The project promoter of the TOP-4.3.1 Social Urban Rehabilitation Sarkadon project is the Municipality of Sarkad, who, as the only municipality of the district with urban status, applies for an indicative allocation for the towns of Sarkadi, as set out in point 1.2/b of the Territory Specific Annex to the Call. The investment is justified by the creation of conditions for continuous social work. 3) Establishing a municipal-owned urban road on Mátyás street. The condition of the designated road section is poor, the segregates are at risk of accident. With regard to the road to be developed, the developer undertakes that it will not be broken up until the end of the maintenance period. 4) Establishment of a Community building at Railway Street 16 within the action area but outside the segregated area. The reason for the establishment of the community house is that there is not enough community space for the implementation of the soft elements. The investment is accompanied by a renovation of 1 016 m² of green space. 5) Establishing a surveillance system in the public areas of Magyar u., Munkás u., Széles u., Szent István tér, Vasút u., Hajdú u. in order to improve public safety. This development is justified by the need to continue the public security measures already undertaken in order to prevent criminal offences. In connection with the infrastructure investment activities, energy efficiency modernisation elements will be applied, accessibility in the community building will take place. According to the preliminary design documentation, asbestos removal is not relevant. In connection with the construction, rehabilitation environmental engineer/expert is involved. The planned investments will take place within the action area, with the exception of moving the population to an integrated environment. The costs of residential activities reach the limit of HUF 60 million. In the first two of the 7 milestones of the project, the necessary permit-holder plans will be prepared and the required documents will be submitted. Following the principle of Community planning, the feasibility study will be carried out in connection with the investment. By the time the 6th milestone is reached, the social housings will be completed, so the moves can be monitored until the project is completed. In the designated action area, together with the social rehabilitation project, it was planned to implement soft elements in the framework of the project TOP-5.2.1-15-BS1-2016-00001 with a budget of HUF 80 million. During the implementation of the soft elements, a social worker assists the process before and for 6-6 months after moving to an integrated living environment. A Support Group was set up for the design, implementation and development of the two projects, in which the local Roma Nationality Self-Government is a key partner. The City of Sarad has a Local Equal Opportunities Programme, in which the content of the project is closely aligned. The number of employees of the Mayor’s Office is 37, however, it has an equal opportunities plan. The applicant undertakes to comply with environmental and equal opportunities legislation, to preserve the protected natural and cultural values in the area covered by the project, and to refrain from causing environmental damage caused by the project. During the course of the project, he organises at least 3 actions that encourage the cleanliness of the environment, and during his events he organises information that strengthens environmental awareness. It seeks to ensure equal opportunities and eliminate potential non-compliance with legislation. The events and communication of the development express a sense of opportunity: it does not mediate segregation, reduces existing prejudices for groups.     A TOP-4.3.1-es Szociális városrehabilitáció Sarkadon című pályázat projektgazdája Sarkad Város Önkormányzata, aki mint a járás egyetlen városi jogállású települése, a Felhívás Területspecifikus mellékletének 1.2/b. pontjában szereplő Sarkadi járás városai számára elkülönített indikatív keretösszegre pályázik. A település lakosainak száma 10463 fő. A tervezett projekt Sarkad ITS dokumentuma szerinti 3. akcióterületen valósul meg. Az akcióterület jogosultságát a KSH 2011. évi népszámlálási adatai alapján lehatárolt szegregátumok adják, melyek megegyeznek a település Anti-szegregációs Programjában foglaltakkal. A projekt megvalósítandó műszaki tartalma: 1) Szociális bérlakások kialakítása Kossuth u. 14. (2 db) és a Nagymező u. 33. (1 db) címeken, mely beavatkozási helyszínen önkormányzati tulajdonú ingatlanban történik. A bérlakások kialakítását indokolja, hogy a városnak 91 önkormányzati tulajdonú lakása van, ezek közül 89 összkomfortos és 2 komfort nélküli és mindegyike kiutalásra került. Az önkormányzat által vezetett várólistán 101-en szerepelnek. Az újonnan kialakítandó lakások a település különböző pontján helyezkednek el, így a projekt megvalósítása során nem jön létre zárvány. 2) Szolgálati lakás kialakítása (1 db) a Béke sétány 5. címen, az akcióterületen a szegregált területen kívüli önkormányzati ingatlanban. A beruházást a folyamatos szociális munka feltételeinek megteremtése indokolja. 3) Önkormányzati tulajdonú belterületi út kialakítása a Mátyás utcán. A kijelölt útszakasz állapota rossz, a szegregátumok megközelíthetősége balesetveszélyes. A fejlesztendő út kapcsán a projektgazda vállalja, hogy a fenntartási időszak végéig az nem kerül megbontásra. 4) Közösségi épület kialakítása a Vasút utca 16. szám alatt az akcióterületen belül, de a szegregált területen kívül. A közösségi ház kialakításának indoka, hogy a szoft elemek megvalósításához nem áll rendelkezésre elegendő közösségi tér. A beruházáshoz zöldterület felújítás is kapcsolódik, 1016 m2 területen. 5) A közbiztonság javítása érdekébe térfigyelő-rendszer kiépítése a Magyar u., Munkás u., Széles u., Szent István tér, Vasút u., Hajdú u. közterületeken. A fejlesztést indokolja, hogy a már megkezdett közbiztonsági intézkedések folytatása a bűncselekmények megelőzése érdekében szükséges. Az infrastrukturális beruházás tevékenységeihez kapcsolódóan az energiahatékonysági korszerűsítési elemek érvényesülnek, a közösségi épületben az akadálymentesítés megtörténik. Az előzetes tervezői dokumentációk alapján az azbesztmentesítés nem releváns. A kivitelezéshez kapcsolódóan rehabilitációs környezettervező szakmérnök/szakértő bevonása történik meg. A tervezett beruházások az akcióterületen belül valósulnak meg, kivéve a lakosság integrált környezetbe való költöztetését. A lakófunkciós tevékenységek költségei elérik a 60 millió forintos határösszeget. A projekt 7 mérföldkőve közül az első kettő alatt elkészülnek a szükséges engedélyes tervek és benyújtásra kerülnek az előírt dokumentumok. A beruházáshoz kapcsolódóan a közösségi tervezés elve mentén haladva elkészül a Megvalósíthatósági Tanulmány. A 6. mérföldkő eléréséig a szociális bérlakások elkészülnek, így a projekt befejezéséig nyomon követhető a beköltözés. A kijelölt akcióterületen a szociális célú városrehabilitációs projekttel együtt szoft elemek megvalósítása tervezett a 80 millió forint költségvetésű TOP-5.2.1-15-BS1-2016-00001 azonosítószámú projekt keretében. A szoft elemek megvalósítása során az integrált lakókörnyezetbe költöztetés előtt és után 6-6 hónapon keresztül szociális munkás segíti a folyamatot. A két projekt tervezésére, megvalósítására és a partnerség kialakítására Támogató csoport jött létre, melyben kiemelt partner a helyi Roma Nemzetiségi Önkormányzat. Sarkad Város rendelkezik Helyi Esélyegyenlőségi Programmal, melyben foglaltakhoz a projekt tartalma szorosan illeszkedik. A Polgármesteri Hivatal alkalmazotti létszáma 37 fő, ennek ellenére rendelkezik Esélyegyenlőségi tervvel. A pályázó vállalja, hogy a környezetvédelmi és esélyegyenlőségi jogszabályokat betartja, a projekt által érintett területen a védett természeti és kulturális értékeket megőrzi, tartózkodik a beruházás során keletkezett környezeti károk okozásától. A projekt ideje alatt min. 3 alkalommal a környezet tisztaságára ösztönző akciókat szervez és rendezvényei során olyan felvilágosításokat tart, mely a környezettudatosságot erősítik. Törekszik az esélyegyenlőség szempontok érvényesítésére, az esetleges jogszabályba ütköző nem-megfelelőség megszüntetésére. A fejlesztés eseményei, kommunikációja esélytudatosságot fejez ki: nem közvetít szegregációt, csökkenti a csoportokra vonatkozó meglévő előítéleteket. A fenntarthatóság érdekében megvalósul a célcsoport elhelyezkedésének segítése, mely révén a rászorultak az anyagi depriváltságból hosszú távon kilábalhatnak.
