The Municipality of Battonya intends to implement its project idea in a consortium with the local government office of Békés County, called for project management tasks. As part of the development, the recultivation of the slag grounds of the local government-owned sports site, which is currently underused, and the parking of both football fields would be realised. These will be available to anyone as an open-air runway in the future and will therefore be in line with point (d) of main activity 3.1.1 A of the Call. In addition, the aim is to reheat the football field ‘A’, to renovate the handball and basketball courts (marked with D in the scenery) and to renovate the battle area of the sports hall (marked with C on the site). In addition to this, the so-called “soft” activities will include awareness-raising programmes organised by the local government in the field of healthy lifestyles and the dissemination of sustainable development and green thinking, which we will try to call for lecturers from the relevant field researchers, such as the Departments of Natural Geography and Climatology of the University of Szeged or the Regional Research Institute of the Hungarian Academy of Sciences in Békéscsaba. All elements of the project meet accessibility requirements, are designed with energy efficiency in mind (e.g. when choosing lighting mode), but asbestos removal is not relevant. Publicity will be provided in accordance with the Arculati Handbook and the Széchenyi2020 Beneficiaries’ Information Obligation, and we will strive for the widest possible partnership involving the general public and sports associations in the planning process. The energy modernisation of Hall C building is underway from the project TOP-3.2.1-16-BS1-2017-00048, but this project aims to renovate the battlefield, so they can be precisely delimited from each other, and the issue of double financing is not addressed. The present application concerns the indicative allocation for cities in the district of Mezőkovácsháza. Compliance with the Call Content Assessment Criteria: — Development is in line with the objectives of the call and the development meets or contributes to the objectives set out in the call. — The ITS is attached. — The designated action area can be identified in the Integrated Urban Development Strategy. — The development involves the renovation of an under-utilised area, part of the building (a buffet is not in use). — The needs assessment and utilisation plan have been completed and attached to the application. — The process of drawing up the needs assessment and the utilisation plan is presented and complies with the methodology. — The results of the needs assessment have been summarised. The conclusions of the results of the needs assessment have been presented and are in line with the planned interventions. — All the planned developments described in the application can be classified as eligible actions under Chapter 3.1 of the call. — Competition analysis justifies the development. — The needs assessment and the utilisation plan are based on a wide-ranging partnership. — The risks of development have been assessed and presented in the needs assessment. — The property subject to the intervention is 100 % owned by the Municipality (see title sheet) — The concept of development includes the minimum of 3 eligible activities required, including one of the main activities of the main activities A, B and C. (see description above) — The investment includes both ERDF and ESF-type developments (i.e. ERDF soft type) in order to achieve the objectives of the OP, the Call and the relevant ITP. — Asbestos removal is not relevant in this case. — As a result of the investment, the functionality of the action area will be improved: the range of services available is expanding and the quality of the services already available is improving. — The implementation of the investment improves the quality of life of the population. — With the renovation of the currently non-operating buffet in the sports yard, a new service will be created, and this will also have a stimulus effect. — The maintenance of the development to be implemented is ensured in the long term. — Cost-effectiveness was taken into account in the design of the project.     Battonya Város Önkormányzata a projektmenedzsment feladatok ellátására segítségül hívott Békés Megyei Önkormányzati Hivatallal konzorciumban kívánja megvalósítani projektötletét. A fejlesztés keretében az önkormányzat tulajdonában lévő - jelenleg alulhasznosított - sporttelep salakpályáinak rekultivációja és parkosítás valósulna meg mindkét futballpálya körül. Ezek a jövőben szabadtéri futópályaként bárki által igénybe vehetőek lesznek, így illeszkednek a Felhívás 3.1.1 A) főtevékenység d) pontjához. Ezen túlmenően az "A" futballpálya újrafüvesítése, a kézilabda és kosárlabda pálya felújítása (helyszínrajzon D-vel jelölve), valamint a sportcsarnok (helyszínrajzon C-vel jelölve) küzdőfelületének felújítása a cél. Ezeket az önkormányzat profitorientált módon kívánja üzemeltetni a jövőben, mellyel teljesül a gazdaságélénkítő funkció is, azaz a felhíváshoz a 3.1.1 B) főtevékenység I. c) 2. pontján is illeszkedik a fejlesztés. A sporttelepen található büfé felújítása pedig a felhívás 3.1.1. C) b) pontjához illeszkedik. Mindezek kiegészítéseként az ún. „soft” tevékenységek keretében önkormányzat által szervezett rendezvények alkalmával sor kerül majd szemléletformáló programokra, melyek az egészséges életmód, és a fenntartható fejlődés és a zöld gondolkodás terjesztése témakörében valósulnak meg, melyekre igyekszünk majd az adott szakterületen jártas kutatókat hívni előadónak, például a Szegedi Tudományegyetem Természetföldrajzi-, illetve Klimatológiai tanszékeiről, vagy a Magyar Tudományos Akadémia békéscsabai regionális kutatóintézetéből. A projekt minden eleme megfelel az akadálymentesítési követelményeknek, az energiahatékonyság szem előtt tartásával zajlik a tervezés (pl. világítási mód kiválasztásakor), az azbesztmentesítés azonban nem releváns. A nyilvánosság biztosítása az Arculati kézikönyv, ill. a Széchenyi2020 Kedvezményezettek tájékoztatási kötelezettsége című útmutató szerint történik majd, és a lehető legszélesebb körű partnerségre törekszünk a tervezés során bevonva a lakosságot, és sportegyesületeket. A "C" csarnok épület energetikai modernizálása folyamatban van a TOP-3.2.1-16-BS1-2017-00048 azonosító számú projektből, jelen projekt azonban a küzdőfelület felújítását célozza, így egymástól pontosan lehatárolhatóak, s a kettős finanszírozás kérdésköre nem lép fel. Jelen kérelem a Mezőkovácsházai járás városai számára elkülönített indikatív keretösszeg terhére irányul. A Felhívás Tartalmi értékelési szempontjainak való megfelelés: - A fejlesztés összhangban van a felhívás céljaival, a fejlesztés a felhívásban szereplő célokat teljesíti, illetve azokhoz hozzájárul. - Az ITS csatolásra került. - Az Integrált Településfejlesztési Stratégiában azonosítható a kijelölt akcióterület. - A fejlesztés alulhasznosított terület, épületrész (büfé használaton kívül van) felújítását tartalmazza. - Az Igényfelmérés és kihasználtsági terv elkészült, csatolásra került a kérelemhez. - Az igényfelmérés és a kihasználtsági terv elkészítésének folyamata bemutatott, a módszertannak megfelel. - Az igényfelmérés eredményének összegzése megtörtént. Az igényfelmérés eredményének konklúziói bemutatásra kerültek és összhangban vannak a tervezett beavatkozásokkal. - A kérelemben ismertetett tervezett fejlesztések mindegyike besorolható a felhívás 3.1. fejezetében foglalt támogatható tevékenységek közé. - A konkurenciaelemzés indokolja a fejlesztést. - Az igényfelmérés és a kihasználtsági terv széleskörű partnerségi együttműködésen alapul. - A fejlesztés kockázatainak számbavétele megtörtént, és bemutatásra került az Igényfelmérésben. - A beavatkozás tárgyát képező ingatlan az Önkormányzat 100%-os tulajdonában áll. (ld. tulajdoni lap) - A fejlesztési elképzelés tartalmazza a kötelezően elvárt minimum 3 támogatható tevékenységet, ezen belül egyet az „A”, egyet pedig a „B” és egyet a „C” főtevékenységek gazdaságélénkítő tevékenységei közül. (ld fenti leírás) - A beruházás az OP, a Felhívás, valamint a vonatkozó ITP céljának elérése érdekében ERFA és ESZA-típusú (ill. ERFA „soft” jellegű) fejlesztéseket egyaránt magában foglal. - Azbesztmentesítés esetünkben nem releváns. - A beruházás eredményeként javul az akcióterület funkcióellátottsága: bővül az elérhető szolgáltatások köre, és javul az eddig is elérhető szolgáltatások minősége. - A beruházás megvalósításával javul a lakosság életminősége. - A sporttelepen lévő, jelenleg nem működő büfé felújításával egy új szolgáltatás jön létre, és ez gazdaságélénkítő hatással is bír. - A megvalósításra kerülő fejlesztés fenntartása hosszú távon biztosított. - A projekt tervezése során a költséghatékonyságot szem előtt tartottuk.
