A further objective is to enable bicycles to be used by others who have so far chosen a different means of transport to reach their destination. B) The technical and technical content of the project, together with a description of the scope of the selected self-eligible and non-eligible activities: Self-eligible activity: A) Cycling-friendly development: a) Making the transport road network of a whole settlement or part of a settlement into a cyclist-friendly by designating and constructing bicycle traffic facilities. The development is in line with the objectives of the call, the development meets and contributes to the objectives set out in the call. Ineligible activity on its own: Infrastructural works necessary for the implementation of eligible activities, restructuring of rain drainage systems, traffic engineering activities, construction and renovation of structures, complex land preparation works, works required by the authority’s licence. Activities that are not eligible independently and are to be carried out on a mandatory basis: accessibility, publicity, implementation of an awareness-raising campaign. The expected financing of the project is as follows: Aid claimed: 150 000 000 HUF. Own resources: 0 HUF. Description of the technical content to be implemented In the intersection of roads 32 and 3226, the route of a bicycle road built at the side of the pavement on the left side of road No 3226 follows the direction of the road in a horizontal sense, and runs almost parallel to it. The bicycle road runs in a straight line at the Rákóczi street border 3.15 m from the road. The concrete pavement here will be dismantled. It is connected to the intersectional asphalt paved roads in level. The asphalt covering of the crossed municipal residential roads is 1-1 m overstretched, and the cycle path is built to the level of asphalt covering. At gate entrances, the level difference is bridged by installing a border “K”. The bike path is made with a utility width of 2.70 m with a one-sided garden border of 5 cm. The 30 cm Ot=side barrier band between the left-hand side of the continuous footing fence and the buildings at the boundary of the plot and the bicycle road is covered to avoid mud-lifting. The pavement of this lane corresponds to the track structure of the cycle path. The built width of the bike path is thus Mind=3.10 m. Yellow optical band 0.12 m wide shall be painted at 2.80 m from the outer plane of the garden border. A separate road connection is made in four places from the bicycle road, where the road connection on the other side of the road is expected to be larger cross-bicycle traffic. The design area is located on the left side of Jászalsószentgyörgy-Tiszasüly road 3226, starting from the km section 0+ 008. The planned Rákóczi Street Bicycle Road is 1 362 m long. The planning area is road 3226 (Hrsz.: 764/1), owned by the Hungarian State. The trustee is the Hungarian Public Road Nonprofit Zrt (5000 Szolnok, Petőfi Sándor út 7-11).     a) A projekt célja: Jászalsószentgyörgy egyik legfontosabb fejlesztési célkitűzése, hogy a Tiszasüly-Jászalsószentgyörgy összekötő 3226. sz. út Jászalsószentgyörgy Rákóczi úti belterületi szakaszán kerékpárutat építsen, a közlekedés biztonságosabbá tétele és a létesítendő kerékpárút nyomvonala közvetlen közelében lévő gazdasági üzemek, munkahelyek, szolgáltatást végző helyi vállalkozások minél könnyebb elérése érdekében. Ezen a belterületi szakaszon a napi forgalom meghaladja a 2000 E/napot. A forgalomszámlását a Magyar Közút Nonprofit Zrt. Jász-Nagykun-Szolnok Megyei Igazgatóság munkatársai bevonásával, oktatási tematikájuk figyelembe vételével két napon át elvégeztük, az így kapott eredményeket csatoljuk az adatlaphoz. A cél tehát az érintett településrész kerékpárosbaráttá tétele kerékpárforgalmi létesítmények építésével. A Megvalósíthatósági Tanulmányban és a kapcsolódó dokumentumokban megvizsgálásra kerül, hogy az érintett településrésznek – mint beavatkozási területnek – a közlekedési úthálózata, hogyan tehető kerékpárosbaráttá a biztonságos, közvetlen és kényelmes kerékpározhatóság szempontjainak figyelembevételével. A kerékpárút megvalósításával a legfőbb cél a település belterületén és határában lévő gazdasági egységek, valamint a település központjának hatékony, gyors, környezetbarát és gazdaságos megközelítésének az elősegítése, valamint az érintett településrész közlekedésének fejlesztése. További célként jelenik meg, hogy a kerékpárút megvalósításával többek számára nyílik lehetőség kerékpár használatára, akik idáig másfajta közlekedési eszközt választottak úti céljuk elérése érdekében. b) A projekt szakmai-műszaki tartalma a választott önállóan támogatható és önállóan nem támogatható tevékenységek körének a bemutatásával együtt: Önállóan támogatható tevékenység: A) Kerékpárosbarát fejlesztés: a) Teljes település vagy településrész közlekedési úthálózatának kerékpárosbaráttá alakítása kerékpárforgalmi létesítmények kijelölésével, építésével. A fejlesztés összhangban van a felhívás céljaival, a fejlesztés a felhívásban szereplő célokat teljesíti, azokhoz hozzájárul. Önállóan nem támogatható tevékenység: A támogatható tevékenységek megvalósításához szükséges infrastrukturális munkák, csapadékvízelvezető-rendszer átépítése, forgalomtechnikai tevékenységek, műtárgyépítés és felújítás, komplex terület-előkészítési munkák, szakhatósági engedélyben előírt munkák elvégzése. Önállóan nem támogatható, kötelezően megvalósítandó tevékenységek: akadálymentesítés, nyilvánosság biztosítása, szemléletformáló kampány megvalósítása. A projekt várható finanszírozása a következő: Igényelt támogatás: 150 000 000 Ft. Saját forrás: 0 Ft. A megvalósításra kerülő műszaki tartalom ismertetése A 32. és a 3226. számú közutak kereszteződésében a 3226. számú közút bal oldalán található járda helyén épülő kerékpárút nyomvonala vízszintes értelemben követi a közút vonalvezetését, azzal közel párhuzamosan vezet. A kerékpárút a közúttól 3,15m-re egyenesen halad a Rákóczi utcai telekhatár mellett. Az itt levő beton járda elbontásra kerül. A keresztező aszfaltburkolatú utakhoz szintben csatlakozik. A keresztezett Önkormányzati lakó utak aszfaltburkolata 1-1m túlnyújtással elbontandó, és a kerékpárút aszfaltburkolat szintjére kerül megépítésre. A kapubehajtóknál a szintkülönbség „K” szegély beépítésével kerül áthidalásra. A kerékpárút Hsz=2,70m használati szélességgel, egyoldali 5 cm széles kerti szegéllyel készül. A bal oldali folyamatos vb. lábazatos kerítés és a telekhatáron levő épületek és a kerékpárút közötti 30 cm-es Ot=oldalakadály sáv a sárfelhordás elkerülése érdekében leburkolásra kerül. E sáv burkolata egyezik a kerékpárút pályaszerkezetével. A kerékpárút épített szélessége így Ész=3,10m. A kerti szegély külső síkjától 2,80m-re 0,12m széles sárga optikai sáv festendő. A kerékpárútról négy helyen önálló útcsatlakozás készül, ahol a közút túloldalán levő útcsatlakozásból nagyobb keresztező kerékpáros forgalom várható. A tervezési terület a 3226 sz. Jászalsószentgyörgy-Tiszasüly összekötő út bal oldalán található, annak 0+008 kilométerszelvénytől indul. A tervezett Rákóczi utcai Kerékpárút 1362 m hosszú. A tervezési terület a 3226 sz. közút (Hrsz.: 764/1), amely a Magyar állam tulajdona. A vagyonkezelő a Magyar Közút Nonprofit Zrt (5000 Szolnok, Petőfi Sándor út 7-11.). A tervezési terület a közúti út területe, a hrsz.: 764/1. A kerékpárút hálózati szerepe: „C” (- Helyi célokat köt össze,>1000 kerékpár/nap/kétirányú forgalom. Átlagos napi forgalom a tervezési szakaszon: ÁNF 2245. A tervezési szakaszon a kétirányú gyalogosforgalom a helyszíni forgalomszámlálás szerint 288 fő/óracsúcs. c) A felhívás 3.2 pontjában előírt feltételek teljesülése: A projekt támogatói egyeztetést és jóváhagyást megelőző Megvalósíthatósági tanulmánnyal és műszaki tanulmánytervvel rendelkezik.
