The Building Energy Certificate and the Project Plan have been completed. — The municipality fulfils its information obligations. — BMR between -4 — + 4 %. — The use of a technical inspector is planned. — Reduces national greenhouse gas emissions in absolute terms. —Building with a useful floor area exceeding 50 sqm. — Permanent users will be informed by the municipality. — The energy classification of the building prior to the renovation (CC-up-of-the-art) is better than the “D-modern” activities, so the Call 3.1.1/b-c) can be independently supported. — At its existing connection point, the building’s energy system will be connected to the network of utilities. — For the project that is the subject of the application, the municipality does not use funding from other calls for the 2014-2020 programming period. — Unit costs do not exceed the limits of the call. — The property is free of legal and claim-free. — The consortium partner is obliged to apply a pro rata for the right to deduct VAT.The proportion of non-deductible VAT is 60 %, which is determined on the basis of the 2015 ratio. The 40 % deductible VAT is included in the resources by the applicant for the grant as an ineligible contribution. The aid rate is 100 %. Self-statement is not required. — The project fits the National Energy Strategy 2030, Hungary II. National Energy Efficiency Action Plan and National Building Energy Strategy. — Is consistent with the objectives of the call and meets the objectives of the call. — Contributes to the reduction of primary energy consumption in establishments operated by a company wholly owned by the municipality. Renewable generation capacity is increasing. — Contributes to reducing GHG emissions. — The building is owned by a company wholly owned by a municipality. —The subject-matter of the application for aid and the subject-matter of the aid application is not covered by the grounds for exclusion. — The municipality undertakes to meet its expectations and other requirements regarding the technical and professional content and implementation of the project. — The measured and calculated energy consumption data of the pre- and post-development state, as well as the definition of operating costs, are presented in the implementation schedule. — Risk factors, probabilities, effects have been considered. The Municipality proposes to avoid it. — The link with the projects of the sectoral Operational Programmes, other measures of the TOP, the alignment and synergistic effect of the developments were presented. —The project is carried out in settlements with more than 10,000 people. — Investment is not exclusionary for any social group. Cél a közcélú, nem professzionális sporthoz kötődő sportlétesítmény, fedett uszoda, közcélú szabadidős létesítmény hatékonyabb energiahasználatának, racionálisabb energiagazdálkodásának elősegítése. Az épület energia fogyasztásának egy részét megújuló energia alapú termelésből fedezze és csak a fennmaradó rész beszerzése valósuljon meg hagyományos forrásokból, ezáltal jelentős költségmegtakarítást érve el. A projektben a 100%-ban önk. tulajdonú gazdasági társaság tulajdonában levő épületegyüttes energiahatékonyságot célzó felújítása és fejlesztése, valamint a projektbe tervezett képzésen keresztül a megújuló energiaforrások használatának népszerűsítése valósul meg. Az épületegyüttes akadálymentesítése nem releváns, mert csak fűtéskorszerűsítést valósít meg. A tervezett korszerűsítés nem engedélyköteles. Önnállóan támogatható tevékenységek: - Fosszilis energiahordozó alapú hőtermelő berendezések korszerűsítése, cseréje, és/vagy a kapcsolódó fűtési és HMV rendszerek korszerűsítése, - HMKE fotovoltaikus rendszer kialakítása saját villamosenergia-igény kielégítése céljából, - Napkollektorok telepítése és hőközlő rendszerre kötése. Önállóan nem támogatható, választható vagy kötelezően megvalósítandó tevékenységek: - Nyilvánosság biztosítása, - Képzési anyag kidolgozása, képzés tartása, - Azbesztmentesítés nem releváns. Önkormányzat a környezetvédelmi és esélyegyenlőségi szabályokat betartja, nyilvános eseményeken, kommunikációjában és viselkedésében esélytudatosságot fejez ki. -Önálló energetikai rendszerrel rendelkező épület energetikai korszerűsítése valósul meg, amely nagyközönség számára látogatható. - A korszerűsítés energetikai központú felmérésen és számításokon alapul. - A korszerűsítésnek klímakockázata nincs. - Kizárólag támogatott intézményeknek (funkcióknak) helyt adó épület + kapcsolódó infrastruktúra energiahatékonysági fejlesztése + megújuló energiafelhasználásának növelése. - Az Épületenergetikai tanúsítvány és a Projekt Terv elkészült. - Önkormányzat a tájékoztatási kötelezettségeinek eleget tesz. - BMR -4 - +4 % közötti. - Műszaki ellenőr alkalmazása tervezett. - Abszolút értékben csökkenti az országos üvegházhatású gázkibocsátást. -Épület hasznos alapterülete meghaladja az 50 nmt. - Állandó használóit tájékoztatásban fogja az önkormányzat részesíteni. – Az épület energetikai besorolása a korszerűsítést megelőzően (CC–korszerű) jobb, mint a "DD-korszerűt megközelítő", így a Felhívás 3.1.1/b-c) tevékenységek önállóan támogathatóak. - Meglévő csatlakozási pontján fog az épület energetikai rendszere a közműszolgáltató hálózatára csatlakozni. - A pályázat tárgyát képező projekthez az önkormányzat nem vesz igénybe a 2014-2020-as tervezési időszak más Felhívásaiból támogatást. -A fajlagos költségek nem haladják meg a felhívás szerinti határokat. – Az ingatlan per- és igénymentes. - A konzorciumi partner ÁFA levonási jogánál arányosítást köteles alkalmazni.Az arányosítás során a le nem vonható ÁFA aránya 60%, amely a 2015.évi arányszám alapján került megállapításra. A levonható 40% ÁFA-t a támogatást igénylő nem elszámolható hozzájárulásként szerepelteti a források között. A támogatási arány 100%. Önerő nyilatkozat nem szükséges. - A projekt illeszkedik a Nemzeti Energiastratégia 2030, Magyarország II. Nemzeti Energiahatékonysági Cselekvési Terv, ill. Nemzeti Épületenergetikai Stratégiában megfogalmazottakhoz. - Összhangban van a felhívás céljaival, a felhívásban szereplő célokat teljesíti. - Hozzájárul az önkormányzat 100%-os tulajdonában álló gazdasági társaság által működtetett intézmények primerenergia-fogyasztásának csökkentéséhez. Megújuló energiatermelési kapacitás növekszik. - Hozzájárul az ÜHG-kibocsátás csökkentéséhez. –Az épület 100%-os önkormányzat tulajdonában álló gazdasági társaság tulajdonban van. -Támogatást igénylő és a támogatási kérelem tárgya nem tartozik a kizáró okok alá. - Önkormányzat vállalja a projekt műszaki-szakmai tartalmával és megvalósításával kapcsolatos elvárásai és egyéb elvárások teljesítését. – A fejlesztés előtti és utáni állapot mért és számított energiafelhasználási adatai, valamint a működési költségek meghatározása a megvalósítás ütemtervben bemutatásra került. - Mérlegelésre kerültek a kockázati tényezők, valószínűségei, hatásai. Az Önkormányzat a kivédésére javaslatot tesz. - Bemutatásra került az ágazati Operatív Programok projektjeihez, a TOP más intézkedéseihez való kapcsolódás, a fejlesztések egymáshoz illeszkedése, szinergikus hatása. -A projekt 10.000 fő feletti településen valósul meg. – A beruházás nem kirekesztő egyetlen társadalmi csoport számára sem. TERÜLET-SPECIFIKUS ÉRTÉKELÉSI SZEMPONTOK ÁLTALI MINŐSÍTÉS -5 szempont tekintetében hozzájárul a megye ITP céljaihoz, amelyek külön Nyilatkozatban kerülnek bemutatásra. A projektnek a 2000/60/EK 4.cikkének (3)-(7) szerint, illetve a 221/2004(VII.21.) Kormány rendelet 6-10 szerint a vizek állapotára nincs hatással, az erről szóló Nyilatkozat csatolásra kerül.
