The fundamental objective of the development planned under the project is to strengthen the long-term cooperation between the local government and local businesses, and to ensure that public and private sector investments are implemented in a synergy manner, in order to achieve synergy effects on the development of the local micro-economic sector. Taken together, these interventions contribute to the development of the local economy and to the expansion of employment, in addition to the renewal of the urban environment. The following self-eligible activities will be implemented under the project: A) creation of a green city (a) increasing the area of plants, habitats and biodiversity, reconstruction of green surface plant stock — reconstruction of roundabout A) creation of a green city d) urban active recreation green areas — educational path and playground B) I. economic recovery activity — c) Renovation of building owned by the majority municipalities of under-used or disused majority governments, utilisation for economic recovery (1) establishment of commercial and/or service spaces and the purchase of physical assets necessary for the basic operation of the building — establishment of a service house B) II. community-purpose activity a) cultural activity, renewal of the building owned by the municipality or owned by the consortium partner which is still in operation before the submission of the grant application and the acquisition of tangible assets necessary for the core operation, with the exception of the activities referred to in point 3.1.4 of this call — Reconstruction of the service house — memorial house function C) a) establishment of a market area for local products (urban, local market, market hall) and the acquisition of physical equipment necessary for the basic operation — the establishment of a market space is not eligible for self-eligible activities: B) crime prevention through environmental planning g) with permeable covering (e.g.: reconstruction and refurbishment of walking paths (with Murva, stabilised crushed stone or mulch coverings, other permeable coverings), the establishment of permeable walking paths in the entire layer order, the construction or replacement of non-permeable coverings, the repair of the surface i) the purchase of equipment necessary for the proper use of the area (installation of quality street furniture suitable for the environment, etc.) 2. In connection with the renewal of land and buildings owned by local government-owned or majority-owned enterprises, irrespective of the nature of the use, the surface, open and underground parking spaces required by law may be renewed or developed, provided that the intervention is not carried out by using or remodeling a green area. 6. Infrastructural developments aimed at improving public safety, preserving and maintaining the results of the development. Of the mandatory activities to be carried out ineligible individually, the following shall be implemented: — Energy efficiency measures — Exemption of scattered asbestos — Not relevant — Accessibility — Providing publicity — Partnership planning — Implementation of ‘soft’ elements complementing infrastructure investment developments The development planned under the project contributes to the 5 priorities of the Szabolcs-Szatmár-Bereg County Regional and Urban Development Operational Programme and the development contributes to the achievement of the 5 indicators of the Szabolcs-Szatmár-Bereg County Regional and Urban Development Operational Programme, thereby directly contributing to the effective implementation of the Regional Development Programme and the Integrated Territorial Programme of Szabolcs-Szatmár-Bereg County. The nature of the investment as a result of the development provides an opportunity to improve the employment situation of the population of the settlement, given that the project has also implemented a recovery-enhancing activity. The development concept will make a realistic contribution to the mandatory planning of the relevant indicator development of the Municipality of Nyírlugos. The investment was planned in a cost-effective, realistic and economical way. The project does not lead to an increase in the proportion of the population with low status in the action area or in other areas of the city, nor does it contribute to increasing the concentration of the low-status population. The long-term operation and maintenance of the activity planned under the project is ensured by its expertise and institutional background.     A projekt keretében tervezett fejlesztés alapvető célja, hogy az önkormányzat és a helyi vállalkozások hosszú távú együttműködése erősödjön, a köz- és a magánszektor beruházásai egymást támogatva, összehangolva kerüljenek megvalósításra, annak érdekében, hogy azok szinergikus hatást fejtsenek ki a helyi, mikrogazdaság fejlődésére. Ezen beavatkozások együttesen a városi környezet megújításán túl, hozzájárulnak a helyi gazdaság fejlődéséhez, a foglalkoztatás bővítéséhez. Az egyes projektelem tervezése során alapvető cél volt a a városi közterületek környezettudatos, klímabarát megújítása. Cél a városi zöld környezet megteremtése, a beruházás egyes elemeinek gazdaságos fenntartásának támogatása. A projekt keretében az alábbi önállóan támogatható tevékenységek kerülnek megvalósításra: A) zöld város kialakítása a) növényfelület, élőhelyek és biodiverzitás növelése, a zöldfelület növényállományának rekonstrukciója - körforgalom rekonstrukciója A) zöld város kialakítása d) városi aktív rekreációs zöldterületek - tanösvény és játszótér B) I. gazdaságélénkítő tevékenység - c) alulhasznosított vagy használaton kívüli többségi önkormányzatai tulajdonban lévő épület megújítása, hasznosítása gazdaságélénkítési céllal 1. kereskedelmi és/vagy szolgáltató terek kialakítása és az épület alapműködéséhez szükséges tárgyi eszközök beszerzése - szolgáltatóház létesítése rendezvénytér B) II. közösségi célú tevékenység a) kulturális tevékenységet magában foglaló, a támogatási kérelem benyújtását megelőzően is üzemelő, önkormányzati tulajdonban vagy a konzorciumi partner tulajdonában lévő épület megújítása és az alapműködéshez szükséges tárgyi eszközbeszerzés, kivéve a jelen felhívás 3.1.4. pontjában foglalt tevékenységeket - Szolgáltató ház rekonstrukciója - emlékház funkció C) a) helyi termékek számára piaci terület (városi, helyi piac, vásárcsarnok) kialakítása és az alapműködéshez szükséges tárgyi eszközbeszerzés - piactér létesítése Önállóan nem támogatható választható tevékenységek: b) bűnmegelőzés a környezettervezés segítségével g) teljes rétegrendjében vízáteresztő burkolatú (pl.: gyöngykavics, murva, mulcs-borítású, stb.) sétautak nyomvonal rekonstrukciója, felújítása (murva, stabilizált zúzottkő vagy mulcs-borítással, egyéb vízáteresztő burkolatokkal), teljes rétegrendjében vízáteresztő burkolatú sétautak létesítése, kialakítása nem vízáteresztő burkolat cseréje vagy kiváltása céljából, burkolatjavítás i) a terület rendeltetésszerű használathoz szükséges eszközbeszerzés (környezetbe illő, minőségi utcabútorok elhelyezése stb.) 2. Az önkormányzati tulajdonban, vagy önkormányzati többségi tulajdonú gazdasági társaság tulajdonában lévő terület és épület megújítása kapcsán – függetlenül a hasznosítás jellegétől – megújíthatóak, ill. kialakíthatóak a jogszabály alapján kötelezően előírt felszíni, nyílt, valamint felszín alatti parkolóhelyek, amennyiben a beavatkozás nem zöldterület felhasználásával, átalakításával történik. 6. A közbiztonság javítását, a fejlesztés eredményeinek megőrzését, fenntartását szolgáló infrastrukturális fejlesztések. Önállóan nem támogatható kötelezően megvalósítandó tevékenységek közül az alábbiak kerülnek megvalósításra: - Energiahatékonysági intézkedések - Szórt azbeszt mentesítése - nem releváns - Akadálymentesítés - Nyilvánosság biztosítása - Partnerségi tervezés - Infrastrukturális beruházás jellegű fejlesztéseket kiegészítő "soft" elemek megvalósítása A projekt keretében megvalósítani tervezett fejlesztés hozzájárul a Szabolcs-Szatmár-Bereg Megyei Terület- és Településfejlesztési Operatív Programjának 5 prioritásához, valamint a fejlesztés hozzájárul a Szabolcs-Szatmár-Bereg Megyei Terület- és Településfejlesztési Operatív Program 5 indikátorának teljesüléséhez, ezzel közvetlenül hozzájárulva a Szabolcs-Szatmár-Bereg Megye Területfejlesztési Programjának, illetve Integrált Területi Programjának eredményes megvalósításához. A fejlesztés eredményeként megvalósuló beruházás jellege lehetőséget teremt a település lakosságának foglalkoztatási helyzetének javítására, tekintettel arra, hogy a projekt keretében gazdaságélénkítő tevékenység is megvalósításra került. A fejlesztési elképzelés reálisan járul hozzá Nyírlugos Város Önkormányzatának kötelezően tervezendő releváns indikátorfejlesztéséhez. A beruházás költséghatékony módon, reálisan és takarékos módon került tervezésre. A projekt nem okozza az alacsonystátuszú lakosság arányának növekedését az akcióterületen és a város más területein sem járul hozzá az alacsony státuszú lakosság koncentrációjának növekedéséhez. A projekt keretében megvalósítani tervezett tevékenység hosszú távú működtetése, fenntartása szakértői és intézményi háttere biztosított. A beruházás az OP, a Felhívás, valamint a vonatkozó ITP céljainak elérése érdekében ERFA és ESZA-típusú (illetve ERFA "soft" jellegű) fejlesztéseket egyaránt magában foglal.
