The Municipality of Heves — in a consortium with the Municipality of Kisköre, the County Government Office, the Development and Coordination Centre Nonprofit Kft (FKKN) and the Association for Social Capital Development (ETTF) submit the application for funding. The overall objective of the project is to boost the region’s economy and thus to increase the level of employment of the population. The specific objective of the project is to align the demand and supply side of the labour market — on the one hand, to contribute to the availability and quality of the labour force and to improve its productivity (supplier side of the labour market) and, on the other hand, to increase the employment capacity of the local economy (demand side of the labour market). With interventions focusing on the supply side of the labour market, we want to train 201 people or provide other services on the labour market, with at least 50 people entering a job, of which a minimum of 15 people will be able to find permanent employment (beyond 180 days). The main target group of the project is people of working age disadvantaged from a labour market perspective. The Southern Heves Employment Pact does not exceed the administrative border of Heves County and does not overlap with the city with county rights or other local pacts, after consultation with the stakeholders, that the project covers the entire territory of the district of Heves and part of the municipalities belonging to Hatvani and Gyöngyösi districts. The project concerns the following 38 municipalities: Adács, Atkár, Gyöngyöshalász, Karácsond, Ludas, Nagyfüged, Nagyréde, Vámosgyörk, Visznek, Apc, Happy, Csány, Ecséd, Heréd, Hort, Kerekharaszt, Lőrinci, Nagykökényes, Petőfibánya, Rózsaszentmárton, Zagyvaszántó, Áány, Boconád, Erdőtelek, Erk, Heves, Hevesvezekény, Kisköre, Kömlő, Pély, Tarnaméra, Tarnaméra, Tarnaörs, Tarnaszentmiklós, Tarnazsadány, Tenk, Tiszanána and Zaránk. The region’s workforce is characterised by a lower level of education than the national average, which is one of the main causes of unemployment and therefore special emphasis should be placed on training, the professional composition of which must be adapted to the needs of the enterprises operating in the region. Helping the long-term unemployed to find a job requires much greater effort, since both mental and motivational problems of individuals need to be tackled at the same time due to the poor signature of the long-term absence of work. It is therefore of the utmost importance to support the target group by providing training, subsidised employment and services to help them stay in work. The first of the steps to implement the project is the conclusion of the consortium agreement and the grant agreement for the start of the project. After that, mandatory publicity and project management will begin, the establishment of the Pact organisation, the procurement of services and the necessary tools. This will be followed by the ratification of the Cooperation Agreement and the revision of the South Heves Employment Strategy and the development of a new action plan with the active involvement of strategic actors. When the strategy is adopted, labour market coordinators and staff to help the target group benefit from the Heves County Government Office will be employed. Economic development activities include the coordination of the Pact — Compact Office operation and professional coordination — the running of occupational forums, the HR club and other forums, the strengthening of communication activities and networking on employment and economic development in the Southern Heves region, and the development of the “long-term cooperation programme” (HTEP) with the active involvement of strategic actors. In the framework of the activities to increase employability, the targeted target group provided by the Heves County Government Office, the operation of a labour market information network in the settlements of the region and the mentoring of 45 people are carried out. Mandatory publicity is ensured during the full implementation of the project. The provision of publicity is carried out on the basis of the provisions relating to ‘Other development’ between HUF 150-500 million, as defined in the document entitled ‘Information obligations for beneficiaries’. The communication plan will be submitted at the latest during the reconciliation of the grant agreement. Heves Város Önkormányzata - konzorciumban Kisköre Önkormányzatával, a Megyei Kormányhivatallal, a Fejlesztési és Koordinációs Központ Nonprofit Kft-vel (FKKN) és az Egyesület a Társadalmi Tőke Fejlődéséért (ETTF) civilszervezettel nyújtja be a támogatási kérelmet. A projekt átfogó célja a térség gazdaságának fellendítése, foglalkoztatási szintjének növelése mindezek által pedig a lakosság életszínvonalának növelése. A projekt specifikus célja, hogy összehangolja a munkaerőpiac keresleti és kínálati oldalát – egyrészt hozzájáruljon a foglalkoztatható munkaerő rendelkezésre állásához és minőségének, termelékenységének javításához (munkaerőpiac kínálati oldala), másrészt elősegítse a helyi gazdaság foglalkoztatási kapacitásainak bővítését (munkaerőpiac keresleti oldala). A munkaerőpiac kínálati oldalára fókuszáló beavatkozásokkal 201 fő képzését, vagy más munkaerő-piaci szolgáltatásban részesítését, legalább 50 fő munkába állását, melyből minimum 15 fő tartós – 180 napon túli - elhelyezkedését kívánjuk elősegíteni. A projekt elsődleges célcsoportját a munkaerő-piaci szempontból hátrányos helyzetű munkaképes korúak képezik. A Dél-hevesi Foglalkoztatási Paktum Heves megye közigazgatási határát nem lépi túl és nincs átfedésben a megyei jogú város, vagy más helyi paktummal, az érintett felekkel való egyeztetést követően alakítottuk ki, hogy a projekt Hevesi járás teljes területére, valamint a Hatvani és Gyöngyösi járáshoz tartozó települések egy részére terjed ki. A projekt az alábbi 38 települést érinti: Adács, Atkár, Gyöngyöshalász, Karácsond, Ludas, Nagyfüged, Nagyréde, Vámosgyörk, Visznek, Apc, Boldog, Csány, Ecséd, Heréd, Hort, Kerekharaszt, Lőrinci, Nagykökényes, Petőfibánya, Rózsaszentmárton, Zagyvaszántó, Átány, Boconád, Erdőtelek, Erk, Heves, Hevesvezekény, Kisköre, Kömlő, Pély, Tarnabod, Tarnaméra, Tarnaörs, Tarnaszentmiklós, Tarnazsadány, Tenk, Tiszanána és Zaránk. A térség munkaerő állományát az országos átlagnál alacsonyabb iskolai végzettség jellemzi, amely a munkanélküliség egyik legfőbb oka, ezért különös hangsúlyt kell fektetni a képzésre, amelynek szakmai összetételét a térségben működő vállalatok szakember keresletéhez kell igazítani. A hosszabb ideje munkanélküliek elhelyezkedésének elősegítése sokkal nagyobb erőfeszítést igényel, hiszen egyszerre kell kezelni a hosszabb munka nélkül töltött idő rossz szignálja miatt adódó nehézségeket, mind az egyének mentális és motivációs problémáit. Emiatt kiemelten fontos képzéssel, támogatott foglalkoztatással és a munkában maradást segítő szolgáltatásokkal támogatni a célcsoportot. A projekt megvalósításának lépései közül az első a projekt megkezdéséhez a konzorciumi megállapodás és a támogatási szerződés megkötése. Ezt követően elkezdődik a kötelező nyilvánosság és projektmenedzsment biztosítása, a paktumszervezet felállítása, beszerzésre kerülnek a szolgáltatások és a szükséges eszközök. Ezt követi az együttműködési megállapodás megerősítése és a Dél-hevesi foglalkoztatási stratégia felülvizsgálata és új akció terv kidolgozása a stratégiai szereplők aktív bevonásával. Amikor a stratégia elfogadásra kerül, megkezdődik a munkaerő-piaci koordinátorok és a Heves Megyei Kormányhivatal által nyújtott célcsoport támogatások igénybevételét segítő munkatársak foglalkoztatása. Gazdaságfejlesztési tevékenységek keretében történik a paktum koordináció – paktum iroda működtetése és szakmai koordináció – foglalkoztatói fórumok, HR klub és egyéb fórumok működtetése, a kommunikációs tevékenységek és a Foglalkoztatással és gazdaságfejlesztéssel kapcsolatos hálózatosodás erősítése a dél-hevesi térségben, valamint a „Hosszú távú együttműködési Program” (HTEP) kidolgozása a stratégiai szereplők aktív bevonásával. A foglalkoztathatóságot bővítő tevékenységek keretében zajlik a Heves Megyei Kormányhivatal által nyújtott célcsoport támogatások igénybevétele, a térség településein munkaerő-piaci információs hálózat működtetése és 45 fő mentorálása. A kötelező nyilvánosságot a projekt teljes megvalósítása alatt biztosítjuk. A nyilvánosság biztosítása a „Kedvezményezettek Tájékoztatási Kötelezettségei” című dokumentumban meghatározott 150-500 Millió Ft közötti „Egyéb fejlesztés” jellegű projektre vonatkozó előírások alapján kerül megvalósításra. A kommunikációs tervet legkésőbb a támogatási szerződés adategyeztetése során beadjuk. Heves Város Önkormányzata hivatalos honlapján főoldaláról jól látható helyen elhelyezi az európai uniós támogatásból megvalósuló fejlesztést és a projektmegvalósítás teljes ideje alatt nyújt ott információkat az előrehaladásról. A beruházások helyszínén „C” típusú tájékoztató tábla kerül kihelyezésre, amely a fenntartás alatt is kihelyezve marad. Kommunikációs célra alkalmas fotódokumentációt készítünk, sajtóközleményt küldünk ki a projekt indításáról és zárásáról, összegyűjtjük a sajtómegjelenéseket, valamint megtörténik TÉRKÉPTÉR feltöltése.
