Mátramindszent village is a sack-like settlement built on the shore of Mindszenti stream in the Sós Valley, which is situated in the picturesque surroundings of the North Hungary region, Nógrád county, in the region of the northern slopes of the Mátra — largest mountain range in Hungary, in the catchment area of the town of Bátonyterenye. Due to its geographical location, the locality has good transport conditions at home: road 21 connects Salgótarján to the M3 motorway, and thus to Budapest. Salgótarján is about 23 km away, Budapest is 109 km from the village. The basic tasks of the Municipality of Mátramindszent Municipality are defined in Act CLXXXIX of 2011 on the basis of Article 13 of which the local government is responsible for, among other things, the development of settlements, the management of settlements and the protection of the local environment and nature, water management and water damage control. As already demonstrated by the survey of the situation at the micro-regional level prepared by the Bátonyterenye Small Region in 2005, the construction and state of the drainage network for the protection of the municipal-owned urban area is not adequate in Mátramindszenten. The shortcomings of the missing or outdated drainage system are a growing problem for the municipality every year. Local water damage caused by inadequate drainage of rainwater causes significant financial damage to both municipal and private property. In the last 10 years, due to the incomplete or poorly built rainwater sewer network, the municipality has reported a number of force majeure claims to the competent Nógrád County Disaster Management Directorate. In addition, the amount of private property damage is much higher than that of the developer. With the present development, the water management of Mindszenti stream is realised. The water treatment is aimed at the reconstruction of the river section of Mindszenti stream in the settlement. The overall objective is to develop the river basin of the settlement, to increase its environmental safety, to improve its environmental status, to reduce the risk of local water damage and to prevent further environmental damage. The direct, specific project objectives are: • Orderly and unharmed drainage of rainwaters and eruptive waters falling into the inland area through the refurbished system. • Protecting the inner area of the settlement from the adverse effects of the waters in the outskirts. • Reduce and eliminate water damage affecting the settlement year by building the necessary capacities. • Public awareness-raising to prevent water damage. • Ensuring an orderly settlement picture, planting plants. Independently eligible activities planned under the project (under Chapter 3.1.1 of the call): C) local water damage management developments in inland watercourses (watercourses and canals passing through inland areas, watercourses and drainage channels for drainage and drainage) • a) dredging, development of dead branches related to inland water protection, construction of depony or recharging, high-charging; construction and refurbishment of wave-space expansion, water steering, crossing, in and down structures, sediment-holding structures, bed coverings, shore-planning. Optional actions that are not eligible individually (according to Chapter 3.1.2 of the Call): planting and restoring plants in the area of the installations; F) construction, refurbishment, reconstruction and reconstruction of cross-sectional structures, activities that are not self-eligible and must be carried out (according to Chapter 3.1.3 of the Call): a) Compulsory information and publicity b) A awareness-raising and information action complementary to infrastructural interventions.     Mátramindszent község a Sós-völgyében, a Mindszenti-patak partjára épült zsák jellegű település, mely község festői környezetben, az Észak-magyarországi régióban, Nógrád megyében, a Mátra - Magyarország legnagyobb hegysége- északi lankáinak vidékén, Bátonyterenye város vonzáskörzetében található. A település földrajzi elhelyezkedése révén hazai viszonylatban jó közlekedési adottságokkal rendelkezik: a 21-es út köti össze Salgótarjánt az M3 autópályával, s így Budapesttel. Salgótarján kb. 23 km-re, Budapest 109 km-re van a településtől. A település megközelíthető közúton: az M3-as autópályáról Hatvannál kell letérni a 21. számú útra, arról pedig Kisterenyénél nyugatra fordulva, a 23. számú útról vezet bekötőút a faluba. A projektgazda Mátramindszent Község Önkormányzata alapfeladatait a 2011. évi CLXXXIX. törvény határozza meg, amelynek 13. § alapján a települési önkormányzat feladata többek között a településfejlesztés, településüzemeltetés, valamint a helyi környezet- és természetvédelem, vízgazdálkodás, vízkárelhárítás is. Ahogyan azt már a Bátonyterenyei Kistérség részéről 2005-ben elkészített, kistérségi szintű helyzetfeltárás bemutatta, az önkormányzati tulajdonú belterület védelmét szolgáló vízelvezető-hálózat kiépítettsége, állapota Mátramindszenten nem megfelelő. A hiányzó, illetve elavult vízelvezető-rendszer hiányosságai évről évre egyre növekvő problémát jelentenek az önkormányzat számára. A csapadékvíz nem megfelelő elvezetéséből adódó helyi vízkárok jelentős anyagi károkat okoznak mind az önkormányzati, mind a magántulajdonokban. A hiányosan kiépített, illetve rossz állapotú csapadékvíz csatorna hálózat miatt az utóbbi 10 évben számos vis maior kárigényt jelentett be az önkormányzat az illetékes Nógrád Megyei Katasztrófavédelmi Igazgatóságon. Ezen felül a magántulajdonban keletkezett károk volumene jóval meghaladja a projektgazda kárigényét. Jelen fejlesztéssel a Mindszenti-patak vízrendezése valósul meg. A vízrendezés a településen található Mindszenti-patak mederszakasza rekonstrukciójára irányul. Átfogó cél a település belterületi patak mederszakaszának fejlesztése, környezetbiztonságának növelése, környezeti állapotának javítása, a helyi vízkár veszélyeztetettség csökkentése, a további környezeti káresemények megelőzése. A közvetlen, specifikus projekt célok: • A belterületre hullott csapadékvizek és felszín alól előtörő fakadó vizek rendezett és kártétel nélküli elvezetése a felújított rendszeren keresztül. • A település belterületének védelme a külterületeken keletkezett vizek káros hatásaitól. • A települést évről-évre sújtó vízkárok mérséklése, megszüntetése a szükséges kapacitások kiépítésével. • A lakosság szemléletformálása a vízkárok megelőzése érdekében. • Rendezett településkép biztosítása, növényzettelepítés. A projekt keretében tervezett, önállóan támogatható tevékenységek (a felhívás 3.1.1. fejezete alapján): C) Belterületet veszélyeztető vízfolyások lokális vízkár elhárítási fejlesztései (belterületen áthúzódó vízfolyások és csatornák, valamint a belterületről elvezetett csapadékvizeket befogadó vízfolyások és belvízelvezető csatornák) • a) Mederkotrás, holtágak belvízvédelemhez kapcsolódó fejlesztései, depónia- vagy töltésépítés, töltésmagasítás; hullámtérbővítés, vízkormányzó-, keresztező, be és leeresztő műtárgyak, hordalékfogó műtárgyak, mederburkolatok építése és felújítása, partrendezés. Önállóan nem támogatható, választható tevékenységek (a Felhívás 3.1.2. fejezete szerint): e) Növényzet telepítése, helyreállítása a létesítményekhez tartozó területen; f) Keresztező műtárgyak kiépítése, átépítése, felújítása, rekonstrukciója, Önállóan nem támogatható, kötelezően megvalósítandó tevékenységek (a Felhívás 3.1.3. fejezete szerint): a) Kötelező tájékoztatás és nyilvánosság b) Az infrastrukturális beavatkozásokat kiegészítő szemléletformáló, tájékoztató akció. Kapcsolódó, elszámolható előkészítési tevékenységek: • Engedélyes- és kiviteli terv készítése (már megvalósult); • Projekt-előkészítő tanulmány készítése (a pályázat benyújtásáig megvalósul); • Közbeszerzési eljárás lefolytatása (későbbi előkészítés részeként).
