The present application concerns an indicative allocation for the district of Sarkadi, as defined in point 1.2(b) of the Area-specific Annex to the Call. The current state of health of the population falls short of the expected level of social and economic development in the country. Changing health in the right direction is a common interest in society and an urgent task. A nation’s health depends crucially on the level of prevention. The Municipality of Sarad City considers it important that users of primary health care in its public administration receive as wide a range of high-quality services as possible in an infrastructure environment that meets legal requirements. Providers of basic health services to be developed in this application have a key role to play in carrying out basic screening tests, carrying out health reviews and prevention. The overall objective of the project is to: — encourage responsible and cooperative participation in prevention, ensure the acquisition of wider health-related knowledge and skills, as a result of improving the number of years of healthy life of Sarkadi women, making the public health care system more complex, — family units, baby-mama, baby-father relations further strengthened after the birth of the babies, — the Central Medical Service should be ensured in accordance with the laws and regulations, — the basic healthcare providers have an up-to-date toolkit for the high and efficient provision of services. The specific objective of the project is to: — the building for general practitioners, pediatricians, dentists, protective women and on-call clinics will meet the requirements of Article 253/1997 on the OTÉK by creating accessible toilets that are standardised from an infrastructural point of view. (XII. 20) the requirements of Section 99(5) and (6) of the Government Decree, thus guaranteeing equal access for disabled people, ensuring that children’s toilets and diapers are designed to ensure the hygienic needs of the smallest, as well as the establishment of an appropriate cleaning device storage, — the prevention activities of the protective women will be more complex by introducing a new activity, the introduction of education for breast self-examination, as well as the need for a baby massage course to solve the shortage of local mothers/parents, — by purchasing medical devices, outdated tools for dental and medical care should be replaced with modern devices, thus improving the efficiency of the services. Education on a breast self-examination model should make the screening tests carried out by women at home more effective, and teach them how to consult a doctor for further examination in case of suspicion. The technical and technical content of the project, together with a description of the scope of the selected self-eligible and non-eligible activities: As a result of the project: 1. The building of the Central Medical Clinic accommodates 3 new standard accessible toilets with diapers (1 per floor), 2 children’s toilets (one related to the waiting room for the women’s guard, the other on the floor) and a storage room for cleaning supplies meeting new regulations. 2. A new level of 90 m² is built on the building of the Central Medical Office, in which 2 rooms will be constructed. One multifunctional room provides a place for baby massage, another multifunctional room introduces a new prevention activity, and participants in cervical cancer screening are taught to self-examine breasts. 3. A staircase leading to a new level is being built, as a result of mandatory project-proportional accessibility, the lift will be applied and 180 m² roof surface will be renovated, which is justified by the construction of the new level. Additional functions will be developed in connection with the construction: waiting room, barrier-free and women’s toilet and cleaning room. 4. Will be procured: — 1 dental unit with handle chair — Diplomat DC180 dental treatment unit with Diplomat DE treatment chair — 1 portable defibrilllátor — DefiMonitor EVO — 1 12-channel ECG device — HeartScreen 112 Clinic portable ECG device — 1 breast test model — 4 mobile phones for protective women The service infrastructure environment is improving with a particular focus on people with disabilities, children and pregnant people. In addition to the beneficial effects of baby massage on the baby, it also has baby-parent strengthening, family harmonisation and stress-relieving effects. As a result of breast examination training, women’s healthy years increase, thereby improving their quality of life and as a multiplicative effect strengthens the unity of the family. The purchase of equipment improves the quality of the basic health services provided, such as dental and on-call care. The dental appliance unit will allow faster, age-appropriate and wider service provision, shortening per capita treatment time. Jelen kérelem a Felhívás Területspecifikus mellékletének 1.2 b) pontjában meghatározott Sarkadi járás számára elkülönített indikatív keretösszegre irányul. A lakosság jelenlegi egészségi állapota elmarad az ország társadalmi, gazdasági fejlettségéből adódó várható szinttől. Az egészségi állapot jó irányba történő megváltoztatása közös társadalmi érdek és sürgető feladat. Egy nemzet egészségügye döntően a prevenció színvonalától függ. Sarkad Város Önkormányzata fontosnak tartja, hogy a közigazgatási területén élő egészségügyi alapellátást igénybevevők minél szélesebb körű, magasabb szintű minőségi szolgáltatásokat kapjanak jogszabályi feltételeknek megfelelő infrastruktúrális környezetben. Jelen pályázatban fejlesztendő egészségügyi alapszolgáltatást nyújtóknak kiemelt szerepük van az alapvető szűrővizsgálatok elvégzésében, egészségügyi állapotfelmérések elvégzésében, prevencióban. A projekt átfogó célkitűzése, hogy: - ösztönözzük a prevencióban való felelős és együttműködő részvételt, biztosítsuk az egészséggel kapcsolatos szélesebb körű ismeretek és készségek elsajátítását, eredményeként javuljon a sarkadi nők egészségben eltöltött éveik száma, komplexebbé téve ezzel a népegészségügyi ellátórendszert, - családi egységek, a baba-mama, baba-apa viszonyok a babák születését követően tovább erősödjenek, - a Központi Orvosi Rendelő jogszabályok, előírások szerinti működése legyen biztosított, - korszerű eszközparkkal rendelkezzenek az egészségügyi alapellátásokat végzők a szolgáltatások magasszintű, hatékony nyújtására. A projekt specifikus célkitűzése, hogy: - a háziorvosi, gyermekorvosi, fogorvosi, védőnői, ügyeleti rendelőknek helyt adó épület infrastuktúrális szempontból szabványos akadálymentes mosdók kialakításával megfeleljen az OTÉK-ról szóló 253/1997. (XII. 20.) Korm. rendelet 99. § 5) és 6) bekezdésében foglalt előírásainak, garantálva ezzel a fogyatékosok egyenlő esélyű hozzáférését, továbbá gyermek wc-k és pelenkázó kialakításával biztosítsuk a legkisebbek higéniai igényeit, valamint megfelelő takarítószer tároló kerüljön kialakításra, - a védőnők prevenciós tevékenysége komplexebbé váljon egy új tevékenység, a mell önvizsgálatára oktatás bevezetésével, valamint babamasszázs tanfolyammal helyi édesanyák/szülők igényéből fakadó hiányterület kerüljön megoldásra, - az orvostechnikai eszközök beszerzésével a fogorvosi és orvosi ügyeleti ellátás elavult eszközei üzembiztos, korszerű eszközökre cserélődjenek javítva ezzel a szolgáltatások hatékonyságát. Mell önvizsgálati modellen történő oktatás eredményesebbé tegye a nők által otthon végzett szűrővizsgálatát, megtanítja őket arra, hogy gyanú esetén milyen esetekben forduljanak orvoshoz további kivizsgálásra. Projekt szakmai-műszaki tartalma a választott önállóan támogatható és önállóan nem támogatható tevékenységek körének a bemutatásával együtt: A projekt eredményeként: 1. Központi Orvosi Rendelő épülete helyt ad új 3 db szabványos akadálymentes wc-nek pelenkázóval (emeleteként 1-nek), 2 db gyermek wc-nek (egyik a védőnők várójához kapcsolódóan, másik az emeleten), új előírásoknak megfelelő takarítószer tároló helyiségnek. 2. A Központi Orvosi Rendelő épületére egy új, 90 m2 alapterületű szint épül, melyben 2 helyiség kerül kialakításra. Az egyik multifunkciós helyiség biztosítja a csecsemőmasszázs helyszínét, a másik multifunkciós helyiségben egy új, prevenciós tevékenység kerül bevezetésre, a méhnyakrákszűrésen résztvevőket megtanítják az emlők önvizsgálatára. 3. Épül egy új szintre vezető lépcsőház, a kötelező projektarányos akadálymentesítés eredményeként felvitelre kerül a lift, valamint 180 m2 tetőfelület felújításra kerül, melyet az új szint megépülése tesz indokolttá. A ráépítés kapcsán további funkciók kerülnek kialakításra: váróterem, akadálymentes és női wc és takarítószer tároló. 4. Beszerzésre kerül: - 1 db fogászati kezelőegység kezelőszékkel – Diplomat DC180 fogászati kezelőegység Diplomat DE kezelőszékkel - 1 db hordozható defibrilllátor – DefiMonitor EVO - 1 db 12 csatornás EKG készülék – Heartscreen 112 Clinic hordozható EKG készülék - 1 db mellönvizsgáló modell - 4 db mobiltelefon a védőnők részére A projekt célkitűzéseinek megvalósulása esetén azok hatásai: Javul a szolgáltatói infrastruktúrális környezet kiemelt figyelemmel a fogyatékkal élőkre, gyermekekre, várandósokra. A babamasszázs babát érintő jótékony hatásain túl, baba-szülő erősítő, családharmonizáló, stresszoldó hatásokkal is bír. A mellönvizsgálat oktatásának hatására a nők egészségben eltöltött éveinek száma nő, ezáltal javul az életminőségük, multiplikatív hatásként a család egységét is erősíti. Az eszközbeszerzések hatására javul a nyújtott egészségügyi alapszolgáltatások – így a fogorvosi és ügyeleti ellátás – minősége. A fogorvosi készülékegység gyorsabb, korunknak megfelelő és szélesebb körű szolgáltatások nyújtását teszi majd lehetővé lerövidítve az egy főre jutó kezelési időt.
