In Balatonalmádi, Ady u. 2-6, a modern, energy-saving and accessible primary care centre will be set up in Balatonalmádi — Vörösberény, where it is located — in addition to the 2nd General Paediatric Service and the 2nd Protection Women’s Service currently operating there — the clinic of the 3 rd adult GP district is also established in Balatonalmádi, Vörösberény. The overall aim is to improve the infrastructural conditions of these basic cares in the part of the town of Vörösberény, to modernise them, so that the affected population (children, young people, pregnant people, newborns, infants, adults, disabled people, disabled people, elderly people) can participate directly in their homes in the conditions appropriate to the treatment, basic screening tests, prevention procedures and age requirements, improving their quality of life and restoring their ability to work as soon as possible. The specific objective is to make these services available in a building with cost-effective operation. Overall, three primary care functions are being developed, and the GP order in a separate building is integrated into the building to be developed. The project contributes indirectly to the creation of a healthy Hungary. During the design, the Ady street unit of the building complex is divided into two separate units according to the two functions to be developed. The external structure contour of the building remains. The health functions are developed from Veszprémi út, and the postal function moves to a separate building on the side of Ady Street. The two functions are separated by a covered passage between the two parts of the building. Within the infrastructural development, new doors and windows, 10 cm external facade thermal insulation, 2 cm pedestal insulation, 2.5 cm dryvit plaster will be provided to the building. 5 cm step-proof thermal insulation is placed under the gres tiles designed for indoors. 12 cm stepproof thermal insulation and waterproofing are placed on the slab. To ensure static compliance and long-term operation, reinforced concrete slab is reinforced by the old attic slab. A 10 cm thermal insulation is placed under the Creaton roof tile. Within the building, the premises will be renovated, new water and electricity will be installed. The heating of the facility to be renovated is provided by a condensing wall boiler for the post office and the clinics. The activity is subject to building permit. Photovoltaic solar panels are placed on the roof, which complements the electricity supply and the sale of surplus production during the accounting period. The aim is to use renewable energy sources and to make the building more economical and modern. The exceptionally poor JJ energy-rated building will become a CC (up-of-the-art) building after its development. The mandatory (minimum) number of parking places and barrier-free parking places in accordance with the legislation in force have been previously established and are therefore not part of this project. The barrier-free car park is already available and its design meets the size requirements. The rate of eligibility of construction costs is 50.82 %. The small-post function will continue to be available in the building and this part of the building will be refurbished. The amount of investment for the function shall be provided by the municipality. The protective services are procured for the operation and the performance of tasks. The waiting room is equipped with hanger, chair, lockable cabinet, infant test tables, audiometer, test table, chair, screen, test lamp, 1 laptop operating system for the performance of cervix screening for public health purposes. The conditions set out in point 3.2 of the call are met. When designing and implementing the project, we take into account and comply with the environmental and equal opportunities legislation applicable to the project. In public events, communication and behaviour related to development, we express a sense of opportunity and do not mediate segregation. The development has no impact on the ecological status of the project environment, water status and climate change. The Municipality of Balatonalmádi has a Local Equal Opportunities Programme and Equal Opportunities Plan. In infrastructure development, we take into account and implement the principles of universal design, i.e. the needs of women and men, the needs of the elderly, the disabled and children.     A Balatonalmádi, Ady u. 2-6.sz. alatti ingatlanban – annak fejlesztésével, felújításával és átalakításával – egy korszerű, az egészségügyi elvárásoknak is megfelelő, energiatakarékos, akadálymentesített alapellátási központ jön létre a Balatonalmádi – Vörösberény városrészben, ahol helyet kap – a jelenleg ott működő II. házi gyermekorvosi szolgálat és II. védőnői szolgálat mellett – a III. felnőtt háziorvosi körzet rendelője is. Megtörténhet az ingatlan teljes műszaki és funkcionális felújítása, ami illeszkedne a felújított Ady tér arculatához. A projekt elősegíti a fejlesztendő praxisokban és védőnői körzetben működő orvosok, egészségügyi dolgozók megtartását a munkafeltételek minőségének javítása által. Átfogó cél, hogy Vörösberény városrészben a fenti alapellátások infrastrukturális körülményei fejlődjenek, korszerűsödjenek, hogy az érintett lakosság (gyermekek, fiatalok, várandósok, újszülöttek, csecsemők, felnőttek, fogyatékkal élők, mozgáskorlátozottak, idősek) közvetlenül lakóhelyén lehessen részese a gyógyításnak, az alapvető szűrővizsgálatoknak, prevenciós eljárásoknak, a kor követelményeinek megfelelő körülmények között folyjék gyógyítása, életminőségének javítása, a munkaképesség mielőbbi visszaállítása. Specifikus cél, hogy e szolgáltatások egy épületben, költség-hatékony működtetéssel legyen elérhető. Összességében három alapellátási funkció fejlesztése valósul meg, emellett a külön épületben szolgáló háziorvosi rendelés a fejlesztendő épületbe integrálódik. A projekt közvetetten hozzájárul az egészséges Magyarország létrejöttéhez. A tervezés során az épületegyüttes Ady utcai egysége a két kialakítandó funkciónak megfelelően szétbontásra kerül két különálló egységre. Az épület külső tartószerkezeti kontúrja megmarad. A Veszprémi út felől kerülnek kialakításra az egészségügyi funkciók, az Ady utca felőli különálló épületbe költözik a postai funkció. A két funkció szeparálását a két épületrész közötti fedett átjáró biztosítja. Az infrastrukturális fejlesztésen belül új nyílászárókat, 10 cm külső homlokzati hőszigetelést, 2 cm lábazati hőszigetelést, 2,5 cm dryvit vakolatot kap az épület. Beltérre tervezett greslapok alá 5 cm lépésálló hőszigetelés kerül. 12 cm lépésálló hőszigetelés és vízszigetelés kerül a födémre. Statikai megfelelés és a hosszú távú működés biztosításához vasbeton födém megerősítést kap a régi padlásfödém. A Creaton tetőcserép alá 10 cm hőszigetelés kerül. Épületen belül felújításra kerülnek a helyiségek, új lesz a víz, villany hálózat. A felújítandó létesítmény fűtését a posta és a rendelők részére önállóan kiépített egy-egy kondenzációs fali kazánnal biztosítjuk. A tevékenység építési engedélyköteles. Fotovoltaikus napelemet helyezünk fel a tetőre, mely a villamos ellátást egészíti ki, illetve az elszámolási időszakban keletkező többlettermelés értékesítése. Cél a megújuló energiaforrás használata és az épület gazdaságosabb, korszerűbb üzemeltetése. A kiemelkedően rossz JJ energetikai besorolású épületből a fejlesztést követően CC (korszerű) besorolású épület lesz. A hatályos jogszabályoknak megfelelő, kötelezően (minimálisan) előírt számú parkoló-férőhely és akadálymentes parkoló-férőhely korábban kialakításra került, így jelen projektnek nem része. Az akadálymentes parkoló már rendelkezésre áll, kialakítása a méretkövetelményeknek megfelel. Az építési költségek elszámolhatósági aránya 50,82%. A kispostai funkció továbbra is elérhető lesz az épületben és ez az épületrész is felújításra kerül. A funkcióra eső beruházási összegrészt az önkormányzat biztosítja. A védőnői szolgálat működéshez és a feladatellátáshoz szükséges eszközök kerülnek beszerzésre. A váróterembe fogas, szék, zárható szekrény, a védőnői szolgálat ellátásához csecsemő vizsgálóasztalok, audiométer, a népegészségügyi célú méhnyak szűrés végzéséhez szükséges vizsgáló asztal, -szék, paraván, vizsgálólámpa, 1db laptop operációs rendszerrel. A felhívás 3.2 pontjában előírt feltételek teljesülnek. A projekt tervezése és megvalósítása során figyelembe vesszük és betartjuk a projektre vonatkozó környezetvédelmi és esélyegyenlőségi jogszabályokat. A fejlesztéshez kapcsolódó nyilvános eseményeken, kommunikációban és viselkedésben esélytudatosságot fejezünk ki, nem közvetítünk szegregációt. A fejlesztés nincs hatással a projekt környezetének ökológiai állapotára, a vizek állapotára és a klímaváltozásra. Balatonalmádi Város Önkormányzata rendelkezik Helyi Esélyegyenlőségi Programmal és Esélyegyenlőségi Tervvel. Infrastrukturális fejlesztésnél figyelembe vesszük és érvényesítjük az egyetemes tervezés elveit, azaz a nők és férfiak igényeit, az idősek, a fogyatékosok és a gyermekek igényeit.
