In the framework of the project, the Szekszárdi 2 nursery school of Szedres Bezerédj Amália Membership, owned by the Municipality of Szedres and maintained by the Szekszárd — Szedres — Medina Nursery Association, will be refurbished, energy modernisation, the extension of the institution, the establishment of a mini crèche and the purchase of equipment. Full accessibility will be implemented in the institution, with accessibility not only for people with reduced mobility, but also for people with visual and hearing impairments. The visually impaired will be assisted by conductive lanes installed in the enclosure, and an induction sound amplifier system will be installed for the hearing impaired. In the vicinity of the building there will be a barrier-free car park. A barrier-free ramp (5 % elevation, 9 m long, paved with square stone) was designed for the main entrance. The first opening of the front door with two wings shall have a clear opening size of 90 cm. The door of employers, offices, medical rooms and toilet-wc rooms has a casing size of 90 cm. There are currently 2 kindergarten groups and 1 single kindergarten-cindergarten group in the member nursery school in Sárres. However, due to the known and expected changes in the Public Education Act, the current form of crèche care for children under the age of 3 can no longer be maintained from 1 January 2017, the care and upbringing of the crèche can continue in mini-care facilities, and the local government and the maintainer see the possibility of creating the related material and personal conditions in the framework of this tender. The equipment to be procured ensures the minimum basic equipment of the mini crèche group and the kindergarten groups created during the development. The groups of devices providing complex development are mandatory devices and equipment items, furniture such as competence and motion development tools, personal hygiene tools, tools needed to achieve educational goals, tools to ensure equal access for HH/HH and SNI children, adapted to the age characteristics of the 2-7 age group. In order to ensure sustainability, durability, compliance with the guidelines of the institution’s crèche and kindergarten programmes and compliance with the requirements of public health, occupational safety and accident protection were a criterion for the selection of the equipment. As regards the preparation of the project, the ownership relations are organised, the permit documentation and the final building permit are available. At the time of submission of the grant application, the unobstructed plan chapter is available, on the basis of which the municipality initiated the amendment or extension of the building permit, and the administration in this respect has not yet been completed. As regards the building, the energy certificate has been completed, based on which the energy quality classification level is currently II (Cross). After the investment, the classification level will change to DD (approximately state of the art), i.e. the energy classification of the building will be improved by 5 levels thanks to the planned energy efficiency activities. The establishment of a mini crèche is an important part of this investment, therefore a professional qualified in accordance with the relevant legislation has been involved in the design process. During the construction, in order to ensure the proper, professional and economical implementation of the project, a technical inspector with the necessary powers shall be commissioned in order to continuously monitor the works and verify its professional compliance and progress as planned, acting on behalf of the municipality. A projekt keretében a Szedres Község Önkormányzata tulajdonában és a Szekszárd – Szedres – Medina Óvodafenntartó Társulás fenntartásában lévő Szekszárdi 2. sz. Óvoda Szedresi Bezerédj Amália Tagóvodája felújítása, energetikai korszerűsítése, az intézmény bővítése, mini bölcsőde kialakítása, továbbá eszközbeszerzés történik meg. Az épület jelenlegi műszaki állapota rossz. Cserére szorul a tetőfedés és a tetőszerkezet. A vizesblokkok, a burkolatok, a víz- és szennyvízvezetékek, a világítás, a fűtés nem felel meg a mai követelményeknek. Az óvodában nincs tornaszoba, orvosi szoba és elkülönítő, továbbá kevés az iroda helyiség. Nincs külön gazdasági bejárat, az élelmiszer beszállítás és a kommunális hulladék kiszállítás a főbejáraton keresztül történik. Az épület nem felel meg az energetikai előírásoknak és az akadálymentesítés követelményeinek. Az átalakítás és bővítés három fő részből áll. Az egyik a megfelelő helyiségek és funkcionális kapcsolatok biztosítása, a másik az energetikai korszerűsítés, a harmadik az akadálymentesítés. Az épülethez való hozzáépítéssel egy megfelelő méretű tornaszoba és szertár kerül kialakításra. A belső átalakításoknak köszönhetően elkülönül a személyi és gazdasági bejárat, továbbá egy többcélú nagyterem, egy orvosi és elkülönítő szoba, valamint egy plusz iroda is létrejön. Az intézményben teljeskörű akadálymentesítés valósul meg, melynek keretében nem csak a mozgáskorlátozottak, hanem a látás és hallássérültek akadálymentes közlekedése is biztosított lesz. A látássérülteket a burkolatba beépített vezető sávok fogják segíteni a közlekedésben, a hallássérültek számára indukciós hangerősítő rendszer kerül beépítésre. Az épület közelében kialakításra kerül egy akadálymentes parkoló. A főbejárathoz akadálymentes (5% emelkedésű, 9 m hosszú, térkő burkolatú) rámpa került tervezésre. A kétszárnyú főbejárati ajtó először nyíló szárnyának tiszta nyílásmérete 90 cm. A foglalkoztatók, az irodák, az orvosi szoba és mosdó-wc helyiségek ajtajának tokbelmérete 90 cm. A szedresi tagóvodában jelenleg 2 óvodai és 1 egységes óvoda-bölcsődei csoport működik. A Köznevelési törvény ismert, illetve várható változásaiból adódóan azonban a 3 év alatti gyermekek bölcsődei ellátásának jelenlegi formája 2017. január 1-től nem tartható fenn tovább, a bölcsődés korúak gondozása, nevelése mini bölcsődei keretek között folytatódhat, az ehhez kapcsolódó tárgyi és személyi feltételek megteremtésére jelen pályázat keretében lát lehetőséget az önkormányzat, illetve a fenntartó. A beszerezni kívánt eszközök a fejlesztés során létrejövő mini bölcsődei csoport és az óvodai csoportok minimális alapfelszereltségét biztosítják. A komplex fejlesztést biztosító eszközcsoportok az MKM rendelet szerinti kötelező eszközök és felszerelési tárgyak, bútorok úgymint kompetencia és mozgásfejlesztő eszközök, a személyes higiénia eszközei, a nevelési célok eléréséhez szükséges eszközök, a HH/HHH és az SNI gyerekek egyenlő hozzáférését biztosító, a 2-7 éves korosztály életkori sajátosságaihoz igazodó eszközök. A fenntarthatóság biztosítása céljából az eszközök kiválasztásánál szempont volt a tartósság, az intézmény bölcsődei és óvodai programokban megfogalmazott irányelveknek való megfelelés, valamint a közegészségügyi, munkavédelmi, és balesetvédelmi elvárásoknak való megfelelés A projekt előkészítettségét tekintve elmondható, hogy a tulajdonviszonyok rendezettek, az engedélyezési tervdokumentáció, valamint a jogerős építési engedély rendelkezésre áll. A támogatási kérelem benyújtásakor rendelkezésre áll az akadálymentes tervfejezet, ennek alapján az építési engedély módosítását, illetve hosszabbítását kezdeményezte az önkormányzat, az ügyintézés erre vonatkozóan még nem zárult le. Az épület vonatkozásában elkészült az energiatanúsítvány, melynek alapján az energetikai minőségi besorolási szint jelenleg II (Rossz). A beruházást követően a besorolási szint DD (Korszerűt megközelítő) kategóriájúra változik, vagyis a tervezett energiahatékonysági tevékenységeknek köszönhetően az épület energetikai besorolása 5 szinttel jobb lesz. Jelen beruházás fontos részét képezi a mini bölcsőde kialakítása, ezért a tervezési folyamatba bevonásra került a vonatkozó jogszabályoknak megfelelő képesítésekkel rendelkező, kisgyermekellátás területén jártas szakember. A kivitelezés során, a beruházás megfelelő, szakszerű és gazdaságos megvalósításának biztosítása érdekében a szükséges jogosultságokkal rendelkező műszaki ellenőr kerül megbízásra annak érdekében, hogy az önkormányzat képviseletében eljárva, a kivitelezési munkálatokat folyamatosan figyelemmel kísérje, ellenőrizze annak szakmai megfelelőségét, tervek szerinti előrehaladását. Az akadálymentes előírásoknak való megfelelőség és a megfelelő kivitelezés biztosítása érdekében a tervezés, a műszaki előkészítés, valamint a műszaki megvalósítás során is bevonásra kerül a megfelelő jogosítványokkal rendelkező rehabilitációs szakmérnök / szakértő, aki a beruházás során szakmai észrevételeivel segít (Hungarian)
