The heating room is located on the south west side of the building. Domestic hot water is produced with electric boilers. Doors and windows are made of wood. The planned results of the project include the realisation of significant fuel and energy savings, from which to achieve relevant cost savings, thereby optimising the maintenance costs of the institution during operation. Due to the integration of the new technology and the renovation of the building, it is expected to optimise the operating and maintenance costs, thereby increasing the lifespan of the property, improving the aesthetic appearance of the property and the positive change in the settlement landscape. A description of the infrastructure to be created under the project, the activities/services enabled by the development and a brief summary of the technical content of the developments to be carried out by the project. The accessibility of the building and the accessibility within the building are already provided. One of the steps of the development is the construction of the thermal insulation of the building, facade and slab structure. The heating system is also upgraded with heat pump installation by replacing radiator valves. The domestic hot-water supply facilities do not change, but their operation is rationalised by solar element. As part of the technical-content preparation of the project, during milestone 1, the finalisation of the technical design documentation will be completed by 02/02/2018. By the time milestone 2 is reached, the preparation of the procurement documents and the implementation of the procurement procedures will begin. During the completion of milestone 3-4, the building of the office will be upgraded with a number of meadows and 100 % of the state of preparedness at the end of the 4th milestone, subject to proper technical control. Milestone 5 is the closing of the project by carrying out the necessary administrative tasks. During the implementation of the project 3 different organisations will be presented on the basis of 2 activities. It performs management tasks through the employees of the Vas County Local Government Office. The physical realisation of the project is the project and consortium management organisation, which owns the building concerned by the development and coordinates the physical realisation of the project, highlighting the infrastructure development. The owner is responsible for the operation of the building to be developed. The refurbished building will not be given a new task and will continue to accommodate the activities carried out there so far. The savings achieved by the development significantly facilitate the budgetary obligations imposed on the maintainer so far, but it will continue to be provided by its own budget, which consists of normative support and other revenue. The cost of the development is 118 233 260 HUF, which is realised with 100 % EU co-financing. In order to apply for an advance, the project promoter shall submit the necessary documents to the Intermediate Body after the conclusion of the grant contract. The planned heat pump system complies with the technical conditionality set out in point 51 “Technical requirements” of call TOP-3.2.1-16 “Energy modernisation of self-government buildings”.     A Kőszegi Polgármesteri hivatal épülete több száz éves műemlék épület. Állapota a mai energetikai elvárásoktól messze alulmarad. Az épület falazatai hőszigetelés nélkül, padlószerkezete szintén, valamint födémszerkezete hőszigetelés nélkül épült. A fűtését gázkazán látja el, melyeknek az állapota és kora mindenképpen cserére szorul. HMV villanybojler, probléma mentes, de nagyon drága. A nyílászárók már cserélve lettek. A pályázati kiírás Önkormányzati épületek energetikai korszerűsítése, melynek célja az önkormányzati intézmények hatékonyabb energiahasználatának, racionálisabb energiagazdálkodásának elősegítése. A Kőszegi Polgármesteri Hivatal épület önkormányzati tulajdonban lévő épület, amely korszerűsítésével a fosszilis energiahordozókból származó üvegházhatású gázok (ÜHG) kibocsátásának csökkentését is elérjük. A projekt megvalósítása után az épület korszerű, a mai követelményeknek megfelelő energetikai besorolást kap, a szén-dioxid kibocsátás jelentősen csökken, az épület fenntartási költségei szintén jelentősen csökkennek, valamint nem utolsósorban a gyerekek és a dolgozók komfortérzete jelentősen javul. Az épület Önkormányzati Hivatal 9730, Kőszeg, Jurisich tér 8. hrsz.: 1858. ingatlanon helyezkedik el. Az épület kétszintes, magastetővel épült. Az épület dél nyugati oldalán található a fűtőhelyiség. A használati meleg-vizet villany bojlerekkel állítják elő. A nyílászárók fából készültek. A projekt tervezett eredményei között szerepel a jelentős mértékű tüzelőanyag és energia megtakarítás realizálása, melyből kiindulva releváns költségmegtakarítás elérése, ezáltal az üzemeltetés során az intézmény fenntartási költségeinek optimalizálása. Az új technológia beépítéséből és az épület állagjavításából adódóan üzemeltetési és karbantartási költségek optimalizálása várható, mellyel elérjük az ingatlan élettartamának növelése, az ingatlan esztétikai megjelenésének javulását és a településkép pozitív változását. A projekt keretében létrehozandó infrastruktúra, a fejlesztéssel lehetővé tett tevékenységek/szolgáltatások leírása és a projekt által megvalósítandó fejlesztések műszaki tartalmának rövid összefoglalása. Az épület akadálymentes megközelíthetősége, valamint az épületen belüli akadálymentes közlekedés már megoldott. A fejlesztés egyik lépcsője az épület hőszigetelésének kivitelezése, homlokzat, födémszerkezet tekintetében. A fűtési rendszer korszerűsítése is megtörténik, hőszivattyú telepítéssel radiátor szelepek cseréjével. A használati meleg-víz ellátás berendezései nem változnak, viszont működésük napelemmel racionalizálódik. A projekt műszaki-tartalmi előkészítése keretében, az 1. mérföldkő során 2018.02.02-ig elkészül a műszaki tervdokumentáció véglegesítése. A 2. számú mérföldkő eléréséig megkezdődik a közbeszerzési dokumentációk előkészítése és a közbeszerzési eljárások lebonyolítása. A 3-4. számú mérföldkő teljesítése során megfelelő műszaki ellenőrzés mellett elindul a hivatal épületének több rétű energetikai korszerűsítése, majd a 4. mérföldkő végére eléri 100%-os készültségi fokot. A 5. számú mérföldkő a projekt zárása a szükséges adminisztrációs teendők elvégzésével. A projekt végrehajtásánál 3 különböző szervezet kerül bemutatásra 2 tevékenység alapján. A menedzsment feladatokat a Vas Megyei Önkormányzati Hivatal munkatársain keresztül látja el. A projekt fizikai megvalósulását a projekt és konzorciumvezető szervezet, mely tulajdonosa a fejlesztéssel érintett épületnek és koordinálja a projekt fizikai megvalósulását, kiemelve az infrastruktúra fejlesztést. A fejlesztendő épület üzemeltetését a tulajdonos látja el. A felújított épület új feladatot nem kap, az eddig ott folytatott tevékenységeknek biztosít továbbra is helyszínt. A fejlesztéssel elért megtakarítás jelentősen megkönnyíti a fenntartóra rótt eddigi költségvetési kötelezettségeket, de az továbbra is saját költségvetéséből biztosítja, mely normatív támogatásból és egyéb bevételekből áll. A fejlesztés költsége 118 233 260 Ft,-, amely 100%-os Európai uniós társfinanszírozással valósul meg. Az előleg-igénylésére a projektgazda a támogatási szerződés megkötése után benyújtja a szükséges dokumentumokat a Közreműködő Szervezet részére. A tervezett hőszivattyús rendszer megfelel az „Önkormányzati épületek energetikai korszerűsítése” című, TOP-3.2.1-16 számú felhívás, 3.4.1.1 „Műszaki elvárások” 51-es pontjában található műszaki feltételrendszernek. Tájékoztatási, képzési anyag kidolgozása, képzés tartása: Az energetikai beruházással érintett épület(ek) állandó használóit oktatásban részesítjük az alkalmazott megoldásokról, a helyes üzemeltetés szabályairól, valamint a beruházás környezeti hozadékairól, melyet a kivitelező által biztosított az épületüzemeltetésben vagy épületenergetikában illetve energiamenedzsmentben jártas szakértő fog elvégezni. A pályázatban külön költségként nem jelenik meg. A képzési anyagot, későbbi, önálló tanulásra alkalmas formában, legalább az adott intézményen belül elérhetővé tesszük. (Hungarian)
