In addition, based on the survey of the local kindergarten for the 2019/2020 education year in the municipality (prepared: 24 April 2019) The parents of 6 young children indicated their need for crèche care, so the development allows the fulfilment of a legal obligation. The opening hours of the mini-cradle are scheduled from 6:00 to 17:00, so parents working in shift work and commuting to other settlements can use the service. The care of children will be carried out by one young child nurse per group and 1 nursery nurse (in the project, for reasons of security of supply, the applicant is planning to use 3 people for support). As a result, the project has an impact on the local and regional economy and employment by directly creating 3 new jobs through the resulting crèche service and indirectly facilitating the faster return of 8 or more people to the labour market. Depending on the number of places available, the institution is planning to receive children from several municipalities in order to achieve optimal capacity utilisation. The creation of a new institution in mini-cradle with the construction of a new building as a self-eligible activity supported under the project (Call 3.1.1.B); in addition (Call 3.1.2.1) as mandatory activities, accessibility, energy efficiency aspects and publicity are ensured, while (Call 3.1.2.2) as optional activities, equipment acquisition, refurbishment of yards, playgrounds, construction and modernisation of bicycle supports and storage facilities, and development and development of parking spaces and accessible parking spaces are carried out. The project will be carried out as a new construction, as there is no suitable property available in the settlement to accommodate the function. The property registered under 331 Hr. The list of assets to be procured in connection with the development will be provided as an annex to the aid application. The purchase of a motor vehicle is not foreseen in the project. There will be no children’s play group and periodic childcare. In the project, mandatory publicity is ensured in accordance with the applicable regulations of the KTK. A projekttel létrehozni kívánt mini bölcsődei intézmény fenntartója, és az intézménynek helyet adó földrészlet (és a kialakítandó) épület tulajdonosa egyaránt Mocsa Község Önkormányzata (GFO kód: 321) lesz. A projektben Mocsa Község Önkormányzata, mint konzorciumvezető támogatást igénylő vesz részt. A Komárom-Esztergom Megyei Területfejlesztési Kft, mely gazdasági társaság 100%-ban a Komárom-Esztergom Megyei Önkormányzat tulajdonában van (GFO kód: 11), mint konzorciumi tag működik közre a projekt előkészítésében és a projektjavaslat támogatása esetén annak végrehajtásában. A beruházás közvetlen célja egy új, egy csoportos, 8 férőhelyes minibölcsőde létrehozása a településen ( Mocsa, Kocsi u. 24. hrsz 331.). Ezzel a gyermekjóléti alapellátások közül a jelenleg még hiányzó bölcsődei ellátáshoz való hozzáférés biztosítása és a bölcsődei ellátási formák által nyújtott minőségi szolgáltatások megteremtése valósul meg a községben. A tervezett ellátási területen, Mocsa községben (Komáromi járás) jelenleg nem működik a 3 éven aluli gyermekek napközbeni elhelyezését szolgáló intézmény, vagy szolgáltatás. A településen 2018. évben 62 fő, 2019. évben 50 fő 3 éven aluli gyermek él. A 2019. évi létszám kapcsán 3 fő hátrányos helyzetű, 5 fő halmozottan hátrányos helyzetű. Ezen túl a településen a 2019/2020-as nevelési évre a helyben működő óvoda felmérése alapján (készült: 2019.április 24.) 6 kisgyermek szülei jelezték igényüket a bölcsődei ellátásra, így a fejlesztés jogszabályi kötelezettség teljesítését teszi lehetővé. A minibölcsőde nyitvatartási ideje 6 órától – 17 óráig terjedő intervallumban tervezett, így a szolgáltatást a többműszakos munkarendben dolgozó, más településre ingázó szülők is igénybe tudják venni. A gyermekek ellátását csoportonként 1 fő kisgyermeknevelő és 1 fő bölcsődei dajka végzi (a projektben ellátás-biztonsági okokból 3 fő alkalmazásával tervez a támogatást igénylő) majd. A projekt a fentiek okán hatással van a helyi és térségi gazdaságra és foglalkoztatottságra azáltal, hogy közvetlenül 3 új munkahelyet teremt a létrejövő bölcsődei szolgáltatás révén, közvetve pedig elősegíti 8, vagy több fő gyorsabb visszatérését a munkaerőpiacra. A szabad férőhelyek függvényében, az optimális kapacitáskihasználtság elérése érdekében az intézmény tervezetten több településről fogad majd gyerekeket. A projekt keretében támogatott önállóan támogatható tevékenységként (Felhívás 3.1.1.B) új minibölcsődei intézmény létrehozása, új épület építésével; továbbá (Felhívás 3.1.2.1) kötelezően megvalósítandó tevékenységként akadálymentesítés, energiahatékonysági szempontok érvényesítése továbbá a nyilvánosság biztosítása, míg (Felhívás 3.1.2.2) választható tevékenységként eszközbeszerzés, udvar, játszóudvar felújítása, kialakítása, kerékpár támaszok és tárolók kiépítése, korszerűsítése valamint parkoló-férőhely és akadálymentes parkoló-férőhely fejlesztése, kialakítása tevékenységek valósulnak meg. A projektben új építésként kerül kivitelezésre, ugyanis a településen nem áll rendelkezésre alkalmas ingatlan a funkció befogadására. A fejlesztéssel érintett Mocsa 331 hrsz alatt felvett ingatlanon egy bontásra rendelt lakóház áll, mely – a mini bölcsőde működtetéséhez szükséges jogszabályi és hatósági előírásoknak megfelelő – felújítása nem, illetve aránytalan költségráfordítás mellett lett volna lehetséges. A beruházás a települési óvodával fizikailag kapcsolatban álló szomszédos ingatlanon, de különálló épületben valósul meg. A projekt keretében minderre figyelemmel kialakításra kerül egy új, 160,90 m2 beépített bruttó alapterületű minibölcsőde, melynek épületében egy 31,96 m2-es csoportszoba kap helyet, 8 fő befogadóképességgel. Az épületben kizárólag a minibölcsődei funkcióhoz szükséges helyiségek lesznek megtalálhatóak. A részletes akadálymentesítésről külön tervfejezet készül, a tervezett épület a hatályos jogszabályi energiahatékonysági előírásoknak mindenben megfelel. A projektben azbesztmentesítés nem szükséges. A projektben tervezetten udvar is kialakításra kerül, zöld felülettel és árnyákot adó növények telepítésével. A gyermekek elhelyezését biztosító csoportszobához fedett (nyitott) terasz és kertkapcsolatot biztosított, mely időjárás (eső, erős napsütés) független módon nyújt lehetőséget kinti foglalkozásoknak. A déli oldalon a csoportszoba nagy üvegfelületet nyer a kedvező fényviszonyok biztosítása érdekében. A fejlesztéshez kapcsolódóan beszerezni kívánt eszközök listáját a támogatási kérelem mellékleteként rendelkezésre bocsátjuk. A projektben gépjármű beszerzése nem tervezett. Játszócsoport és időszakos gyermekfelügyelet kialakítására nem kerül sor. A projektben a kötelező nyilvánosságot a KTK hatályos előírásai szerint biztosítjuk.
