The main architectural element of Kapos Meter’s centre is the building of the Mayor’s Office. Its simple rectangular form, flat-roofed, its past appearance is quite clear from its surroundings. From time to time, the idea that the building should be tamed to its surroundings comes back. The high roof solution was decided not only because it fits well into the rural environment, but also because the insulation of the current roof would require continuous maintenance. From the external boundaries of the building we plan the retrospective insulation of the flat roof from the tender, to which we plan the installation of a high roof on the building as an additional work for the relocation of the existing solar panel system and lightning protection. The subsequent watertight insulation of the existing flat roof would be realised from the same construction cost as the high roof construction, the exterior appearance of the building would be significantly improved, which is why we chose this technical solution. The planned construction work qualifies as a “major renovation”, as it represents 35 % of all external boundaries. We carry out the missing project-proportional accessibility tasks, and external accessibility has already been partly completed with its own and partly supported. The ground floor accessible toilet can be built. Among the activities eligible independently, the objective is to modernise the external demarcation structure (closing floor) of the municipal building as defined in point 3.1.1(a) of the call for proposals. Of the activities that are not eligible independently, mandatory activities 3.1.3(a) the lack of accessibility 3.1.3(c) ensuring publicity 3.1.3(d) development and training of training material. During the implementation, we comply with environmental and equal opportunities legislation, preserve protected natural and cultural values in the area affected by the project, eliminate existing or resulting environmental damage and non-conformity with respect to equal opportunities.     Kaposmérő központjának meghatározó építészeti eleme a Polgármesteri Hivatal épülete. Egyszerű szögletes formája, lapos-tetős, idejét múlt megjelenése kirí a környezetéből. Időről időre visszatér a gondolat, hogy az épületet a környezetéhez kellene szelídíteni. A magas tetős megoldás mellett nemcsak azért döntöttünk, mert a falusias környezetbe jól illeszkedik, hanem azért is, mert a jelenlegi tető szigetelése folyamatos karbantartást igényelne. Az épület külső határoló szerkezei közül a lapos tető utólagos szigetelését tervezzük a pályázatból melyhez járulékos munkaként tervezzük az épületre magas tető ráépítését a meglévő napelemes rendszer áthelyezését, villámvédelmet. A tető ráépítéssel kialakított tér továbbra is beépítetlen, fűtetlen marad, de ezzel a műszaki megoldással a tető beázások teljesen megszűnnének, illetve az épület nyári passzív hő védelme is jelentősen javulni. A meglévő lapos tető utólagos vízzáró szigetelése hasonló kivitelezési költségből valósulna meg, mint a magas tető ráépítés , az épület külső megjelenése is jelentősen javulna, ezért választottuk ezt a műszaki megoldást. A tervezett építési munka " jelentős felújításnak " minősül, mivel az összes külső határoló szerkezetek 35 %-t jelenti. A hiányzó projektarányos akadálymentesítési feladatokat elvégezzük, a külső akadálymentesítés már részben saját, részben támogatásból elkészült. A földszinti akadálymentes WC kialakítható. Az önállóan támogatható tevékenységek közül a pályázati felhívás 3.1.1.a) pontja szerinti az önkormányzati épület külső határoló szerkezetének ( záró födém ) korszerűsítése a cél. Az önállóan nem támogatható tevékenységek közül nincs tervezve Az önállóan nem támogatható, kötelezően megvalósítandó tevékenységek 3.1.3.a ) a még hiányzó akadálymentesítés 3.1.3.c) nyilvánosság biztosítása 3.1.3.d )képzési anyag kidolgozása, képzés tartása A magvalósítás során betartjuk a környezetvédelmi és esélyegyenlőségi jogszabályokat, megőrizzük a projekt által érintett területen a védett természeti és kulturális értékeket, a fennálló vagy a beruházás során keletkezett környezeti kárt és az esélyegyenlőség szempontjából jogszabályba ütköző nem megfelelőséget megszüntetjük A fejlesztéshez kapcsolódó nyilvános eseményeken , kommunikációban és viselkedésben kifejezzük az esélytudatosságot, nem közvetítünk szegregációt, csökkentjük a csoportokra vonatkozó meglévő előítéleteket. 1.1 .A projekt energia megtakarításra irányuló célja illeszkedik a a Nemzeti Épületenergetikai Stratégiájához 1.2.A projekt illeszkedése a pályázati kiíráshoz. 1.3.A fejlesztés után csökken az épület primerenergia fogyasztása 1.4. ÜHG kibocsátás csökken 1.5. Az épület a melléklet tulajdoni lap alapján az Önkormányzat tulajdonában van. 1.6.Az épületben nincs azbeszt. 1.7. Vállaljuk a az arányosított akadálymentesítést. 2.1.Energtikai tanúsítvány elkészült a meglévő állapotra. 2.2. Az épület a felújítás után megfelel a „DD” –korszerűt megközelítő energetikai minősítésnek. 2.3. A projektre nem releváns 3.1. A projekt befejezésére a megyei önkormányzat a SEAP/SECAP akció tervhez való illeszkedés bemutatása kerül. 3.2. Az épület rendelkezik a tervezett állapotra vonatkozó energetika számításokkal. 3.3. Az önkormányzat és a támogatási kérelem tárgya nem tartozik a jelen felhívás 4.2. pontja, valamint az ÁÚF dokumentum 2. pontja alatt meghatározott kizáró okok alá. 3.4.
