Our diocese wishes to participate in the organisation and maintenance of social, educational and day-care for children in the local and micro-regions due to the achievement of the social objectives set by the Greek Catholic Mother Church. The realisation of the project would serve both to increase the number of places of care for children during the day and to provide high-quality services and job creation. Number of children not taken in Mátészalka due to lack of places for crèche in the last 3 years: — 30 persons in 2016-24 in 2017-32 in 2018 Development in the number of children under the age of 3 in the last 3 years: 1 January 2016 — 478 1 January 2017 — 447-1 January 2018 497 Number of children under the age of 3 living in the municipality (in the current year), including the number of disadvantaged, cumulatively disadvantaged children: — Number of disadvantaged children: 6 — Number of children with multiple disadvantages 20 — there is also one fostered child — Number of children under 3 years of age 1 January 2019 — 459 The goal is to build a first floor nursery with four children’s rooms. Access to the building from the road is ensured by 12 parking lots, one of which has an unobstructed design. The crèche has two educational and care units (four group rooms). The crèche has two separate accessible entrances to the eastern façade. The barrier-free approach is provided by a 5 % gradient single-arm ramp. The economic entrance to the heating kitchen belonging to the crèche is also located on the eastern façade. In the centre of gravity of the building (center of the eastern façade), the barrier-free main entrance was constructed. From the foreground and stroller storage room opens the transfer and barrier-free and women’s toilet room, as well as the men’s washroom toilet. We can approach the north-south longitudinal axis from this foreground. This middle corridor serves the building. Both educational and care units can be reached from the middle corridor. In the western part of the building, the courtyard toilet, toy, sofa and textile warehouse, washing-washer, mechanical room, toy, consumable and scrap warehouses, archives, cleaning products, salt room, offices, and staff changing rooms with the water-black attached to it, and the adult dining room were located. In both educational care units, the foreground and stroller storage room can be accessed from the transfer and bathing potting rooms, then the children’s rooms, to which a large terrace is attached. The large partly covered terrace can be accessed by the outdoor toilet, the garden toy and mattress storage and the children’s room. Children’s rooms are served by direct access to toys, sofas and textile warehouses. Instead of the farm entrance to the heating kitchen, it was located on the eastern facade of the building. The entrance hall provides access to the staff changing room and the associated toilet and shower rooms, as well as cleaning and waste storage rooms. The heating kitchen opens from the lobby, which includes a black sink and a hand-held warehouse. We get from the heater to the pantry. After heating, food is served here for children and carers. From the pantry, the food is delivered to the group rooms with the help of side trolleys. Unwashed dishes, plates and cutlery are placed in the white washing room. After washing cutlery and plates and glasses, these tools are stored in a shelving system. Uneaten food is sent to the slop room and then transported. The containers are washed in the washing room and then transported. The list of rooms for a crèche with an area of 660.70 m² is indicated in the layout to be submitted as an annex. 3.4.1.1. Technical and professional requirements A) Self-eligible activities This project involves the construction of a 4 group crèche with 48 places, as there is currently no property available to the applicant that he could use for the care of the children. During the planning and implementation period, a crèche methodological expert will be involved. The design is carried out in accordance with the standard on the design requirements of educational establishments (MSzE 24210-1:2012), the OTÉK and the relevant professional sectoral legislation. Egyházmegyénk a görög katolikus anyaegyház által kitűzött szociális célok megvalósításából kifolyólag részt kíván venni a helyi és kistérségi szociális-, oktatási-, valamint a gyermekek napközbeni ellátásának megszervezésében és fenntartásában. A projekt megvalósulása egyszerre szolgálná a gyermekek napközbeni ellátásának férőhelyszám növelését és a magas színvonalú szolgáltatás, illetve a munkahelyteremtést is. Mátészalkán a bölcsődébe férőhelyhiány miatt fel nem vett gyermekek száma az elmúlt 3 évben: - 2016. évben 30 fő - 2017. évben 24 fő - 2018. évben 32 fő A településen élő 3 éven aluli gyermekek számának alakulása az elmúlt 3 évben: - 2016. január 1. - 478 - 2017. január 1. – 447 - 2018. január 1. 497 A településen élő 3 éven aluli gyermekek száma (az adott évben), valamint ezen belül a hátrányos helyzetű, halmozottan hátrányos helyzetű gyermekek száma: - Hátrányos helyzetű gyermekek száma: 6 - Halmozottan hátrányos helyzetű gyermekek száma 20 – ezen kívül van egy nevelt gyermek is - 3 éven aluli gyermekek száma 2019. január 1. – 459 A cél egy földszintes négy gyermekszobás bölcsőde megépítése. Az épület közútról történő megközelíthetőségét 12 parkoló biztosítja, melyből egy akadálymentes kialakítású. A bölcsőde két nevelés-gondozási egységgel (négy csoportszobával) rendelkezik. A bölcsőde két külön akadálymentes bejárattal rendelkezik a keleti homlokzaton. Az akadálymentes megközelítést 5% lejtésű egy karú rámpa biztosítja. A bölcsődéhez tartozó melegítőkonyha gazdasági bejárata szintén a keleti homlokzaton kapott helyet. Az épület súlypontjában (keleti homlokzat közepe) került kialakításra az akadálymentes főbejárat. Az előtér és babakocsi tároló helyiségből nyílik az átadó és az akadálymentes és női mosdó wc helyiség, valamint a férfi mosdó wc. Ebből az előtérből közelíthetjük meg az észak-déli hossztengelyű középfolyosót. Ez a középfolyosó szolgálja ki az épületet. A középfolyosóból mindkét nevelési-gondozási egység megközelíthető. Az épület nyugati részén kaptak helyet az udvari wc+mosdó, játék, heverő és textilraktár, mosó-vasaló, gépészeti helyiség, játék, fogyó és selejtraktárak, irattár, takarítószer, sószoba, irodák, ill. a személyzeti öltöző a hozzá tartozó vizesblokkal, és a felnőtt étkező. Mindkét nevelési gondozási egységnél az előtér és babakocsi tárolóból megközelíthető az átadó és a fürösztő biliző helyiségek, majd a gyermekszobák, amelyhez nagyméretű terasz kapcsolódik. A nagyméretű részben fedett teraszról megközelíthető a külső wc-mosdó, a kerti játék és matrac tároló és a gyermekszoba helyiségek. A gyermekszobákat szolgálja ki a közvetlen megközelítésű játék, heverő és textilraktár. Az épület keleti homlokzatán kapott helyett a melegítőkonyha gazdasági bejárata. Az előtérből megközelíthető a személyzeti öltöző és a hozzá tartozó wc-mosdó és zuhanyzó helyiségek valamint a takarítószeres, és hulladéktároló helyiségek. Az előtérből nyílik a melegítőkonyha, melyhez feketemosogató és kéziraktár tartozik. A melegítőkonyhából a tálalóba jutunk. A melegítés után itt tálalják a gyermekek és a gondozók részére az ételt. A tálalóból tálalókocsik segítségével jut el az étel a csoportszobákba. A mosatlan edények, tányérok és evőeszközök a fehérmosogató helyiségbe kerülnek. Az evőeszközök és tányérok, poharak elmosása után ezeket az eszközöket polcrendszerben tárolják. Az el nem fogyasztott ételek a moslékos helyiségbe kerülnek, majd elszállítják őket. A mosogatóhelyiségben történik a szállítóedények elmosása, ezt követően elszállítják azokat. A 660,70 m2 alapterületű bölcsőde helyiséglistája a mellékletként benyújtásra kerülő alaprajzon került feltüntetésre. 3.4.1.1. Műszaki és szakmai elvárások A) Önállóan támogatható tevékenységek Jelen projekt keretében egy 4 csoportos, 48 férőhelyes bölcsődeépület kialakítása valósul meg, mivel jelenleg nem áll a pályázó rendelkezésére olyan ingatlan, amelyet a gyermekek ellátására tudna hasznosítani. A tervezés és kivitelezés időszakában bölcsődei módszertani szakértő bevonására kerül sor. A tervezés a nevelési intézmények tervezési előírásairól szóló szabványnak (MSZE 24210-1:2012), az OTÉK és a vonatkozó szakmai ágazati jogszabályokban foglaltaknak megfelelően történik. B) Kötelezően megvalósítandó, önállóan nem támogatható tevékenységek 1. Akadálymentesítés:. új épület építése miatt teljes körű akadálymentes épület kerül kialakításra . A tervezés során rehabilitációs környezettervező szakmérnök bevonásával elkészül az akadálymentesítési tervfejezet. 2. Infokommunikációs akadálymentesítés 3. Azbesztmentesítés: nem releváns 4.
