Today’s public education is wide-ranging and covers a large number of areas, yet the most effective component is community culture as an innovative and sustainable intention of public education (tourism, arts education, museum activities, spatial development, rural development, civil organisation coordination, etc.). Because of its horizontal nature, culture is present in all public tasks, but perhaps the most measurable, deep content and the creation of new values can boast our cultural institutions. However, as an applicant self-government, we must describe that this is the sector that has been supported for several decades, both at state level and at municipal level”. Since such a disadvantaged settlement, such as Balmazújváros, has very little tax revenue, to which it has to carry out a number of basic tasks (social, administrative, health, etc.) in addition to public funding. The management of the city can now talk about public education/cultivation with a history of 50 years, since he built the Péter Veres Cultural Center as an overpowered commitment — together with my theatre. A very serious infrastructural step forward is that today we can talk about a renovated theatre, an insulated cultural house, Semsey Castle, a new Youth and Community House, but these local government institutions can only offer a modest offer of programs if they do not manage to obtain any kind of tender + funding in the given year”. Our local government also feels how attracting and retaining the population could be/in many cases the existence of a vibrant, diverse cultural life in small towns is doing its best to entertain, teach and support civil communities to provide meaningful recreation for the people living here and for those who come to us. As a background to our application, we have supported/organised the Castle Garden evenings 19 times, so during the 20th anniversary we would like to invite the inhabitants of the town and the young people of the surrounding settlements with a truly attractive offer in the life of the region. The aim of our program offer is to promote the catch-up of settlements related to Balmazújváros in Hajdú-Bihar county, especially by presenting our values and traditions — the inhabitants, businesses and civil society organisations of the Local Community of Balmazújváros. With a thematic programme, we would like to reach out to groups and age groups with different interests, as the cultural needs of individuals, families and other people who love folk culture are different. Our goal is that Community programmes should have permanent, but — with reference to the previous reasoning — a variety of programmes as well. The permanence would be to try different forms of play (climbing wall, giant table football, board games) and the festival itself (Piactér), where, in addition to handicrafts and New Town goods, there would be a tattoo, facial painter, cosmetic tent, a stand for the introduction of civil society organisations. The changing element would be provided by a program selected from different genres, which would allow for a multi-day event (e.g.: traditional day, rock music day, classical day) to have fun from a wide variety of offers. In connection with the thematic days, we contacted the mayors and cultural houses of the Balmazújváros region, who will facilitate the organisation of the traditional day with a database (list of craftsmen, traditional groups). The leaders and colleagues of the Péter Veres Cultural Center joined our idea with a brainstorm, i.e. they named the performers and musical ensembles that they would like to see on stage in case of a winning competition. Our municipality has set the dates of the programmes, so both civil society organisations and our Brother Towns can plan their programmes for the following year in such a way that they do not conflict with this date, and that the 15th of August 2019 —16. On 17th days the invitation of our city can be fulfilled. Napjaink közművelődése szerteágazó és nagyon sok területet érint, ám a leghatékonyabb összetevője mégis a közművelődési szakirány, (turisztika, művészetoktatás, múzeumi tevékenység, érintőlegesen a területfejlesztés, vidékfejlesztés, civil szervezeti koordináció stb.) de főleg annak újító, fenntartható szándékaként a közösségi művelődés. A kultúra horizontális jellegénél fogva valamennyi közfeladat ellátásánál jelen van, de talán legmérhetőbben, mély tartalommal, új értékek létrehozásával a kulturális intézményeink büszkélkedhetnek. Mégis, mint pályázó Önkormányzatnak le kell írnunk, hogy mind államilag, mind önkormányzati szinten is ez az a szektor, mely már több évtizede ,,maradékelven van támogatva”. Hiszen egy ilyen hátrányos település, mint Balmazújváros is, igen kevés adóbevétellel rendelkezik, melyhez az állami finanszírozást hozzáadva is számtalan alapfeladatot (szociális, közigazgatási, egészségügyi, stb.) kell ellátnia. A város vezetése mára már 50 éves múltra visszatekintő közművelődésről/ népművelésről beszélhet, hisz erőn felüli vállalásként építette meg a Veres Péter Kulturális Központot – színházteremmel együtt anno. Nagyon komoly infrastrukturális előrelépést jelent, hogy mára már felújított színházteremről, szigetelt művelődési házról, Semsey kastélyról, új Ifjúsági és Közösségi Házról beszélhetünk, de ezen önkormányzati intézmények is csak szerény programkínálatot tudnak nyújtani, ha éppen nem sikerül az adott évben ,,bárminemű pályázati + forráshoz jutniuk”. Önkormányzatunk is érezve, hogy milyen csalogató, népességmegtartó ereje lehetne / sok esetben van a ,,nyüzsgő, sokszínű kulturális életet nyújtó kisvárosi létnek”, mindent megtesz annak érdekében, hogy szórakoztasson, szórakozva tanítson, civil közösségeket támogatva értelmes kikapcsolódást biztosítson az itt élőknek, s a hozzánk érkezőknek. Pályázatunk előzményeként leírhatjuk, már 19 alkalommal támogattuk /szerveztük meg a Kastélykerti esték rendezvénysorozatot, így a 20. jubileum alkalmával szeretnénk, ha programkínálatunk igazán vonzó, a régió életében is kiemelkedő kínálattal tudná idehívni a városlakókat és a környező települések fiataljait. Programkínálatunk célja, hogy Hajdú-Bihar megyén belül a Balmazújvároshoz kapcsolódó települések felzárkóztatását elősegítsük, kiemelten – a Balmazújvárosi Helyi Közösség lakossága, vállalkozásai és civil szervezetei – értékeink, hagyományaink bemutatásával. Tematikus programkínálattal szeretnénk a különböző érdeklődésű csoportokat, korosztályokat megszólítani, hiszen más a népi kultúrát kedvelő egyének, családok és más a rockzenéért rajongó emberek kulturális igénye. Célunk, hogy a közösségi programoknak legyenek állandó, de – az előbbi okfejtésre hivatkozva – változatos műsorkínálatai is. Az állandóságot a különböző játékformák kipróbálása jelentené (mászófal, óriás csocsó, társasjátékok), illetve maga a fesztivál helyszíne (Piactér), ahol a kézműves és újvárosi portékák mellett helyet kapna a tetováló, arcfestő, kozmetikai sátor, a civil szervezetek bemutatkozását segítő stand. A változó elemet maga a különböző műfajokból kiválasztott program összeállítás biztosítaná, mely többnapos rendezvény esetén lehetővé tenné (pl.: tradicionális nap, rockzenei nap, klasszikusok napja) hogy sokan szórakozzanak sokféle kínálatból. A tematikus napokhoz kapcsolódóan felvettük a kapcsolatot a Balmazújvárosi Kistérség polgármestereivel, művelődési házaival, akik adatbázissal fogják elősegíteni a tradicionális nap megszervezését (kézművesek, hagyományőrző csoportok listája). A Veres Péter Kulturális Központ vezetői és munkatársai ötletbörzével csatlakoztak elképzelésünkhöz, azaz nevesítették azokat az előadóművészeket, zenei együtteseket, melyeket szívesen látnának színpadon, egy nyertes pályázat esetén. Önkormányzatunk megjelölte a programok időpontját, így mind a civil szervezetek, mind a testvérvárosaink úgy tervezhetik a következő évi programjaikat, hogy ezzel a dátummal ne ütközzenek, illetve hogy a 2019. augusztus 15. -16. -17. napokon városunk meghívásának eleget tudjanak tenni.
