Sárbogárd is a small town of the Central Transdanubia Region, situated in the southern part of Fejér county. Sárbogárd settled on the sinking cone of the Ancient Flood in the western part of the Central Land. The depth of groundwater varies, between 1-2 m in the settlement (only 70 cm in some areas), and in the higher parts of the settlement the groundwater is already 6-7 m deep. The area of the city is lowlands, the swamps of the mud water and its outstanding area formed today’s city. The city has been unresolved, recurring and causing a significant problem of rainwater for many years. One of the major problems arising from the geographical location is rainwater, because the rainwater drainage system installed during the growth of the settlement, i.e. the existing drainage system, has not been fully installed — in some streets there are still no drainage ditches, as well as low-points in some areas, where the rainwater causes flooding during the run-off, and the stability of the buildings is endangered. In other words, rainwater drainage has been a major problem in the settlement for decades. The street drainage ditches are not made on the basis of a uniform concept, so their cross-section and the design of the passages below each gateway are not suitable. The current existing grassland trench system can only operate with little effect. In most places, under the gateways of real estate there are inadequate cross-sectional passages. Most of the trenches are not enveloped, so it is quickly polished and replenished. In some places, the passages below the intersections are also congested. During the last decade, there have been several significant floods in the town area of Yellowbogárd, and tens of buildings have collapsed or become uninhabitable due to the inland water. Most recently, during 2010 there was a situation of force majeure in the area covered by the current tender in Kinizsi and Nagy Lajos utca. The main problem was that the heavy rainfall could not be diverted in due time by the ditch network due to the inadequate cross-section of the grid and the passages below the gateways. There was no force majeure situation, but in 2013 and 2015 there was a significant flood in the settlement, when local government defence was needed. The groundwater base is threatened by pollutants infiltrated through the soil due to the drainage of insufficient rainwater. The ditch system can't drain rainwater at sufficient speed, and the ditch is the water that stinks, and the pathogens appear. This does not fit into a 21st-century cityscape, whether environmentally, health or aesthetically. The Municipality of Sárbogárd received a grant in 2012 in the framework of its successful application No KDOP-4.1.1/E-11-2011-0018 entitled “Water management of the central areas of the town of Sárbogárd, development of rainwater drainage system”. As part of the development, the water management of the city centre areas and the renovation of the rainwater drainage system were carried out. The Municipality of Sárbogárd had prepared water planning plans for the whole town years ago. Water management of the entire area of the town of Sárbogárd would cost billions of forints. In the framework of the call for proposals TOP-2.1.3-15, Urban Environmental Infrastructure Developments, it was possible to continue the water planning process already underway. It is clear from the tender that the entire water management of the city will not be fully implemented within the framework of this tender, but only the most necessary. Sárbogárd, part of the district of Sárbogárd, is included in the Decree No 290/2014 on the classification of the beneficiary districts. District to be developed as a complex programme in Annex 2 to Government Decree No 2 of 26 November 2013. The areas most vulnerable from the point of view of water damage control in the village of Sárbogárd are the deep-facing areas bounded by Ady and Tinódy Streets and those parts of the settlement where no rainwater drainage has been built at all. The streets affected by the development are located in the central part of Sárbogárd, west of the main street of Sárbogárd.     Sárbogárd a Közép-dunántúli Régió Fejér megye déli részén fekvő vidékies jellegű egyéni karakterű kisvárosa. Sárbogárd a Közép-Mezőföld kistáj nyugati részén az Ős-sárvíz megsüllyedt hordalékkúpján települt. Talajvíz mélysége változó, a településen 1-2 méter közötti (bizonyos területeken csupán 70 cm), a település magasabb részein a talajvíz már 6-7 méteres mélységben található. A város területe síkvidék, a sárvíz mocsaras és abból kiemelkedő területén alakult ki a mai város. A városban évek óta megoldatlan, visszatérő és jelentős problémát okoz a megálló csapadékvíz. A földrajzi fekvésből fakadó egyik jelentős problémát a csapadékvíz okozza, mert a település növekedése során kiépített csapadékvíz-elvezető rendszer, azaz a meglévő elvezető rendszer nem teljeskörűen került kiépítésre - bizonyos utcákban máig nincs csapadékvíz-elvezető árok, valamint az egyes területeken mély-pontok alakultak ki, ahol a csapadékvíz a lefolyás idején elárasztást, belvízveszélyt okoz, veszélyezteti az épületek állékonyságát. Azaz a településen évtizedek óta jelentős probléma a csapadékvíz-elvezetés. Az utcai vízelvezető árkok nem egységes koncepció alapján készültek, így azok keresztmetszete, az egyes kapubejárók alatti átereszek kialakítása nem megfelelő. A jelenlegi meglévő füvesített földárok rendszer már csak kis hatással tud működni. A legtöbb helyen az ingatlanok kapubejárói alatt nem megfelelő keresztmetszetű átereszek találhatóak. Az árkok nagy része nem burkolt, így gyorsan feliszapolódik, feltöltődik. Néhány helyen a keresztező utak alatti átereszek is szűk keresztmetszetűek. A sárbogárdi városrészben, az utóbbi évtizedben több jelentős elöntés is volt, a belvíz miatt több tíz épület dőlt össze vagy vált lakhatatlanná. Legutóbb 2010. év során volt vis maior helyzet a jelenlegi pályázatban szereplő környéken a Kinizsi és Nagy Lajos utcában. A fő problémát az okozta, hogy a nagy mennyiségű csapadékot nem tudta kellő időben az árokhálózat elvezetni a hálózat és a kapubejárók alatti átereszek nem megfelelő keresztmetszete miatt. Vis maior helyzet ugyan nem, de 2013-ban és 2015-ben is volt jelentősebb elöntés a településen, ekkor önkormányzati védekezésre volt szükség. A felszín alatti vízbázist veszélyeztetik az elégtelen csapadékvíz elvezetéséből adódóan a talajon keresztül beszivárgó szennyező anyagok. Az árokrendszer nem tudja kellő sebességgel elvezetni a csapadékvizet, az árokban pang a víz, amely poshad, büdösödik, megjelennek a kórokozók. Mindez nem illik bele egy 21. századi városképbe sem környezetileg, sem egészségügyileg, sem esztétikailag. Sárbogárd Város Önkormányzata a KDOP-4.1.1/E-11-2011-0018 azonosító számú, Sárbogárd Város központi területeinek vízrendezésére, csapadékvíz-elvezető rendszerének fejlesztése című sikeres pályázata keretében 2012. évben pályázati támogatásban részesült. A fejlesztés keretében a városközponti területek vízrendezése, csapadékvíz-elvezető rendszerének felújítása valósult meg. Sárbogárd Város Önkormányzata már évekkel ezelőtt elkészíttette a város egészére vonatkozó vízrendezési terveket. A Sárbogárd város teljes területének vízrendezése több milliárd forintba kerülne. A TOP-2.1.3-15 kódszámú, Települési környezetvédelmi infrastruktúra-fejlesztések című pályázati felhívás keretében lehetőség nyílt folytatni a már megkezdett vízrendezést. A pályázati kiírásból kiderül, hogy a város teljes vízrendezését jelen pályázat keretében sem sikerül teljeskörűen megvalósítani, csak a legszükségesebbeket. Sárbogárd, a Sárbogárdi járás részeként, szerepel a kedvezményezett járások besorolásáról szóló 290/2014. (XI.26.) Korm. rendelet 2. sz. mellékletében, mint komplex programmal fejlesztendő járás. A város sárbogárdi településrészének vízkár-elhárítási szempontból leginkább veszélyeztetett területei az Ady és a Tinódy utca által határolt mély fekvésű területek, illetve a település azon részei, ahol eddig egyáltalán nem volt kiépítve a csapadékvíz-elvezetés. A fejlesztéssel érintett utcák Sárbogárd központi városrészében, a település főutcájától nyugatra eső területen találhatók. Jelen projekt keretében Sárbogárd központi területeinek, vízkár veszélyeztetettség szempontjából legkritikusabb részein a csapadékvíz elvezetésének rendezése történik, annak érdekében, hogy a csapadékíz-elvezető rendszer bővítésével egészségesebb, élhetőbb élettér alakuljon ki, melyben a természeti és épített környezet nincs kitéve újabb vízkárok okozta rongálódásnak. A projekt konkrét célja: Sárbogárd központi területén a belvízvédelmi szempontból legkritikusabb területek Tinódy utca környékének (Sárbogárd központi városrész nyugat-délnyugati része), a település legmélyebben fekvő, illetve jelenleg csapadékvíz-elvezető árokkal nem rendelkező utcáiban csapadékvíz-elvezető rendszer kialakítása, illetve a meglévő szakaszok felújítása.
