In the course of the investment, in accordance with the call for tenders, we implement the accessibility of the project in proportion to the project. In order to create a material environment for children — suitable for their age, development and safety — we also plan to purchase equipment. The project only requires funding for eligible activities as defined in point 3.1 of the Call, and no ineligible activities are included in the development plan. A professional experienced in the field of early childhood care has been involved in the planning of the crèche development, who will also participate in the implementation of the project. The objectives set out in the application are in line with the main objective of the call for proposals, which is to support the employment of young children and to help families. The project contributes to the satisfaction of children and parents; parents are keen to administer children in a more functionally rich, aesthetic, better equipped with tools and toys, all of which supports the return of children to the labour market. A fejlesztés átfogó célja: Rózsaszentmártonban a 0-2 éves kisgyermekek gondozási feltételeinek - a növekvő igényeknek megfelelő - megteremtése, valamint a hatékony óvodai nevelés infrastrukturális feltételeinek bővítése és javítása, az egészséges, biztonságos és esztétikus környezet kialakítása, amely a gyermekek életkorának megfelelő módon, játékos formában elősegíti a gyermekek testi és szellemi fejlődését. A fejlesztés konkrét célja: A növekvő igényeknek eleget téve, valamint a már nem tartható szűkösség és funkcióhiány megszüntetése érdekében a konkrét cél az óvodai férőhelyek megemelése (70-ről 72-re), valamint egy 8 fős minibölcsőde létesítése a meglévő óvodai épület fizikai bővítésével. A projekt szakmai-műszaki tartalma A tervezett bővítés egy plusz épülettömeg kiépítésével valósul meg, melyben helyet kap a bölcsőde, egy óvodai csoportszoba az előírt kiszolgáló helységekkel együtt, valamint a nevelőtestületi iroda. A bővítmény a meglévő óvoda déli oldalán létesülő nyaktaggal kapcsolódik a régi épülethez, igazodva a jelenlegi homlokzati vonalhoz. A hosszfőfalas bővítmény egyik felében kap helyet az új óvodai csoportszoba, öltözővel és mosdóval, orvosi szobával és tárolóval, ill. a funkciókhoz tartozó közlekedővel. A másik felében lesz a bölcsőde, a vendégek számára fenntartott akadálymentes mosdó és a nevelőtestületi öltöző. A program szerint a tervezett bővítéshez 5 db parkoló kerül kialakításra a telken belül, amelyek közül 1 db akadálymentes. A beruházás az épületek energetikai jellemzőinek meghatározásáról szóló 7/2006. (V.24.) TNM rendeletben foglaltak szerint történik. A beruházás során a pályázati kiírásnak megfelelően projektarányos akadálymentesítés valósítunk meg. A gyermekek számára - életkoruknak megfelelő, fejlődésüket szolgáló és biztonságos - tárgyi környezet kialakítása érdekében eszközbeszerzést is tervezünk. A projekt csak a Felhívás 3.1. pontjában meghatározott támogatható tevékenységekhez igényel támogatást, fejlesztési terv nem tartalmaz nem támogatható tevékenységeket. Kisgyermekellátás területén jártas szakember bevonásra került a bölcsődei fejlesztés tervezésébe, aki majd részt vesz a projekt kivitelezésében is. A projekt illeszkedése A pályázatban megfogalmazott célok illeszkednek a pályázati felhívás fő céljához, amely a kisgyermeket nevelők munkavállalásának támogatása, a családok segítése. Ugyanis a projekt hozzájárul a gyermekek és a szülők elégedettségéhez; a szülők szívesen adják be a gyermekeket egy funkcionálisan gazdagabb, esztétikusabb, eszközökkel, játékokkal jobban felszerelt környezetben, mindez támogatja a gyermekeket nevelő szülők munkaerőpiacra történő visszatérését. Az óvoda férőhely bővítése szintén szükségszerű demográfiai okok miatt, ugyanakkor a jelenlegi terület is szűkösnek bizonyult mára, így az óvodai terület fizikai bővítése is indokolt. A fejlesztés a település kisgyermekei számára lényegesen jobb körülményeket teremtenek; biztonságosabbá, korszerűbbé, komfortosabbá válik a környezetük, amely egyben a pedagógiai munka minőségének a javulását is eredményezik, így a településen élő gyermekek - szociális, kulturális hátrányaiból adódó - gyengébb esélyeik javításáért az óvoda még többet tud tenni. A projekt megvalósíthatósága A beruházás költséghatékony módon, reális és takarékos költségvetéssel tervezett, valamint a költségvetés megfelel a Felhívásban meghatározott költségkorlátoknak. A projekt tervezése során beazonosításra kerültek a végrehajtás lehetséges kockázatai, elemzésüket követően a súlyos kockázatnak minősülő tényezőkre intézkedési tervet dolgoztunk ki. Az ellátási minőség javulása mellett a fejlesztendő szolgáltatás hosszú távú működtetése, pénzügyi, szakmai, és szervezeti fenntarthatósága biztosított (alátámasztás az MD-ben). (Hungarian)
