The overall objective of the project is to improve the overall environmental status of Komló City, to put the settlement on a sustainable development path.The Integrated Urban Development Strategy updated in 2016 foresees the development of Petőfi Square, designated as action area 2. On the basis of the ITS in force from 23 June 2016, the planned development falls within the scope of the action area AT2-Petőfi. Within this action area, the area delimited by the following streets is fejlesztendő:Vájáriskola u.,Pécsi út,Juhász Gyula u., Nagy László u., Móricz Zsigmond u.,Móricz Kálmán u. Mikszáth Kálmán u. Self-eligible activities A) Főtev. In the area of the designated action area, the reconstruction of the plant stock of green surfaces is planned. The goal of the 1283 hrsz is to create a complex playground suitable for several ages. The development of a suitable infrastructure for the utilisation of rainwater in the area intended for development:Petőfi square 1265 would be equipped with storage tanks for rainwater, from which the rainwater could be used directly for the care of the green surface of the square. Following the refurbishment of the water tank on the 2420 hrs, rainwater falling from the designated action area and flowing towards the city could be captured and used indirectly. The tanks that will be placed on the tennis court on hrsz 2338/1 would collect the rainfall of Móricz Zsigmond Street 2-8, which could be used for the maintenance of tennis courts. (Approximate cost: HUF 138 million gross) B) Főtev. Energetic modernisation of the runway on 1240 and the tennis court on HR 2338/1. Investments would result in lower maintenance costs and the number of athletes in modern buildings is expected to increase. (Approximate cost: gross HUF 101.9 million) C) Főtev. In Petőfi Square, transit vehicle traffic and parking would be abolished, and only operators of shops operating in the square could drive in for the purpose of refuelling goods. This would create a well-exploited public space where, after the construction of the paved surfaces, it would be possible to accommodate outdoor sales pavilions and to set up service providers. (Approximate cost: HUF 42.9 million) Among the optional activities that can be supported independently, the following would be implemented: installation of permeable coverings; purchase of equipment; reconstruction and construction of facilities for the recovery of rainwater; modernisation of pavements, parking spaces, bus bays, extension of public lighting network, installation of a camera system. (Approximate cost: HUF 220 million) Compliance with the conditions laid down in the call for proposals relating to the technical and professional content of the project: revitalisation of green surfaces, economic recovery. The draft soft programs are a wider spread of environmental awareness. The intervention does not negatively contribute to a change in the proportion of the low-status population, either in the action area or in the town of Komló. The project contributes to the implementation of the indicator commitment “Open Spaces created or restored in urban areas” in connection with the business-friendly, population-friendly urban development priority TOP 2, the project contributes to the achievement of a target of 7.650 m².     A projekt átfogó célja Komló Város általános környezeti állapotnak javítása,a település fenntartható fejlődési pályára állítása.A 2016-ben aktualizált Integrált Településfejlesztési Stratégiája a 2. akcióterületként jelzett Petőfi tér fejlesztését irányozza elő.Az ITS-ben megfogalmazottak alapján az akcióterületen tervezett beavatkozások célja,hogy a Nyugati városrész–elsősorban Kökönyös–és annak központi területe vonzóvá,közösségi és gazdasági funkciók fogadására alkalmassá váljon. A fent leírt fejlesztési cél mind hozzájárul vagy szoros kapcsolatban van az ITS-ben meghatározott specifikus célokkal,amelyek az alábbiak: - a városi zöld infrastruktúra hálózat rekonstrukciója - a lakosság szemléletformálása a környezet- és egészségtudatos magatartási formák irányába - a városrész központját képező többfunkciós tér alakítása, fejlesztése - a helyi erőforrásokra épülő gazdaság- és rendezvényturizmus fejlesztést célzó intézkedések megvalósítása - a vállalkozói tevékenységek ösztönzése és a népesség megtartása - a sportolás és az egészséges életmód feltételeinek javítása - lakossági együttműködések, civil kezdeményezések segítése, a helyi identitás erősítése - innovatív technológiák és megoldások alkalmazása A hatályos településszerkezeti terv elhatározásai és megfogalmazott terület-felhasználása alapján,a hatályos helyi építési szabályzat és a szabályozási tervek a pályázatban lehatárolt fejlesztési területet az alábbi övezetekbe sorolják: Nagyvárosias lakóterület,különleges sportterület,központi vegyes,zöldterület, közlekedési terület. A 2016.június 23-tól hatályos ITS alapján a tervezett fejlesztés az AT2-Petőfi akcióterület hatálya alá esik.Ezen akcióterületen belül az alábbi utcák által lehatárolt terület a fejlesztendő:Vájáriskola u.,Pécsi út,Juhász Gyula u.,Nagy László u.,Móricz Zsigmond u.,Mikszáth Kálmán u. Önállóan támogatható tevékenységek A) Főtev. A kijelölt akcióterület területén a zöldfelületek növényállományának rekonstrukciója tervezett. A 1283 hrsz-en egy komplex, több korosztály számára alkalmas játszótér kialakítása a cél. A fejlesztésre szánt területen a csapadékvíz hasznosítására alkalmas infrastruktúra kiépítése:a 1265 hrsz-en lévő Petőfi téren csapadékvíz tárolására alkalmas tartályok kerülnének,amelyekből a csapadékvizet közvetlenül a tér zöldfelületének gondozására lehetne hasznosítani. A 2420-as hrsz-en lévő víztartály felújítását követően a kijelölt akcióterületről lehulló, a város irányában elfolyó csapadékvizet lehetne felfogni és közvetett módon hasznosítani. A 2338/1-es hrsz-en lévő teniszpálya területén elhelyezésre kerülő tartályok a Móricz Zsigmond utca 2-8. társasházak csapadékvizét gyűjtenék össze, amelyet a teniszpályák karbantartására lehetne hasznosítani. (Hozzávetőleges költség: bruttó 138 millió Forint.) B) Főtev. A 1240-es hrsz-en lévő futófolyosó és a 2338/1 hrsz-en lévő teniszpálya épületének energetikai korszerűsítése. A beruházások alacsonyabb fenntartási költséget eredményeznének és a korszerű épületegyüttesekben várhatóan megnövekedne a sportolók száma. (Hozzávetőleges költség: bruttó 101,9 millió Forint.) C) Főtev. A Petőfi téren megszűnne az átmenő gépjármű forgalom és a parkolás, kizárólag a téren működő üzletek üzemeltetői hajthatnának be árufeltöltési célból. Így egy jól kihasználható köztér jönne létre, amelyen a burkolt felületek kialakítását követően lehetőség nyílna kültéri árusító pavilonok elhelyezésére és a szolgáltatók kitelepedésére. (Hozzávetőleges költség: bruttó 42,9 millió Forint.) Az önállóan támogatható, választható tevékenységek közül többek között az alábbiak valósulnának meg: vízáteresztő burkolatok létesítése; eszközbeszerzés; a csapadékvíz hasznosítására alkalmas létesítmények rekonstrukciója és kiépítése; járdák, parkolóhelyek, buszöblök korszerűsítése, közvilágítási hálózat bővítése, kamerarendszer telepítése. (Hozzávetőleges költség: bruttó 220 millió Forint.) A pályázati felhívásban előírt, a projekt műszaki-szakmai tartalmával kapcsolatos feltételek teljesülése: a zöldfelületek revitalizációja, gazdaságélénkítés. A tervezet soft programok a környezettudatosság szélesebb körben való elterjedése. A beavatkozás nem járul hozzá negatívan az alacsony státuszú lakosság arányának változásához sem az akcióterületen, sem Komló városában. A projekt a megye által a TOP 2. vállalkozásbarát, népességmegtartó településfejlesztés prioritás kapcsán a Városi területeken létrehozott, vagy helyreállított nyitott terek című indikátorvállalás teljesítéséhez 7.650 m2 célértékkel járul hozzá.
