Among the optional activities that are not eligible individually, the project is intended to: Modernisation, replacement and/or upgrading of related heating and HMV systems of fossil fuel based heat generation equipment: the building is currently under 176/2008. (VI. 30.) Government Decree does not fall into the category “DD — approaching the state-of-the-art” according to the certification of the energy characteristics of buildings (“EE”) construction works are planned for electric water boilers and gas condensation wall boilers. —Updating existing outdoor and indoor lighting systems related to the building: The entrance lighting is solved with normal and halogen-incandescent luminaires. Luminaires with compact fluorescent lamps are installed in the toilets. Mandatory activities: Complete accessibility of the building will be completed: Construction of a barrier-free parking lot, 5 % ramp implementation, railing, handrails, guide lane, accessible toilet-washer design. Partial replacement of internal doors and doors is carried out in an existing sanitary block. The casing is partially replaced, pictograms are placed and a guide band is established. 1 mobile induction loop ensures compliance with the barrier-free conditions. (C)compliance with the conditions set out in point 3.2 of the notice: During the implementation of the project, it does not mediate segregation and reduces existing prejudices for groups. The project was built on the documented proposals of energy experts, integrating the proposals of the project plan document into the implementation. The building affected by the investment is 100 % owned by the Municipality of Mátramindszent, with regard to its function as Mayor’s Office. 1.1 The project fits into the National Energy Strategy 2030, Hungary II. National Energy Efficiency Action Plan and National Building Energy Strategy: Among the five important pillars of the 2030 Strategy, the Call targets fit into relevant points: — Energy saving and energy efficiency (reducing operating costs and using renewable energy sources are met). — Increase in the share of renewable energies: building a solar system and regenerating the generated energy to the grid. The strategies identified as one of the most important objectives for increasing energy efficiency the reduction of energy use in buildings, The National Building Energy Strategy 2020 it aims to achieve 49 PJ/year in year, to which the application of technical building and thermal engineering solutions developed in the project contributes. e) in the case of standard procedure, the qualification of the project by area-specific assessment criteria: Annex to the Project Plan (Declaration on the fulfilment of site-specific criteria). a) projekt célja: konzorciumban való együttműködéssel hozzájárul az alacsony szén-dioxid-kibocsátású gazdaság felé történő elmozdulás támogatásához. A beruházás az önkormányzati intézmény (Polgármesteri Hivatal) hatékonyabb energiahasználatának és racionálisabb energiagazdálkodásának elősegítéséhez járul hozzá, ezzel támogatja a munkahelyek megőrzését is. b) a projekt szakmai-műszaki tartalma a választott önállóan támogatható és önállóan nem támogatható tevékenységek körének a bemutatásával: Az épület jelenleg hőtechnikailag nem megfelelő, az akadálymentesítés nem megoldott, és nem rendelkezik megújuló energiaforrás hasznosító berendezéssel, gépészete elavult. A projektben az önállóan támogatható tevékenységek közül az alábbiak megvalósítása tervezett: -az épület energiahatékonyság-központú fejlesztése, külső határoló szerkezeteik korszerűsítése által: födém hőszigetelése kőzetgyapot lemezzel(15 cm) és homlokzati szigetelés polisztirol lemezzel (10 cm). - Maximum háztartási méretű kiserőmű (HMKE) fotovillamos rendszer kialakítása saját villamosenergia-igény kielégítése céljából: 10 kW (40 db 250Wp) polikristályos napelem rendszer kerül kiépítésre az épület déli homlokzatán. A projektben az önállóan nem támogatható, választható tevékenységek közül az alábbiak megvalósítása tervezett: Fosszilis energiahordozó alapú hőtermelő berendezések korszerűsítése, cseréje, és/vagy a kapcsolódó fűtési és HMV rendszerek korszerűsítése: az épület jelenleg a 176/2008. (VI. 30.) Kormányrendelet az épületek energetikai jellemzőinek tanúsításáról szerinti nem esik „DD – korszerűt megközelítő” kategóriába ("EE" kategóriás) Elektromos melegvízüzemű kazán és gázüzemű kondenzációs falikazán bekötési munkái tervezettek. -Az adott épülethez kapcsolódó, már meglévő, kül- és beltéri világítási rendszerek korszerűsítése: A bejárati világítást normál és halogénizzós lámpatestekkel oldjuk meg. A mellékhelyiségekben kompakt fénycsöves lámpatestek kerülnek beépítésre. Kötelezően megvalósítandó tevékenységek: Az épület komplett akadálymentesítése elvégzésre kerül: Akadálymentes parkoló építése, 5 %-os rámpa megvalósítása, korláttal, kapaszkodóval, vezetősávval, akadálymentes wc-mosdó kialakítás. Meglévő vizesblokkban belső nyílászárók részleges cseréje, küszöbmentesítés valósul meg. A burkolat részlegesen kerül cserére, piktogramok elhelyezése, és vezetősáv kerül kialakításra. 1 db mobil indukciós hurok biztosítja az akadálymentes feltételeknek való megfelelést. c)a felhívás 3.2 pontjában előírt feltételek teljesülése: A projekt megvalósítása során nem közvetít szegregációt, csökkenti a csoportokra vonatkozó meglévő előítéleteket. A projekt energetikai szakemberek dokumentált javaslataira épült, Projekt terv dokumentumának javaslatait beépítve a megvalósításba. A beruházással érintett épület 100%-ban a Mátramindszent Községi Önkormányzat tulajdonában áll, funkcióját tekintve Polgármesteri Hivatal. d) a felhívás tartalmi értékelési szempontok pontjában előírt feltételek teljesülése: 1.1 A projekt illeszkedése a Nemzeti Energiastratégia 2030, Magyarország II. Nemzeti Energiahatékonysági Cselekvési Terv, ill. Nemzeti Épületenergetikai Stratégiában megfogalmazottakhoz: A 2030-as stratégia öt fontos pillére közül a Felhívás céljainak releváns pontokhoz illeszkedik, melyek a következők: - Energiatakarékosság és energiahatékonyság fokozása (működtetési költségek csökkenése és megújuló energiaforrás alkalmazásával teljesül a feltétel). -Megújuló energiák részarányának növelése: napelemes rendszer kiépítése és a megtermelt energia visszatáplálása a hálózatba.
