szigetelés, vízszigetelés hiánya, elkorrodált épületgépészet, magas talajvíz, só kiválás és egészségtelen levegő jellemzi. Egyes funkciókra megfelelő helyiség nem áll rendelkezésre azok hiánya, vagy a meglévők kis alapterülete miatt. Foglalkoztatás terei igen szűkösek, mely az új programok bevezetését gátolja, tálalókonyha felszerelése elavult. Mindezek figyelembevételével a támogatási kérelmet Mezőtúr Város Önkormányzata, mint ingatlan tulajdonosa nyújtja be a fejlesztésben érintett Mezőtúr, Áchim A. u. 16. szám alatti telephely/szolgálat infrastruktúra fejlesztése, hiányfunkciók pótlása, minőség fejlesztése, jogszabályi és működtetési elvárásoknak való megfelelés érdekében. A nappali ellátás, mint szolgáltatás működtetésének indokoltságát a kedvezőtlen infrastrukturális feltételek mellett a következő jellemzők is alátámasztják. A jelenlegi gondozottak körébe tartozók jelentős arányban (85%) szociálisan hátrányos helyzetűek, különböző fogyatékosságban szenvednek, arányuk növekvő tendenciájú - 8 főnél a mosás lehetősége otthoni körülmények között nem biztosított, 6 főnél rendszeres tisztálkodás nem lehetséges, 7 fő pszichiátriai beteg akit szakrendelésre kell rendszeresen szállítani, 1 fő szenvedélybeteg, 2 főnél nincs villany és vízszolgáltatás a lakásban, 2 főnél villanyszolgáltatás nincs, illetve a gondozottak 70-80%-a él egyedül. A rendelkezésre álló 30 férőhely kapacitáson éves szinten átlag 33 fő ellátása történik. Leggyakoribb ellátottak a 65-69 évesek, de a 80 éves kortól idősebb korosztály is jellemző. Mindezen tendenciák, jellemzők az idősek nappali ellátásának szükségességét, fejlesztését és hiányzó funkciók pótlását támasztja alá. A meglévő kapacitás teljes egészében kihasznált, éves igénybevétel szükségleteket kielégíti. Mivel a jelenlegi épület a használati igényeknek illetve az épület gazdaságos átalakításra alkalmatlan, gazdaságosan nem üzemeltethető és működési enged (Hungarian)
