The objective of the project is an existing community space in the city of Sarkad (location: Peace promenade) development, extension of functions and a new community space (playground) (location: Kinizsi Sports Site), resulting in more aesthetic, modern, safer and child-friendly community spaces. (XI. 26.) is located in the district (Sarkadi district) to be developed with a complex programme based on classification under Government Decree No 105/2015. (IV. 23.) a municipality affected by significant unemployment on the basis of Government Decree No 23/2001. Economic indicators, statistics and employment indicators are negative. The population of the municipality has been steadily decreasing since 2004, with an average of 50-200 inhabitants per year, which is radical in relation to the size of the city. The continuous decline in the population is due to its location at the Romanian border and its disadvantaged position, as well as the economic downturn caused by the de-industrialisation, the lack of jobs in the region with a major occupational team, as well as serious social conflicts on the ground. There are 44 active NGOs in the corner, which, through their activities and events, play an important role in strengthening the community and local patriotism of the local population, increasing the satisfaction and comfort of the local population, and increasing the capacity of the settlement to retain its population. At present, local communities have only a small number of community spaces available to organise and organise their various community programmes and events, the design, structure and infrastructural features of which are inadequate. The functions of the community space on the Peace promenade are currently deficient and are largely exhausted in complying with the cycling and pedestrian traffic function. At the Kinizsi Sports Site, the infrastructural conditions for all-day sporting (football, tennis, athletics) are available, but the youngest age group currently lacks the tools and infrastructural conditions needed to spend free time in the open air. For all these reasons, it is necessary, on the one hand, to renew existing public spaces, to develop infrastructure and to expand their functions, and on the other hand to develop new, modern, aesthetic and functional public spaces. Refurbished and newly created open public spaces also provide opportunities for the development of local businesses in the vicinity of the public spaces, thus contributing to the development of the local economy. Development No. 1: Existing community space (location: Peace promenade) development: Within the framework of the project, the degraded, municipal-owned Peace promenade will be developed and expanded as an existing community space. The functions of the community space on the Peace promenade are currently deficient and are largely exhausted in complying with the cycling and pedestrian traffic function. During the development, the current straight track of the Peace promenade will be partially modified. A new duct will be built on the entire surface of the newly emerging trail, as well as the construction of a new pavement of space. In order to ensure efficient drainage of the resulting precipitation water, the existing closed rainwater drainage system with inadequate cross-sections will also be reconstructed. The limited number of non-aesthetic street furniture (pads, waste collectors, bicycle stores) with degraded texture will be replaced instead of the purchase and installation of more modern, more aesthetic street furniture than the existing one. On the sections affected by the change of track, the existing outdoor floor lamps (canderades) are moved. Instead of existing non-modern, energy-wasting outdoor floor lamps, a new, modern, aesthetic and energy-saving system will be implemented.     A projekt célja Sarkad város területén egy meglévő közösségi tér (helyszín: Béke sétány) fejlesztése, funkcióbővítése, valamint egy új közösségi tér (játszótér) (helyszín: Kinizsi sporttelep) kialakítása, melynek eredményeként esztétikusabb, korszerűbb, biztonságosabb és gyermekbarát közösségi terek alakulnak ki. A projekt eredményeként kialakuló közösségi terek révén a helyi közösségek kulturáltan, megfelelő keretek között tudják ápolni hagyományaikat, erősítik a helyi lakosok lokálpatriotizmusát, a fiatalok számára egy élhetőbb város lehetőségét biztosítanak. A közösség számára nyitott terek lehetőséget biztosítanak a civil szervezeteknek, vállalkozásoknak, hogy őket minél inkább megismerjék, céljaikat elfogadják és hozzájáruljanak a város fejlődéséhez. A fejlesztés hozzájárul a település kulturális és közösségi életének megújításához, a helyi közösségek megerősítésén keresztül a terület népességmegtartó képességének növeléséhez. A projekt célcsoportja maga a teljes helyi lakosság, elsődleges célcsoportja közvetlenül a közszféra, a civil szféra, a gazdasági szféra, a turisták. A létrehozott közösségi terek felhasználói elsősorban helyi lakosok, azon belül is a gyermekek, fiatalok, a helyi civil szervezetek, másodsorban a helyi vállalkozások, a turisták. Sarkad Város a 290/2014. (XI. 26.) Korm. rendelet szerinti besorolás alapján komplex programmal fejlesztendő járásban (Sarkadi járás) található, a 105/2015. (IV. 23.) Korm. rendelet alapján jelentős munkanélküliséggel sújtott település. A gazdasági mutatók, statisztikák, foglalkoztatási mutatók kedvezőtlenek. A település népességszáma 2004 óta folyamatosan csökken, átlagosan évi 50-200 fővel, amely a városmérethez képest radikális. A népességszám folyamatos csökkenése román határ menti elhelyezkedéséből, hátrányos helyzetéből következik, emellett a dezindusztrializáció okán fellépő gazdasági leépülés, jelentősebb foglalkoztatói gárdával működő térségi munkahelyek hiánya, valamint a helyi súlyos társadalmi konfliktusok is fontos szerepet játszanak. Sarkadon 44 aktív civil szervezet működik, mely szervezetek tevékenységeik, rendezvényeik révén fontos szerepet játszanak a helyi lakosság közösségi összetartozásának, lokálpatriotizmusának erősítésében, a helyi lakosság elégedettségének és komfortérzetének növelésében, a település népességmegtartó képességének növelésében. A településen jelenleg a helyi közösségek számára csak csekély számú közösségi tér áll rendelkezésre a különböző közösségi programjaik, rendezvényeik megszervezésére, megrendezésére, mely közösségi terek kialakítása, szerkezete, infrastrukturális adottságaik nem megfelelőek. A Béke sétányon jelenleg a közösségi tér funkciói hiányosak, jórészt kimerülnek a kerékpáros és gyalogos közlekedési funkciónak való megfelelésben. A Kinizsi sporttelepen az egész napos sportolás (labdarúgás, tenisz, atlétika) infrastrukturális feltételei rendelkezésre állnak, viszont a legfiatalabb korosztály számára jelenleg hiányoznak a szabadidő hasznos, szabad levegőn történő eltöltéséhez szükséges eszközök, infrastrukturális feltételek. Mindezen okok miatt szükséges egyrészt a meglévő közösségi terek megújítása, infrastrukturális fejlesztése, funkcióbővítése, másrészt új, korszerű, esztétikus, funkcióban gazdag közösségi terek kialakítására. A felújított és újonnan kialakított nyitott közösségi terek lehetőséget biztosítanak a közösségi terek környezetében lévő helyi vállalkozások fejlődéséhez is, ezáltal hozzájárulnak a helyi gazdaság fejlődéséhez. 1. sz. fejlesztés: Meglévő közösségi tér (helyszín: Béke sétány) fejlesztése: A projekt keretében a leromlott állagú, önkormányzati tulajdonú Béke sétány, mint meglévő közösségi tér fejlesztésére, funkcióbővítésére kerül sor. A Béke sétányon jelenleg a közösségi tér funkciói hiányosak, jórészt kimerülnek a kerékpáros és gyalogos közlekedési funkciónak való megfelelésben. A fejlesztés során a Béke sétány jelenlegi egyenes nyomvonala részben módosításra kerül. Az újonnan kialakuló nyomvonal teljes felületén új alépítmény építésére, valamint új térkő burkolat kiépítésére kerül sor. A keletkező csapadékvíz hatékony elvezetése érdekében a meglévő, nem megfelelő keresztmetszetű, elavult zárt csapadékvíz-elvezető rendszer rekonstrukciója is megvalósul. A jelenleg meglévő kevés számú, leromlott állagú, nem esztétikus utcabútorok (padok, hulladékgyűjtők, kerékpártárolók) lecserélésre kerülnek, helyettük a meglévőnél több, modernebb, esztétikusabb utcabútorok beszerzése és telepítése valósul meg. A nyomvonalváltozással érintett szakaszokon a meglévő kültéri állólámpák (kandeláberek) áthelyezésre kerülnek. A meglévő nem korszerű, energiapazarló kültéri állólámpák helyett új, modern, esztétikus és energiatakarékos rendszer kerül megvalósításra. A fenti felsorolt fejlesztések, tevékenységek nem minősülnek építési engedélyhez kötött tevékenységeknek. A fejlesztés kapcsán az akadálymentesítés nem releváns.
