We intend to submit this grant application from the indicative allocation allocated to all actors in the county. 1. The realisation of the project contributes to improving access to kindergarten care. Our goal is to provide a more modern kindergarten, equipped to meet the needs and requirements of today’s needs, and to provide an upgradeable culture of movement, to create a gym room equipped with modern equipment, in which mothers can keep their children safe. Our kindergarten is popular according to the opinion of the settlement, which is confirmed by the increase in the current kindergarten number. In order to ensure that mothers who care for their young children can get back to work smoothly, helping to improve the employment situation of our village, it is necessary to make the necessary improvements. The kindergarten is still popular today in Battony, with an 80 % occupancy rate. Our aim is to maintain or increase this utilisation rate. As an output, we focus on the learning and familiarisation of the Serbian language at kindergarten level, which provides the possibility of a smooth transition to Serbian school, and the only possibility of preserving Serbian language and identity in the small region. With the planned renovation, the infrastructure of the kindergarten services will be improved and quality improved. By improving the conditions of services and improving child care capacity, the project contributes to the return of parents with young children to the labour market, thereby increasing employment. There is no ground for exclusion relating to the applicant and the project set out in point 4.2 of the Call and the General Conditions. 2. Professional justification, demand and utilisation The project was designed on the basis of expected birth statistics and the needs of the target group, taking into account the expected needs in the future. With the implementation we do not create new places, there is no extension of space. The aim of the project is to improve access to kindergarten care in line with the call for proposals and to improve the quality of services. The planned development will contribute to supporting the employment of young children, thus improving employment and helping families through improving the quality of life. During the planning process, we only planned the eligible actions included in the call, with a view to cost-effectiveness. 3. By carefully planning project activities and defining project management tasks, we ensure the feasibility of the project. During the planning of the project’s scheduling, 7 milestones have been identified, the schedule is realistic and can be adhered to. The action schedule is fully aligned with cost schedule and funding. The project aims at a kindergarten development, so the involvement of a specialist in the field of early childhood care is not relevant. 4. Risks During the planning, risks within and outside the institution that threaten development were assessed. The planned measures are set out in the chapter ‘Display of risks’. 5. Project complexity The project includes Infastructural development and equipment procurement. The project is planned to be implemented in synergy with the ESF programmes of TOP 5/7. The project has an integrated approach, and in the future we will continuously examine and plan the link with further ESF developments in order to further develop the results of the project. 6. Impact The building to be renovated does not contain scattered asbestos, no asbestos removal is required. The project is located in the area of Battonya, the district of Mekovácsház, which is about the classification of the beneficiary districts of 290/2014. (XI. 26) is one of the districts to be developed with a complex programme on the basis of the categories provided for in Government Decree No 26/2001. 7. Integrated approach The project will be implemented in synergy with the ESF programmes of TOP Priority 5 and under the Human Resource Development Operational Programme, if the eligibility conditions allow the Project Owner to support these development activities with ESF-type activities. The project has an integrated approach and will be linked to further ESF developments in the future. 8. Sustainability The project can be operated and sustainable in the long term, beyond 5 years. The analysis of sustainability aspects is presented in the chapter ‘Description of Sustainability’. The planned development does not lead to a reduction in green areas and thus contributes to environmental sustainability. 9. Equal opportunities By carrying out accessibility (new entrance, barrier-free parking, new ramp, affected exterior and interior windows, the establishment of an accessible toilet for adults and children, induction loop to help large-hearing people, information system) the situation of the target group for equal opportunities with disabilities is improved.     Jelen támogatási kérelmünket a minden megyei szereplő számára elkülönített indikatív keretösszeg terhére kívánjuk benyújtani. 1. Illeszkedés a TOP céljaihoz A projekt megvalósítása hozzájárul az óvodai ellátáshoz való hozzáférés javításához. Célunk korszerűbb, a mai kor igényeinek és követelményeinek megfelelő felszereltségű óvoda biztosítása, a fejleszthető mozgáskultúra biztosítása céljából modern eszközökkel rendelkező tornaszoba kialakítása, amely intézményben az édesanyák biztonságban tudják gyermekeiket. Az óvodánk a településen tapasztalható vélemények szerint népszerű, amit a jelenlegi óvodai létszám emelkedése is alátámaszt. Azért, hogy a kisgyermekeiket gondozó édesanyák zökkenőmentesen vissza tudjanak állni a munka világába, ezzel is segítve településünk foglalkoztatási helyzetének javítását, szükséges fejlesztéseket megvalósítani. Az óvodának ma is népszerű Battonyán, jelenleg 80%-os a férőhely kihasználtság. Célunk ennek a kihasználtságnak a fenntartása, illetve növelése. Kimenetként a szerb nyelv óvodai szinten történő elsajátítását, megismerését tartjuk szem előtt, amely a szerb iskolába való gördülékeny átmenet lehetőségét biztosítja, illetve a szerb nyelv és identitástudat megőrzésének egyedüli lehetősége a kistérségben. A tervezett felújítással az óvodai szolgáltatások infrastruktúrája javul, minőségi fejlesztésére kerül sor. A szolgáltatások feltételeinek javításával, a gyermekellátó kapacitás fejlesztésével a projekt hozzájárul a kisgyermekes szülők munkaerőpiacra történő visszatéréséhez, ezáltal a foglalkoztatás növeléséhez. A pályázóval és a projekttel kapcsolatos, a Felhívás 4.2. pontjában és az ÁÚF-ben meghatározott kizáró ok nincs. 2. Szakmai indokoltság, igény és kihasználtság A projekt a várható születési statisztikák és a célcsoport igényeinek alapján került megtervezésre, a jövőben várható szükségletek figyelembe vételével. A megvalósítással új férőhelyet nem alakítunk ki, férőhelybővítés nem történik. A projekt célja a pályázati felhívással összhangban az óvodai ellátáshoz való hozzáférés javítása, és a szolgáltatások minőségi fejlesztése. A tervezett fejlesztés hozzájárul a kisgyermeket nevelők munkavállalásának támogatásához, így a foglalkoztatás javításához, valamint az életminőség javításán keresztül a családok segítéséhez. A tervezés során kizárólag a felhívásban szereplő támogatható tevékenységekkel terveztünk, a költséghatékonyság szem előtt tartása mellett. 3. Megalapozottság A projekttevékenységek körültekintő tervezésével és a projektmenedzsment feladatok pontos meghatározásával biztosítjuk a projekt megvalósíthatóságát. A projekt ütemezésének tervezése során 7 mérföldkövet azonosítottunk, az ütemezés reális és betartható. A cselekvési ütemterv teljes mértékben összehangolt a költségek ütemezésével, valamint a finanszírozással. A projekt óvodai fejlesztést céloz, így kisgyermekellátás területén jártas szakember bevonása nem releváns. 4. Kockázatok A tervezés során felmérésre kerültek a fejlesztést veszélyeztető intézményen belüli és intézményen kívüli kockázatok is. A tervezett intézkedéseket a „Kockázatok bemutatása” fejezet tartalmazza. 5. Projekt komplexitása A projekt infastrukturális fejlesztést és eszközbeszerzést is tartalmaz. A projekt a TOP 5./7. prioritás ESZA programjaival szinergiában tervezzük megvalósítani. A projekt integrált szemléletű, a jövőben folyamatosan vizsgáljuk és tervezzük további ESZA fejlesztésekhez való kapcsolódást a projekt eredményeinek továbbfejlesztésére. 6. Hatás A felújítandó épület szórt azbesztet nem tartalmaz, azbesztmentesítésre nincs szükség. A projekt helyszíne Battonya, a mezőkovácsházi járás területén található, amely a kedvezményezett járások besorolásáról szóló 290/2014. (XI. 26.) Korm. rendelet szerinti kategóriák alapján a komplex programmal fejlesztendő járások közé tartozik. 7. Integrált megközelítés A projekt a TOP 5. prioritás ESZA programjaival szinergiában valósul meg, illetve a Emberi Erőforrás Fejlesztési Operatív Program keretében amennyiben a pályázati feltételek engedik a Projektgazda szándékában áll ESZA jellegű tevékenységekkel is támogatni jelen fejlesztési tevékenységeket. A projekt integrált szemléletű, a jövőben további ESZA fejlesztésekhez kapcsolódik. 8. Fenntarthatóság A projekt hosszú távon, 5 éven túl is működtethető és fenntartható. A fenntarthatósági szempontok elemzését a „Fenntarthatóság bemutatása” fejezet mutatja be. A tervezett fejlesztés nem okozza a zöld területek csökkenését, így hozzájárul a környezeti fenntarthatósághoz. 9. Esélyegyenlőség Az akadálymentesítés elvégzésével (új bejáró, akadálymentes parkoló, új rámpa, érintett külső-belső nyílászárók rendezése, felnőtt és gyermek akadálymentes illemhely kialakítása, indukciós hurok a nagyotthallók tevékenységének segítésére, információs rendszer) a fogyatékkal élő esélyegyenlőségi célcsoport helyzete javul. A projekt eredményeképpen megújuló óvodai ellátás az esélyegyenlőség jegyében minden rászoruló gyermek számára hoz (Hungarian)
