We intend to submit an aid application from the indicative allocation allocated to the beneficiary in each county. The Municipality of Battonya fully provides basic health care to the population. General practitioners‘and general pediatricians’ services, protective women’s care, school health care, dental services are available locally. The integration of services has already taken place, and the population can use all the basic services listed in one building. In the framework of this project, the development of all services would be carried out, involving, to a greater extent, the renovation, energy modernisation and accessibility of the building where the supply is provided. The reason for the implementation of the project is that the building in which doctors and their assistants and the protective woman are working is a building built for several decades, which no longer meets the current requirements. The problems and shortcomings of the building to be solved are as follows: • the building needs to be equipped with an elevator to comply with the legal requirements (accessible access to the 2nd floor) or to create a barrier-free toilet, • the heating system of the building needs to be renovated — new boilers must be purchased, • renovations of the Health Centre’s premises and of the sanitary facilities that were omitted from previous developments. The general objective of the Municipality of Battonyai is to improve the health status of the population of the city and to bring it closer to the national average, in line with the governmental and sectoral objectives. This objective is to be achieved by improving primary health care and by introducing preventive screening to prevent disease. This development therefore contributes to the improvement of the health status of the population of the settlement. Based on this, the specific objective of the project is to develop and modernise the building of the Health Centre. The specific objective of the project is to improve the city’s basic health services, improve their quality and increase the number of inspections available locally to increase the satisfaction of the population and thus the capacity of the city to retain its population. As a result of the project, the quality of primary health care in the municipality will be improved, and preventive screening will prevent the development of diseases and reduce the time spent on sick leave. This will ultimately contribute to increasing employment and creating a work-based society in line with the government’s objectives. The project will target the entire population of Battonya through the development of the full range of basic health services. In the case of protective women’s services, narrower target groups can be identified within the population: • expectant mothers, newborns, infants, children aged 1 to 7 years, children aged 6 to 14 years, • women aged 14 to 65 years for cervical screening tests. The target group of the development therefore includes the total population of nearly 6,000 people in the city. The main objective of the development is to provide these target groups with full, high-quality services in the framework of basic health services. As part of the development, the building of the Health Centre is being developed, which therefore affects both general practitioners, protective women and dental care. Within the framework of the tender, the building will be upgraded to energy and its accessibility in accordance with the legal requirements. Energy modernisation includes the modernisation of heating and the replacement of boilers, as well as renewable energy utilisation (solar cells). Accessibility includes accessibility of the interior, including the installation of a toilet with reduced mobility, the installation of an elevator to ensure access to the 2nd floor and the accessibility of the building in accordance with the specifications. The refurbishment of the sanitary facilities and the replacement of coverings for interiors will also take place. As a result of the planned renovations and upgrades, the building of the Health Centre will meet the expected energy saving criteria. The total cost of the project is 59 985 997 HUF, of which the renovation costs HUF 53.999.997. However, 55.91 m² of the total area of 693.48 m² is included in ineligible activities during the refurbishment of the Health Centre, which requires a pro rata for certain construction costs. Thus, only 91.94 % of the construction costs concerned can be eligible. On the basis of the above, the Municipality must provide HUF 2.869.956 in its own resources. The operation of health services on the property owned by Battonya has been provided by the Municipality of Battonya, and this will remain the same after the completion of the project. Támogatási kérelmet minden megyén belüli jogosult számára elkülönített indikatív keretösszeg terhére kívánjuk benyújtani. Battonya Város Önkormányzata teljes körűen biztosítja a lakosság számára az egészségügyi alapellátásokat. Háziorvosi és házi gyermekorvosi szolgálat, védőnői ellátás, iskola-egészségügyi ellátás, fogorvosi szolgálat áll helyben a lakosság rendelkezésére. A szolgáltatások integrációja már korábban megtörtént, a lakosság egy épületben veheti igénybe az összes felsorolt alapellátást. Jelen projekt keretében az összes ellátás fejlesztése történne meg, amely nagyobb részben az ellátásnak helyet adó épület felújítását, energetikai korszerűsítését, valamint akadálymentesítését foglalja magában. A projekt megvalósításának indokát az jelenti, hogy az épület, amelyben az orvosok és asszisztenseik, valamint a védőnő dolgoznak egy több évtizede épült épület, amely már nem mindenben felel meg a jelenlegi követelményeknek. Az épület megoldandó problémái, hiányosságai a következők: • az épületbe liftet kell beépíteni, hogy megfeleljen a jogszabályi előírásoknak (2. emelet akadálymentes megközelítése), illetve akadálymentes mosdót kialakítani, • az épület fűtési rendszere felújításra szorul – új kazánokat kell beszerezni, • az Egészségügyi Központ azon helyiségeinek, valamint a vizesblokkoknak a felújítása, amelyek a korábbi fejlesztésekből kimaradtak. A pályázó Battonyai Önkormányzat általános célja a kormányzati és ágazati célkitűzésekkel összhangban a város lakossága egészségi állapotának javítása, közelítése az országos átlaghoz. Ezt a célt az Önkormányzat az egészségügyi alapellátás fejlesztésével, a betegség megelőzés érdekében pedig a preventív szűrések bevezetésével kívánja elérni. Ez a fejlesztés tehát hozzájárul a település lakossága esetében az egészségi állapot javulásához. A projekt konkrét célja ennek alapján az Egészségügyi Központ épületének a fejlesztése és energetikai korszerűsítése. A projekt speciális célja a város egészségügyi alapszolgáltatásainak fejlesztése, minőségük javítása, valamint a helyben elérhető vizsgálatok számának növelése révén a lakosság elégedettségének, és ezen keresztül a város népességmegtartó képességének növelése. A projekt eredményeképpen javulni fog az egészségügyi alapellátás színvonala a településen, a preventív szűrővizsgálatoknak köszönhetően pedig megelőzhető a betegségek kialakulása, csökken a betegállományban töltött idő. Ez végső soron hozzájárul a foglalkoztatottság növeléséhez, a munkaalapú társadalom megteremtéséhez a kormány célkitűzéseivel összhangban. A projekt célcsoportjába Battonya teljes lakossága beletartozik az egészségügyi alapszolgáltatások teljes körének fejlesztése révén. A védőnői szolgáltatás esetében a lakosságon belül szűkebb célcsoportok is meghatározhatóak: • az általános védőnői szolgáltatás esetében a várandós anyák, újszülöttek, csecsemők, 1-7 éves korú gyermekek, 6-14 éves korú gyermekek, • a méhnyakszűrő vizsgálatok esetében pedig a 14-65 éves korú nők. A fejlesztés célcsoportjába tehát a város teljes közel 6.000 fős lakossága beletartozik. A fejlesztés fő célja ezen célcsoportok teljes körű, magas színvonalú ellátása az egészségügyi alapszolgáltatások keretében. A fejlesztés keretében az Egészségügyi Központ épületének fejlesztése történik meg, amely így egyaránt érinti a háziorvosi, a védőnői és a fogorvosi ellátást is. A pályázat keretein belül megtörténik az épület energetikai korszerűsítése, valamint a törvényi előírásoknak megfelelően az akadálymentesítése. Az energiakorszerűsítés a fűtés korszerűsítését és a kazán cseréjét, továbbá megújuló energia hasznosítást (napelem) tartalmaz. Az akadálymentesítés magában foglalja a belső rész akadálymentesítését, köztük egy mozgáskorlátozott mosdó kialakítását, lift kialakítását a 2. emelet megközelíthetősége érdekében, valamint az előírásoknak megfelelően az épület akadálymentes megközelíthetőségének kiépítését. Szintén sor kerül a vizesblokkok felújítására és a belső terek esetében a burkolatok cseréjére. A tervezett felújítások, korszerűsítések eredményeként az Egészségügyi Központ épülete megfelel majd az elvárható energiatakarékossági szempontoknak. A projekt teljes költsége 59.985.997 Ft, amelyből az épület felújítás 53.999.997 Ft-ba kerül. Azonban az Egészségügyi Központ felújítása során a teljes 693,48 m2-es területéből 55.91 m2 a nem támogatható tevékenységekbe tartozik, emiatt arányosításra van szükség egyes építési költségeknél. Az érintett építési költségből így csak 91,94% számolható el. A fentiek alapján az Önkormányzatnak 2.869.956 Ft önerőt kell biztosítania. Az egészségügyi szolgáltatások üzemeltetését eddig is Battonya Önkormányzata biztosította a saját tulajdonában álló ingatlanon, és ez a projekt befejezését követően sem változik. A projekt eredményeinek fenntarthatósága a fenntartási időszakban is biztosított lesz. Jelenleg 17 fős egészségügyi személyzet látja el a feladatokat, 3 státusz betöltése folyamatban van.
