The project has only positive environmental impacts, no adverse environmental impact and no foreseeable climate risk: the project complies with all environmental and equal opportunities legislation and has no impact on energy use, environmental status of the project environment, water status and climate change. The Natura 2000 site is not affected by the project, it is not carried out as a greenfield investment, and the development affects both internal and external areas. The Climate Risk Statement has been submitted as an annex to the application. 4) Reducing the load of the rainwater drainage system is achieved through the introduction into the receiver and the development of channels with a basin of earth to the extent possible by local conditions. One of the fundamental aspects of the entire investment process was to drain only waters that cannot be retained or utilised in each area without harm.     a) A projekt célja: A tervezett szakmai/műszaki eredmények: Tázlár község belterületén a meglévő csapadékvíz hálózat fejlesztése, új csapadékvíz gyűjtő- és elvezető hálózattal való kiegészítése. A fejlesztés eredményeként a problémás (belvízvédelmi készültséggel, havaria helyzettel érintett) helyek megszűnnek, a csatornahálózat összefüggő hálózatot alkot és képes lesz a település érintett részének vízelvezetését ellátni. A település csapadékcsatornázása úgy kerül kialakításra, hogy belterületéről a csapadékvíz összefüggő vízfelület kialakulása nélkül tudjon összegyülekezni. A település területéről nyílt burkolt és földmedrű árkok segítségével jutnak el a csapadékvizek a felszíni befogadóba, ezáltal csak a többletvizek kerülnek elvezetésre, így kevésbé terhelik a befogadót. b) 3.1.1. A projekt szakmai-műszaki tartalma a választott önállóan támogatható tevékenységek bemutatásával: Ab) A tervezett csapadékvíz csatorna ismertetése. A település csapadékcsatornázása úgy kerül kialakításra, hogy belterületéről a csapadékvíz összefüggő vízfelület kialakulása nélkül tudjon összegyülekezni. A Soltvadkerti út mellett nyílt földmedrű csatorna kialakítása nem lehetséges, mert az úttest és a járda között túl kevés a hely és váltakozik a terepszint is. Burkolt és földmedrű csatornák váltakozó kialakítása műszakilag nem megfelelő. A mederburkoló elem típusát és a pontos műszaki adatokat a projekt műszaki-fejlesztési szakaszában (1. mérföldkő) adjuk meg. A Béke utcában földmedrű csatorna kerül kialakításra a kapubejárókban átereszek elhelyezésével. A csatorna pontos méretezése a projekt műszaki fejlesztési szakaszában kerül kidolgozásra és megadásra. Kecskeméti utca páratlan oldalán, (park előtti szakasz) az út mellett burkolt árok kialakítására van lehetőség a helyi adottságok miatt. 3.1.2. A projekt szakmai-műszaki tartalma a választott önállóan nem támogatható tevékenységek bemutatásával: b) A beruházás során állami kezelésű úthálózat kerül átvágásra az elvezetés biztosítása érdekében, melyre sávos helyreállítás kerül betervezésre, mértéke az előzetes kalkulációk alapján nem haladja meg a felhívás által szabott belső korlátot. f) A területen a jelenlegi nyomvonalon földmedrű szikkasztó jellegű csatorna üzemel, a betervezésre kerülő elvezető rendszer mélysége alapján közműkiváltással nem kell számolni. A közműkiváltás szükségességének pontos felmérése az 1. mérföldkő során kerül meghatározásra. A tervezési területen vízvezeték, szennyvíz vezeték, gázvezetékek, elektromos és postai földkábel üzemel. c) a felhívás 3.2 pontjában előírt feltételek teljesülése: 1) A fejlesztés során az önállóan támogatható tevékenységek közül az A.) Belterület védelmét szolgáló vízelvezető hálózat fejlesztése, rekonstrukciója a csapadékvíz-gazdálkodás céljainak figyelembe vételével valósul meg (lásd PET 2.2). 2) A projekt a területi adottságokhoz és a vízgyűjtő-gazdálkodási tervhez illeszkedik (a Projekt-előkészítő tanulmány 2.6 pontjában került bemutatásra). 3) A felhívás e pontban szereplő előírásai az engedélyeztetési eljárás során kerülnek érvényesítésre (a vízgyűjtő-gazdálkodás egyes szabályairól szóló 221/2004 (VII.21.) Korm. rendelet 10.-11. §-ában előírt feltételek teljesülésének igazolása, környezeti állapotfelmérés a beruházás megkezdése előtt). A projekt során csak pozitív környezeti hatások jelentkeznek, káros környezeti hatás nem, valamint a projektnek nincs előre látható klímakockázata: a projekt valamennyi környezeti, esélyegyenlőségi jogszabálynak megfelel, és az energiafelhasználásra, a projekt környezetének ökológiai állapotára, a vizek állapotára és a klímaváltozásra hatása nincs. Natura 2000 területet a beruházás nem érint, nem zöldmezős beruházásként valósul meg, bel- és külterületi részt érint a fejlesztés. A klímakockázatról szóló nyilatkozat a pályázat mellékleteként benyújtásra került. 4) A csapadékvíz elvezető rendszer terhelésének csökkentése a befogadóba történő bevezetéssel valamint a területi adottságok nyújtotta lehetőségekhez mérten földmedrű csatornák kialakításával valósul meg. A teljes beruházási folyamatnak egyik alapvető szempontja volt az, hogy kizárólag az egyes területeken károkozás nélkül vissza nem tartható, ott nem hasznosítható vizeket vezessük el. A fejlesztés által érintett területen (településen vagy településrészen) bekövetkezett csapadék-, bel-, vagy árvízzel vagy a felszín alóli forrásfeltöréssel (fakadó vízzel) összefüggő káreseményeket a részletesen a Projekt-előkészítő tanulmány 1.6 pontja tartalmazza és ezek igazolására a belvízkészültséggel kapcsolatos fotódokumentáció csatolásra került. A beruházás keretében védendő értékek és a projekt összköltségének arányát bemutató számítás szintén a PET-ben (1.7 pont) szerepel: fő tényezőként elmondható, hogy az épületállomány (lakó és közintézményi ingatlanokat is beleértve) értéke többszöröse a beruházási értéknek.
