The project concerns the development of a trailed cycle path along the roads 2415 and 24127 of the municipalities of Verpele, Tarnaszentmária and Sirok. Total track length: 12.74 km, of which 4.89 km was built and 7.85 km of designated cycle paths. The cycle path provides a connection between the settlements of Verpele and Sirok, also serving cycling transport in the settlements of Kőkútpuszta and Tarnaszentmária. The development of the project was greatly influenced by the integration of the Tarna Bike Route supported under the TOP-3.1-15 scheme on the basis of the principle of networking. The bicycle path between Kál -Verpelet is currently in the process of being implemented, the end point of which runs to the plant unit of Asiafood Kft., located outside the town of Verpelét. The present development will follow this route with the section of the bicycle road built from the outskirts of Verpele. In the next step, the route will continue by passing through Tarnaszentmária, which will be implemented by establishing a bicycle road on the road following the requirements of the call, as the average daily traffic within the urban area is below the 2000 E/day limit. After Tarnaszentmária, it will be possible to build a built bicycle path again, from which the route can continue by applying the designation once again to Kőkútpuszta. In Kőkútpuszta, the designation proceeds from road 2415 to road 24127, which ends at the building of the kindergarten in the inner part of the village, affecting the industrial area belonging to Sirek. The design of the bicycle road also affects the municipal road (about 1.2 km) accompanying the entire industrial area of several companies and plants, together with the construction of public lighting. Bearing in mind the sustainable transport goal, the planned route will create higher safety conditions for many cyclists involved in work. The employees of companies located in the area of Sirok’s industry often travel on sections of roads that are difficult to see and are free from street lighting, on the basis of which the development aims to remedy many years of problems. Another road safety goal calls for the continuation of the Tarna cycling route, so that the stone transport process from Mátra to the Kali Railway creates a huge burden and accident-threatening situations. The construction and designation of the cycle path is intended to reduce freight traffic and protect cyclists, which are problematic on a daily basis. On the one hand, the area is drained from surface rainwater typically by ditches with ground-bearing trenches, and at gateways there are passages and enveloped trenches. The design area is fully constructed in terms of public utilities (existing, operational plumbing, gas pipeline, sewer, drainage ditches, electric and telecommunication networks). During the preparation of the project, an agreement was made in principle with Magyar Közút N. Zrt. in order to start the process of appointing the state builder, the trustee, the owner’s contribution and the road operator’s contribution. The project is clearly affected by the need to involve the above-mentioned organisation and to extend consortium cooperation. In parallel with the submission of the aid application, the conciliation process starts, resulting in the inclusion of Magyar Közút N. Zrt. as a consortium member at a later stage of the project. For the construction of transport facilities to be set up during the preparation, the consent of the operators of the roads concerned and the necessary road construction permit must be obtained in order to start the implementation. The construction of public utilities to be replaced if necessary is possible after obtaining public utility operator contributions. Any new installations for the drainage of rainwater shall be subject to a water right installation permit. A projekt tárgyát képezi a Verpelét, Tarnaszentmária, Sirok települések közigazgatási területét érintő nyomvonalú kerékpárút kialakítása a 2415. és 24127. sz utak mentén. A nyomvonal teljes hossza: 12,74 km, melyből 4,89 km épített és 7,85 km kijelölt kerékpárút szakaszból áll. A kerékpárút összeköttetést biztosít Verpelét és Sirok települések között, kiszolgálva Kőkútpuszta és Tarnaszentmária településeket érintő kerékpáros közlekedést is. A projekt elképzelés kialakulását nagyban befolyásolta a hálózatosodás elvét alapul véve a TOP-3.1.1-15 konstrukció keretében támogatott, Tarna-menti kerékpárút című projektre való ráilleszkedés. A Kál -Verpelét között kialakításra kerülő kerékpárút jelenleg megvalósítás fázisában tart, melynek a végpontja a Verpelét település külterületén elhelyezkedő Asiafood Kft. üzemegységéig tart. Jelen fejlesztés pedig ezt a nyomvonalat követve indul Verpelét külterületről épített kerékpárút szakasszal. Következő lépésben Tarnaszentmárián történő átvezetéssel folytatódik a nyomvonal, mely a felhívás előírásait követve közúton történő kerékpárút kijelölésével valósul meg, mivel a lakott területen belül a 2000 E/nap korlátot nem éri el az átlagos napi forgalom. Tarnaszentmáriát követően újra lehetőség nyílik épített kerékpárút kiépítésre, melyről Kőkútpusztára érve újra a kijelölést alkalmazva folytatódhat a nyomvonal. Kőkútpuszta belterületen a 2415. sz. közútról a 24127. sz. közútra fordulva halad tovább a kijelölés, mely a Sirokhoz tartozó iparterületet érintve település belterületén ér véget az óvoda épületénél. A kerékpár út kijelölés a számos céget, üzemet felsorakoztató iparterületet végig kísérő önkormányzati utat (kb 1,2 km-es) is érinti közvilágítás kialakítással együtt. A fenntartható közlekedési célt szem előtt tartva a tervezett nyomvonal számos munkába járó kerékpáros részére teremt magasabb biztonságú közlekedési feltételeket. Sirok ipar területi részén lévő cégek dolgozói több műszakos beosztásban gyakran nehezen belátható, közvilágítás mentes útszakaszokon közlekednek, melyre alapozva a fejlesztés sok éves problémát kíván ezáltal orvosolni. Másik közlekedésbiztonsági cél szorgalmazza a Tarna-menti kerékpárút folytatását, hogy a Mátrából a káli vasútig irányuló kőszállítási folyamat hatalmas terhet és balesetveszélyes szituációakt teremt. A kerékpárút építése és kijelölése a napi szinten problémát okozó teherforgalom csillapítását és kerékpárosok védelmét kívánja szolgálni. A terület felszíni csapadékvíz elvezetése egyrészt jellemzően földmedrű árkokkal történik, kapubejáróknál átereszek és burkolt medrű árokszakaszok haladnak. A tervezési terület közműellátottság tekintetében teljesen kiépített (meglévő, üzemelő vízvezeték, gázvezeték, szennyvízcsatorna, csapadékvíz elvezető árkok, elektromos, illetve távközlési hálózat található). A projekt előkészítés szakaszában elvi egyeztetés történt a Magyar Közút N. Zrt-vel az állami építtetői kijelölés, vagyonkezelői, tulajdonosi hozzájárulás, közútkezelői hozzájárulás folyamatának elindítása érdekében. A projekt egyértelmű érintettséget mutat, hogy a fenti szervezet bevonása szükséges, és konzorciumi együttműködést is ki kell terjeszteni. A támogatási kérelem benyújtásával párhuzamosan elindul az egyeztetési folyamat, melynek eredményeként a projekt későbbi szakaszában konzorciumi tagként becsatolásra kerül a Magyar Közút N. Zrt. Az előkészítés során kialakításra kerülő közlekedési létesítmények építéséhez a megvalósítás indításához be kell szerezni az érintett utak kezelőinek hozzájárulását, illetve a szükséges útépítési engedélyt. A szükség esetén kiváltandó közművek építése közműkezelői hozzájárulások beszerzése után lehetséges. A csapadékvíz elvezetés esetleges új létesítményei vízjogi létesítési engedély kötelesek.
