The overall objective of our project is: to address in a complex way social — physical — economic problems, which are concentrated in the action area at risk of falling down or at risk of separation, in order to promote the social integration of those living in the area. The specific objective of the project is to strengthen the residential function of the affected neighbourhoods, to expand and develop existing functions, to develop social and community functions and to develop the infrastructure of the area. This project TOP-4.3.1 together with the parallel project TOP-5.2.1 will have the effect of stopping the degraded part of the city and integrating it into urban fabric. During the program Klapka Gy. Road — Hegedűs Road — Kölcsey F. street — II. We will carry out the following activities in the action area delimited by Rákóczi F roads: 3.1.1 SELF-ADMINISTRATIVE ACTIVITIES: In the framework of activities strengthening residential function, 4 social housing units will be created outside the action area in an integrated living environment, 3 of which will be built and 1 new building will be refurbished. The aim of the project component is to improve housing conditions for people living in segregated areas. 3.1.2 OPTIONAL ACTIONS THAT ARE NOT ELIGIBLE INDIVIDUALLY: A) COMMUNITY AND SOCIAL FUNCTION ACTIVITIES, TARGETED TO CATCH UP, FACILITATE INTEGRATION AND SKILLS DEVELOPMENT OF THE POPULATION WITH LOW SOCIAL STATUS: A community house and office building will be built with the necessary accessibility, accessible parking and related equipment purchases. In the framework of the project component, the equipment needed for the operation of the community house and office space will be purchased, as well as “”Access to the low-social population, marginalised community, facilitating their integration, skills development. A washing machine will also be purchased, which will be placed in the dedicated room of the community house within the activity “Establishing and refurbishing social blocks for transition purposes, purchasing equipment necessary to provide the function”. The aim of the project component is to develop a Community Space for people living in the action area for community, social and other services. This will create opportunities for people living in the segregation area to participate in community programmes in addition to their social administration, as well as washing and sanitary facilities. The House can participate in and organise cultural, educational and leisure programmes for themselves. Services improve the living conditions of the people there, reduce their physical and mental problems, and develop social competences. ACTIVITIES AIMED AT IMPROVING PUBLIC SECURITY FUNCTIONS, IMPROVING PUBLIC SECURITY AND PRESERVING THE RESULTS OF DEVELOPMENT: Development and installation of security technology and surveillance system in public spaces in the area of segregation: 5 surveillance cameras are placed in the action area and the connection with the existing centre is established. EMPLOYMENT PROMOTION FUNCTION: Within the framework of the project element, a community garden will be created, the area is organised, and the fence is built. D) OTHER RELATED DEVELOPMENTS: This activity involves the renovation and extension of the Hegedűs road located in the segregation area with full track structure, 560 m longitude, 4.5 m width, and the construction of closed rainwater drainage along the road in 558 m length. The A-shaped electric poles located along the Hegedűs Road are also replaced in order to provide enough space for widening the road and for the installation of the rain drainage system. It is also between OTHER CONTACT DEVELOPMENTS that the courtyard of the community house to be built, the construction of car parks and the construction of a fence to the built residential buildings will be organised. The project is fully aligned with the Integrated Territorial Programme and the City’s Local Equal Opportunities Programme. The city has an earlier Integrated Urban Development Strategy, the activities of which are synchronised with the basic objectives of our submitted application, but it is necessary to develop the Integrated Urban Development Strategy of Kisköre according to the legal requirements, as well as the Anti-Segregation Plan, which takes place during the project development period, in the framework of milestone 1 of the related TOP-5.2.1 project. In the framework of milestone 2 of this project, the feasibility study and its annexes will be submitted using the results of the wide-ranging discussions. Projektünk átfogó célja: a leszakadó vagy leszakadással veszélyeztetett akcióterületen koncentráltan megnyilvánuló társadalmi – fizikai – gazdasági problémák komplex módon való kezelése a területen élők társadalmi integrációjának elősegítése érdekében. A projekt speciális célja az érintett városrészek lakófunkciójának erősítése, meglévő funkcióinak bővítése, fejlesztése, szociális, közösségi funkciók kialakítása és a terület infrastrukturális fejlesztése. Jelen TOP-4.3.1 projekt és a vele párhuzamosan megvalósuló TOP-5.2.1 projekt együttesen fogja kifejteni azt a hatást, mely a leromlott városrész leszakadásának megállítását és a településrész városi szövetbe való integrálódását eredményezi. A program során Kisköre város 1. szegregátumában a Klapka Gy. út - Hegedűs út - Kölcsey F. út - II. Rákóczi F utak által lehatárolt akcióterületén fogjuk megvalósítani az alábbi tevékenységeket: 3.1.1 ÖNÁLLÓAN TÉMOGATHATÓ TEVÉKENYSÉGEK: Lakófunkciót erősítő tevékenységek keretében az akcióterületen kívül, integrált lakókörnyezetben 4 db szociális bérlakás kialakítására kerül sor, melyek közül 3 új építés és 1 épület felújítása történik meg. A projektelem célja a szegregátum területén élők lakhatási körülményeinek javítása. 3.1.2 ÖNÁLLÓAN NEM TÁMOGATHATÓ, VÁLASZTHATÓ TEVÉKENYSÉGEK: A) KÖZÖSSÉGI ÉS SZOCIÁLIS FUNKCIÓT SZOLGÁLÓ TEVÉKENYSÉGEK, CÉLZOTTAN AZ ALACSONY TÁRSADALMI STÁTUSZÚ LAKOSSÁG FELZÁRKÓZÁSA, BEILLESZKEDÉSÉNEK ELŐSEGÍTÉSE, KÉSZSÉGFEJLESZTÉSE ÉRDEKÉBEN: Közösségi ház és irodaépület kialakítására kerül sor a szükséges akadálymentesítéssel, akadálymentes parkoló kialakításával és a kapcsolódó eszközbeszerzésekkel. A projektelem keretében megtörténik a közösségi ház és az irodahelyiségek működéséhez szükséges eszközök beszerzése, valamint ""Az alacsony társadalmi státuszú lakosság, marginalizált közösség felzárkózásához, beilleszkedésének elősegítéséhez, készségfejlesztéshez közvetlenül szükséges eszközök beszerzése. Mosógép beszerzésére is sor kerül, mely a közösségi ház erre a célra kialakított helyiségében kerül elhelyezésre az ""Átmeneti céllal szociális blokkok kialakítása, felújítása, a funkció biztosításához szükséges eszközbeszerzés"" tevékenységen belül.. A projektelem célja az akcióterületen élők számára egy Közösségi Tér kialakítása közösségi, szociális és egyéb más szolgáltatások számára. Ezzel lehetőséget teremtünk a szegergátum területén élők számára, hogy szociális ügyintézéseik mellett közösségi programokon vehessenek részt, ezek mellett mosási és tisztálkodási lehetőségük is lesz. A Házban kulturális, oktatási és szabadidős programokon vehetnek részt illetve szervezhetnek saját maguk számára. A szolgáltatások által javulnak az ott élők életkörülményei, testi és lelki gondjaik csökkenek, fejlődnek a szociális kompetenciák. B) KÖZBIZTONSÁGI FUNKCIÓ, A KÖZBIZTONSÁG JAVÍTÁSÁT, A FEJLESZTÉS EREDMÉNYEINEK MEGŐRZÉSÉT SZOLGÁLÓ TEVÉKENYSÉGEK: A szegregátum területén a közterületeken biztonságtechnikai, térfigyelő rendszer fejlesztése, telepítése: 5 db térfigyelő kamera elhelyezése az akcióterületen és a meglevő központtal az összeköttetés megteremtése történik meg. C) FOGLALKOZTATÁST ELŐSEGÍTŐ FUNKCIÓ: A projektelem keretében közösségi kert kialakítására, a terület rendezésére, kerítés építésére kerül sor. D) EGYÉB KAPCSOLÓDÓ FEJLESZTÉSEK: E tevékenység keretében történik meg a szegregátum területén található Hegedűs út felújítása és bővítése teljes pályaszerkezettel, 560 m hosszúságban, 4,5 m szélességben, valamint az út mentén zárt csapadékvíz elvezetés kiépítése 558 m hosszúságban. A Hegedűs út mentén található A alakú villanyoszlopok cseréje is megtörténik annak érdekében, hogy az út szélesítésére és a csapadékvízelvezető rendszer kiépítésére elegendő hely álljon rendelkezésre. Szintén az EGYÉB KAPCSOLÓDÓ FEJLESZTÉSEK között kerül sor a kialakítandó közösségi ház udvarának rendezésére, parkolók kialakítására, valamint a kialakított lakóépületekhez kerítés építésére. A projekt teljes mértékben illeszkedi az integrált területi programhoz, valamint a város Helyi Esélyegyenlőségi Programjához is. Korábbi Integrált Városfejlesztési Stratégiával rendelkezik a város, melynek alapvető célkitűzéseivel a benyújtott pályázatunk tevékenységei szinkronban vannak, azonban szükséges a jogszabályi feltételeknek megfelelő módszertan mentén Kisköre Integrált Településfejlesztési Stratégiájának, valamint annak részeként az Anti-szegregációs tervnek a kidolgozása, mely a projektfejlesztés időszakában történik meg, a dokumentum a kapcsolódó TOP-5.2.1 projekt 1. mérföldkövének keretében kerül benyújtásra. Jelen projekt 2. mérföldkövének keretében kerül benyújtásra a széleskörű egyeztetések eredményeit felhasználva elkészülő Megvalósíthatósági Tanulmány és mellékletei. A projekt mevalósítási helyszíne a Kiskörén található 2 szegregátum közül az egyik, a város déli részén elhelyezkedő 1. számú szegregátum, mint akcióterület. (Hungarian)
