The aim of the Municipality is to develop a commercial and service centre that attracts businesses and is suitable for job creation by rehabilitating a brownfield area, with the energy renovation of an empty building. The development is in line with the objectives of the project, the restoration of brownfield site is carried out. Justification for development, location: The brownfield area to be exploited is located in the central part of the city.The building in the brownfield area used mining activities, a small part of which was used as an office after the closure of the mine. It is currently in poor condition, empty, significantly worsening the settlement picture. The applicant is entitled to call 3.1.1. Intends to carry out the following activities from the scope of activities that can be independently supported: (C)I)1.Infrastructural conditions for commercial and/or service spaces, in which a commercial and service centre that attracts businesses and is suitable for job creation through the rehabilitation of the brownfield area. Mandatory activities under the project: accessibility, mandatory public according to the current KTK -we do not set up a parking lot -energy efficiency according to the current Decree of the Minister for Transport — partnership planning The preparation/implementation of the project involves local, non-governmental organisations. — “Soft” elements: environmental awareness and strengthening of an integrated approach among the population — During the preparation of the project, a needs assessment and utilisation plan was prepared and attached to the application. Technical content:In the framework of the project, Komló subtáró út No. 2, hrsz: A building under 2413/11 is refurbished in a way that ensures energy-efficient operation: Thermal insulation of the existing wall structure, replacement of existing doors and windows, thermal insulation of an existing flat roof. Heat producer side: installation of building supply primary wiring, insulation, thermal center installation. Central heating system: the base lines are installed from the heat center to the different levels, and the individual units are connected to it on demand. Equipped with a heat meter that can be adjusted separately. Water-channel system: the construction of water blocks in accordance with the specifications. Electrical system: The construction of the electrical network will last up to each unit in a wall and freely installed in a protective tube. After the development, the building will fall into CC category. Paragraph 3.4 of PF states: 1.The location of the development is included in the city’s ITS (page 25) and can be downloaded from the municipality’s website. 2.According to milestone 1, a commercial service centre will be established by renewing the currently empty, unused building of the property concerned by the municipality’s ownership, thus ensuring a change of function. A needs assessment and utilisation plan has been drawn up on the basis of the guidance set out in Chapter 8 of Chapter 3.PF. 4. With Meg. The study is attached at the time of the 1st milestone. 5.It fits (see attached brownfield declaration) 6.Soft program is included in the project. 7.Not relevant 8.Partnership planning is provided during preparation and implementation. 9. The project will result in the creation of a new service which is currently not located in the area of intervention concerned. 10.Not relevant 11.Accompanies the itemised budget when the required milestone is reached. 12.Professional foundation document is presented. Content assessment criteria: 1. The purpose of PF is in line with the development, is included in ITS, available on the website of the municipality, not subject to exclusion grounds, an under-utilised building is being developed. 2, 3, 4, 5,6,7,8.9,10, enclosed and included, only eligible activities have been planned. 11. We have pledged relevant indicators. The project and the organisation applying for the grant comply with point 3.4.1.2 of the PF. We declare that the investment has no foreseeable climate risk. Area-specific assessment criteria: 1.1. Fit the county ITP 1. Development of local economies, ITP 2. Creating an economy capable of sustained growth, ITP 4. Promoting social catching up, County ITP 5. Sustainable use of strategic resources for its strategic objective. 2.1.The planned project is 290/2014.(XI. 26)No hops are included in Annex 3 to the Government Regulation. Az Önkormányzat célja barnamezős terület rehabilitációja által a vállalkozások számára vonzó,munkahelyteremtés céljából alkalmas kereskedelmi és szolgáltató központ kialakítása egy jelenleg üresen álló épület energetikai korszerűsítésével. A fejlesztés összhangban van a projekt céljaival, barnamező terület rehabilitációja történik. Fejlesztés indokoltsága, helyszíne: A hasznosítani kívánt barnamezős terület a város központi részén helyezkedik el.A barnamezős területen lévő épületben korábban a bányászathoz kötődő tevékenység folyt, a bánya bezárását követően kis részét használták irodaként. Jelenleg rossz állapotban, üresen áll, jelentősen rontva a településképet. A támogatást igénylő a Felhívás 3.1.1. Önállóan támogatható tevékenységek köréből az alábbi tevékenység megvalósítását tervezi: c)I.)1.kereskedelmi és/vagy szolgáltató terek infrastrukturális feltételeinek kialakítása, amelynek keretében a barnamezős terület rehabilitációja által a vállalkozások számára vonzó, munkahelyteremtés céljából alkalmas kereskedelmi és szolgáltató központ kialakítása valósul meg. Kötelezően megvalósítandó tevékenységek a projekt keretében: -akadálymentesítés, -kötelező nyilvánosság a hatályos KTK szerint -parkolót nem létesítünk -energiahatékonyság a hatályos TNM rendelet szerint -partnerségi tervezés A projekt előkészítése/megvalósítása során helyi, civil szervezetek kerülnek bevonásra. -„soft” elemek: környezettudatosság, és integrált szemlélet erősítése a lakosság körében -A projekt előkészítés során igényfelmérési és a kihasználtsági terv készült, pályázathoz csatoljuk. Műszaki tartalom:A projekt keretében Komló Altáró út 2. sz., hrsz: 2413/11 alatti épület energiahatékony üzemeltetést biztosító módon történő felújítása történik meg: A meglévő falszerkezet hőszigetelése, meglévő nyílászárók cseréje, meglévő lapostető szerkezet hőszigetelése. Hőtermelői oldal: épületellátó primer vezetékek kiépítése, szigetelés, hőközpont telepítése. Központi fűtési rendszer: kiépítésre kerülnek a hőközpontból az alapvezetékek a különböző szintekre, ehhez kapcsolódnak igény szerint az egyes egységek bekötő vezetékek. Külön szabályozható hőmennyiségmérővel ellátva. Víz-csatorna rendszer: az előírásoknak megfelelő vizesblokkok kialakítása. Villamos rendszer: A villamos hálózat kiépítése az egyes egységekig tart falban illetve szabadon védőcsőbe szerelve. A fejlesztést követően CC kategóriába fog esni az épület. PF 3.4 pontja szerint: 1.A fejlesztés helyszíne szerepel a város ITS-ében (25.oldal), letölthető az önkormányzat weboldaláról. 2.Az 1. mérföldkő elérésig az önkormányzat tulajdonába kerülő fejlesztéssel érintett ingatlan jelenleg üresen álló, kihasználatlan épületének megújításával kereskedelmi-szolgáltató központ kialakítása történik, így a funkcióváltás biztosított. 3.PF 8. fejezet szerinti útmutató alapján igényfelmérési és kihasználtsági terv készült. 4. Megval.
