In line with the call for proposals and the integrated county and urban development programmes, the main objectives of the transport development project are: · improving and strengthening the conditions for sustainable modes of transport to reduce CO2 emissions and create a liveable urban environment· creating cycling links between the parts of the settlements, linked to the cycling boulevard of Lake Balaton, promoting, among other things, labour mobility and cycling-friendly awareness-raising, as well as increasing the length of cycling facilities· increasing traffic safety in order to protect weaker road users (pedestry, cycling development, safe access to public transport)· developing pedestrian links between the parts of the settlements, ensuring easier access to traffic attracting facilities,· reducing road traffic passing through populated areas, creating a liveable urban environment. Implement the necessary improvements to achieve the objectives in the following areas: 2.1 Expanding walking links and increasing road safety along national road No 7117 The development corresponds to the independently eligible activities of the call for proposals in accordance with 3.1.1 B) a) “Investment in transport safety” where it is possible to establish, illuminate and improve pedestrian crossings and to implement road safety measures. This point concerns Action Group D) of Ineligible Actions 6. “Reconstruction and development of nodes and/or crossings to enhance, prioritise and ensure unhindered transit of sustainable (on-the-board) modes of transport. There are no pedestrian connections along the national road through the settlement 7117, and pedestrian crossings are not acceptable for road safety, so pedestrians in these areas are forced to cross the road at risk of their own safety. The aim is to increase pedestrian contact by building and developing barrier-free pedestrian crossings, to increase pedestrian traffic safety and to improve pedestrian access to public transport stops. Development elements planned in the area: — Construction of a pedestrian crossing point at the 9+ 571 km section of the National Road No. 7117, after the junction of Csokonai Street — Restructuring of existing pedestrian crossings on Kossuth Lajos street at Mádl Ferenc Square — Restructuring of existing pedestrian crossings before Kossuth Lajos street 52 — Establishment of a pedestrian crossing point in section 6+ 453 km of national road No 7117, at the entrance of CLUB Tihany resort 2.2 Creating cycling links between the parts of the settlement The development corresponds to the independently eligible activities of the call for proposals under 3.1.1. A) ‘Bicycle-friendly development’, where it is possible to make the transport road network of the entire settlement or part of the settlement into a cyclist-friendly by designating bicycle traffic facilities. This point concerns action group D) of ineligible activities. Construction, development and renovation of municipal and or state roads, bridges, 3. Cycling-friendly additional infrastructure elements, 6. Transforming and developing nodes and or crossings to improve road safety, prioritisation and unhindered passage of sustainable transport modes 10. The points of the infrastructure work required for the implementation of the eligible activities. There is a bicycle infrastructure on the entrance section of road 7117 and on the coastal sections, but the cycling connection of the town centre is completely absent, the safe passage of cyclists on Road 7117 has not been solved. The aim is to create a cycling network between the existing infrastructure elements by touching traffic-tracking facilities. A közlekedésfejlesztési projekt fő céljai a pályázati felhívással valamint az integrált megyei és településfejlesztési programokkal összhangban, a település adottságait kihasználva, logikusan felépítve a következők: · a fenntartható közlekedési módok feltételeinek javítása és erősítése a CO2 kibocsátás csökkentéséhez és az élhető települési környezet megteremtéséhez · a kerékpáros kapcsolatok megteremtése a településrészek között, kapcsolódva a balatoni kerékpáros körúthoz, elősegítve többek között a munkaerő mobilitást és a kerékpárosbarát szemléletformálást valamint a kerékpárforgalmi létesítmények hosszának növekedését · a közlekedésbiztonság növelése a gyengébb közlekedők védelme érdekében (gyalogos, kerékpáros fejlesztések, a közösségi közlekedés biztonságos elérése) · a gyalogos kapcsolatok fejlesztése a településrészek között, forgalomvonzó létesítmények könnyebb elérésének biztosítása, · lakott területeken áthaladó közúti forgalom csillapítása, élhető városi környezet megteremtése. A célok elérésének érdekében az alábbi területeken szükséges fejlesztések végrehajtása: 2.1 Gyalogos kapcsolatok bővítése és közlekedésbiztonság növelése a 7117. sz. országos közút mentén A fejlesztés megfelel a pályázati felhívás önállóan támogatható tevékenységeit tekintve a 3.1.1. B) a) "Közlekedésbiztonsági beruházás" pontnak, melynek keretében lehetőség van gyalogátkelőhelyek kialakítására, kivilágítására, fejlesztésére valamint közlekedésbiztonsági intézkedések megvalósítására. Jelen pont érinti az Önállóan nem támogatható tevékenységek D) tevékenységcsoportjának 6. "Csomópontok és vagy átvezetések átalakítása és kialakítása a fenntartható (gyalogos) közlekedési módok közlekedésbiztonságának fokozása, előnyben részesítése és akadálymentes áthaladása érdekében pontot. A 7117. sz., település átmenő országos közútja mentén a hiányoznak a gyalogos kapcsolatok, és a gyalogos átkelőhelyek nem elfogadhatóak közlekedésbiztonságilag, ezért ezeken a területeken a gyalogosok saját épségüket kockáztatva kénytelenek keresztezni az útpályát. A cél az akadálymentes gyalogos átkelőhelyek építésével és fejlesztésével a gyalogos kapcsolatok bővítése, a gyalogosok forgalombiztonságának növelése valamint a közösségi közlekedés megállóhelyeinek gyalogos elérésének javítása. A területen tervezett fejlesztési elemek: - Gyalogos átkelőhely kiépítése a 7117. sz. országos közút 9+571 km szelvényénél, a Csokonai utcai csomópont után - Meglévő gyalogos átkelőhelyek átépítése a Kossuth Lajos utcán a Mádl Ferenc térnél - Meglévő gyalogos átkelőhelyek átépítése a Kossuth Lajos utca 52. sz. előtt - Gyalogos átkelőhely kiépítése a 7117. sz. országos közút 6+453 km szelvényében, a CLUB Tihany üdülőfalu bejáratánál 2.2 Kerékpáros kapcsolatok megteremtése a településrészek között A fejlesztés megfelel a pályázati felhívás önállóan támogatható tevékenységeit tekintve a 3.1.1. A) "Kerékpárosbarát fejlesztés" pontnak, melynek keretében lehetőség van a teljes település vagy településrész közlekedési úthálózatának kerékpárosbaráttá alakítására kerékpárforgalmi létesítmények kijelölésével. Jelen pont érinti az Önállóan nem támogatható tevékenységek D) tevékenységcsoportjának 1. Önkormányzati és vagy állami utak, hidak építése, fejlesztése, felújítása, 3. Kerékpárosbarát kiegészítő infrastrukturális elemek, 6. Csomópontok és vagy átvezetések átalakítása és kialakítása a fenntartható közlekedésmódok közlekedésbiztonságának fokozása, előnyben részesítése és akadálymentes áthaladása érdekében 10. A támogatható tevékenységek megvalósításához szükséges infrastrukturális munkák pontjait. A 7117. sz. út bevezető szakaszán és a parti szakaszain van kiépített kerékpáros infrastruktúra, azonban a településközpont kerékpáros kapcsolata teljes mértékben hiányzik, nem megoldott a 7117 sz. úton a kerékpárosok biztonságos átvezetése. A cél, hogy a forgalomvonzó létesítményék érintésével a meglévő infrastruktúra elemek között a kerékpáros hálózat kialakításra kerüljön. A területen tervezett fejlesztési elemek: - Közös gyalogos- és kerékpárút kiépítése a 7117 sz. országos főút mentén a Völgy utca és a Major utca között - Kerékpárnyom kijelölése a Major utcában - Kerékpáros kapcsolat megteremtése a Major utca és a Fürdőtelepi utca között - Gyalogos- és kerékpáros átvezetés kiépítése a 7117 sz. országos úton (Kossuth Lajos utca) az Aranyház utca és a Rendeskő utca közötti szakaszon - Kerékpárnyom kijelölése Fürdőtelepi utcában - Nagyfelületű kopóréteg felújítása a Major utcában a tervezett kerékpárnyom útvonalán 2.3 Forgalomcsillapítás a Kossuth Lajos utca és a Belső-tó közötti területen A fejlesztés megfelel a pályázati felhívás önállóan támogatható tevékenységeit tekintve a 3.1.1.
