The present grant application concerns the indicative allocation for all county actors, based on the total eligible costs, of the specific geographic envelopes set out in point 1.2 of the Call for Area-specific Annex. The Municipality of Balkans has prepared its Integrated Urban Development Strategy for the 2014-2020 programming period. The goal set out in the Development Paper is to increase the capacity of the city to retain its population through sustainable urban development, strengthening the local economy and creating an attractive, liveable city. Developments in the project contribute to both the thematic and territorial objectives of the ITS. Development interventions contribute to the achievement of the city’s four thematic objectives. The creation of green spaces (rest parks, playgrounds, outdoor gymnastics) as well as the development of the market contribute to the realisation of the city’s thematic objective of the “Contracting urban and landscape environment” (T3). Developments directly into two (City Centre goal: Strengthening the central functions of the city centre, the sustainable development of urban public services, and the creation of an attractive green city centre. (V1); North-West Town Target: Developing an advanced, attractive living environment to increase the city’s population retention power. (V2) contribute to its realisation. In the green city action area affected by developments, nearly 1/5 of the population of the city lives. The age group distribution of the action area is less favourable compared to urban values. The Green City action area consists of a predominantly active and more educated population. The share of tertiary graduates is twice the urban value. Looking at the employment characteristics of the action area, it can be concluded that the share of people without regular work income is lower than the urban average. According to 2011 data, unemployment affects the action area less than other areas of the city. The interventions planned under the call will be implemented in the Green City Action Area designated by the City’s Integrated Urban Development Strategy. The action area affected by the development covers the central areas of the city. The action area includes administrative, community and economic institutions, as well as suburban and rural residential areas. The action area is rich in architectural heritage (local and two national monuments). Developments implemented: Call 3.1.1 Self-eligible activities A/Main activity — development of a green city (a) increasing the area of plants, habitats and biodiversity, reconstructing the plant stock of the green surface, removing weed control as a one-time intervention, and nursing work — Kossuth garden, gym park, playground grassland d) urban active recreational green areas (urban educational path, training track, runway, dog runway, dog runner, etc.), development of a playground, open-air gymnastics field, etc.) — gym park, playground development C/Main activity — economic recovery a) development of a market area for local products (urban, local market, market hall) and acquisition of physical equipment necessary for basic operation — development of the market 3.1.2 Ineligible activities (a) surveying and mapping of the urban green infrastructure network underpinning the reconstruction and development of a green infrastructure network, drawing up a development and maintenance action plan — preparation of action plan g) with water permeable covering (e.g.: reconstruction and refurbishment of walking paths (with Murva, stabilised crushed or mulch coverings, other permeable coverings), the construction of walking paths with permeable coverings in the whole layer, construction or replacement of non-permeable coverings, paving repairs — spatial stone i) the purchase of equipment necessary for the proper use of the area (placement of high-quality street furniture suitable for the environment, etc.) — placing of street furniture 5.     Jelen támogatási kérelem a Felhívás Területspecifikus melléklet 1.2 pontjában szereplő elkülönített földrajzi célterületi keretek közül a Minden megyei szereplő számára elkülönített indikatív keretösszeg, összes elszámolható költség alapon elnevezésű keretre irányul. Balkány Város Önkormányzata a 2014-2020-as tervezési időszakra elkészítette Integrált Településfejlesztési Stratégiáját. Fejlesztési dokumentumban megfogalmazott cél a fenntartható városfejlesztésen, a helyi gazdaság erősítésén, vonzó, élhető város megteremtésén keresztül a város népességmegtartó erejének növelése. Projektben megvalósuló fejlesztések az ITS tematikus és területi céljaihoz egyaránt hozzájárulnak. Fejlesztés keretében megvalósuló beavatkozások a város négy tematikus céljának eléréséhez hozzájárulnak. A létrehozott zöldfelületek (pihenő parkok, játszótér, szabadtéri kondipálya), valamint a piac fejlesztése kiemelten hozzájárulnak a város „Vonzó városi és táji környezet” (T3) tematikus céljának megvalósulásához. Fejlesztések közvetlenül két (Városközpont városrészi cél: A városközpont központi funkcióinak erősítése, a városi közszolgáltatások fenntartható fejlesztése, vonzó, zöld városközpont kialakítása. (V1); Északnyugati városrészi cél: Fejlett, vonzó lakókörnyezet kialakítása a város népességmegtartó erejének növelése érdekében. (V2)) megvalósulásához járulnak hozzá. Fejlesztésekkel érintett Zöld város akcióterületen a város lakosságának közel 1/5-e él. Az akcióterület korcsoportos megoszlása a városi értékekhez viszonyítva kedvezőtlenebb. A Zöld város akcióterület döntően aktív korú és képzettebb lakosságot tömörít. A felsőfokú végzettséggel rendelkezők aránya a városi érték kétszerese. Akcióterület foglalkoztatottsági jellemzőit vizsgálva megállapíthatjuk, hogy rendszeres munkajövedelemmel nem rendelkezők aránya a városi átlagtól ugyan alacsonyabb. A 2011-es adatok alapján a munkanélküliség az akcióterületet kevésbé sújtja, mint a város egyéb területeit. Felhívás keretében tervezett beavatkozások a város Integrált Településfejlesztési Stratégiájában kijelölt Zöld város akcióterületen valósulnak meg. A fejlesztésekkel érintett akcióterület a város középső területeit foglalja magában. Az akcióterületen megtalálhatók a közigazgatási, közösségi, valamint a gazdasági funkciókat ellátó intézmények, valamint kertvárosias és falusias jellegű lakóövezetek. Akcióterület építészeti örökségekben gazdag (helyi és két országos jelentőségű műemlék található a területen). Megvalósuló fejlesztések: Felhívás 3.1.1 önállóan támogatható tevékenységek A/ Főtevékenység – zöld város kialakítása a) növényfelület, élőhelyek és biodiverzitás növelése, a zöldfelület növényállományának rekonstrukciója, egyszeri beavatkozásként gyomirtás/beteg fák eltávolítása, valamint ápolási munkák – Kossuth kert, kondi park, játszótér füvesítése d) városi aktív rekreációs zöldterületek (városi tanösvény, tanpálya, futópálya, kutyafuttató, játszótér, szabadtéri tornapálya stb.) kialakítása – kondi park, játszótér kialakítása C/ Főtevékenység – gazdaságélénkítés a) helyi termékek számára piaci terület (városi, helyi piac, vásárcsarnok) kialakítása és az alapműködéshez szükséges tárgyi eszközbeszerzés – piac fejlesztése 3.1.2 önállóan nem támogatható tevékenységek a) zöld infrastruktúra hálózat rekonstrukcióját, kialakítását megalapozó települési zöld infrastruktúra hálózat felmérése, térképezése, fejlesztési- és fenntartási akcióterv készítése – akcióterv elkészítése g) teljes rétegrendjében vízáteresztő burkolatú (pl.: gyöngykavics, murva, mulcs-borítású, stb.) sétautak nyomvonal rekonstrukciója, felújítása (murva, stabilizált zúzottkő vagy mulcsborítással, egyéb vízáteresztő burkolatokkal), teljes rétegrendjében vízáteresztő burkolatú sétautak létesítése, kialakítása nem vízáteresztő burkolat cseréje vagy kiváltása céljából, burkolatjavítás - térkövezés i) a terület rendeltetésszerű használathoz szükséges eszközbeszerzés (környezetbe illő, minőségi utcabútorok elhelyezése stb.) – utcabútorok kihelyezése 5.
