Title “Development OF THE INFORMATION OF INDUSTRI PARK OF Kunszentmárton” The necessity and justification of the project: In the area of the Kunszentmárton industrial park, the public utility network has already been built in the part of the area of Kunszentmárton, as well as the road network in part of the park. The Chinese-owned duck processing company X&W Holding Kft. has currently purchased a 1.7 ha industrial area before the start of the project. Through the sale of the area, the company would start setting up the processing plant in 2017 and at the same time create 100 new jobs. The settlement of the company has an impact on long-term job creation, increasing the economic activity of supplying companies, and also on the economic functioning of the municipality through the payment of business taxes. The project is integral to the following planning documents: It fits with the criteria set out in the call for tender TOP-1.1.1-15 “Development of industrial parks, industrial areas” and the Jász-Nagykun-Szolnok County Regional Development Programme (2014-2020); furthermore, the Economic Development Programme 2015-2020 of the Municipality of Kunszentmárton, which is in line with Kunszentmárton’s Integrated Urban Development Strategy (ITS). Brief description of the technical content of the project: The Industrial Park in the northern part of the town of Kunszentmárton in the 44. there is a 30 ha area on the left side of No. 1 main road, which is included as an industrial area in the town’s planning plans. A „KUNSZENTMÁRTONI IPARI PARK INFRASTRUKTÚRA FEJLESZTÉSE” CÍMŰ PROJEKT A projekt megvalósítás szükségessége, indokoltsága: Az kunszentmártoni ipari park területének vállalkozókkal betelepült részén már kiépült a közműhálózat, továbbá a park területének egy részén az úthálózat is. A szabad, értékesíthető területeken jelenleg még nincsenek kiépítve sem a közműhálózat, sem az úthálózat elemei. Ahhoz, hogy a területek külföldi vagy belföldi befektetők számára értékesíthetőek legyenek a jövőben, és az Ipari Park, magas színvonalú szolgáltatást nyújtó, profit orientált szervezetként tudjon működni, a még szabad felhasználású területeken ki kell építeni a teljes közüzemi és közlekedés infrastruktúrát, valamint azokat az ipari területeket, amelyek az ipari park jövőbeni szolgáltatási tevékenységeinek az elvégzéshez szükségesek. Az úthálózat fejlesztése révén hamarosan megkezdődik az M44-es autóút építése, amely közvetlenül az Ipari Park mellett fog elhaladni. A park mellett lehajtó épül, így az M-44-ről közvetlenül megközelíthető lesz az Ipari Park területe. Az út megépülésével az ipari park terültén található áruforgalom növekedésére, a logisztikai szolgáltatások bővülésére lehet számítani. A fejlesztés megvalósulása révén 36412 m2 összközművesített értékesíthető terület jön létre, valamint egy bérelhető csarnok épület is amelynek a bérbeadásával az ipari park folyamatos árbevételhez juthat. A közművesítés elsődleges célja hogy az ipari park szabad felhasználású területei értékesíthetőek legyenek. A kínai tulajdonú X&W Holding Kft. kacsafeldolgozó vállalkozás jelenleg egy 1,7ha méretű ipari területet vásárolt meg, még a projekt megkezdése előtt. A terület értékesítése révén a cég 2017-ben kezdené meg a feldolgozó üzem létrehozását, és ezzel egy időben 100 új munkahelyet teremtene. A cég városi betelepülése egyaránt hatással van a tartós munkahelyteremtésre, beszállítói vállalkozások gazdasági aktivitásának növelésére, és a befizetendő iparűzési adók révén az önkormányzat gazdasági működésére is. A projekt szervesen illeszkedik az alábbi tervezési dokumentumokhoz: Terület- és Településfejlesztési Operatív Programhoz, valamint illeszkedik a TOP-1.1.1-15 kódszámú „Ipari Parkok, iparterületek fejlesztése” című pályázat felhívásában szereplő kritériumokhoz, és a Jász-Nagykun-Szolnok Megyei Területfejlesztési Programhoz (2014-2020); továbbá Kunszentmárton Önkormányzatának 2015-2020 közötti Gazdaságfejlesztési Programjához, ami illeszkedik Kunszentmárton Integrált Településfejlesztési Stratégiájához (ITS). A projekt műszaki tartalmának rövid ismertetése: Az Ipari Park Kunszentmárton város északi részén a 44. számú főközlekedési út bal oldalán található, mintegy 30ha-os terület, mely a város rendezési terveiben iparterületként szerepel. Az infrastruktúra kiépítése megtörtént, a terület alkalmas ipari tevékenység végzésére, valamint logisztikai bázis kialakítására. A terület nagysága hosszútávon biztosítja a folyamatos bővülést. Jelen projekt keretein belül a Kunszentmárton térségében kiépült Önkormányzati tulajdonú ipari park területén a közműhálózat, víz- és szennyvíz csatorna, a gázhálózat, és a belső elektromos hálózat, valamint a park területének egy részén az úthálózat kerül bővítésre. Továbbá megépítésre kerül egy csarnok épület (mérete: 12x30x5 fm), egy kamionparkoló, beszerzésre kerül 1 db vizesblokkos konténer, 1 db sorompó konténer, és 1db videokamerás biztonsági rendszer. Önállóan támogatható tevékenységek: Telekhatáron belüli alapinfrastruktúra: gáz, víz, elektromos fejlesztés, új út éskamionparkoló építése, és kerítés építés, valamint a szolgáltató tevékenységhez kapcsolódó új épület építése. Önállóan nem támogatható tevékenységek: Az ipari terület működéséhez kapcsolódó működési és szolgáltatási funkciók ellátásához szükséges eszközbeszerzés (videókamerás biztonsági rendszer, szociális konténer, őrző-védő konténer). Önállóan nem támogatható kötelezően megvalósítandó tevékenységek: Csarnok épület akadálymentesítése, és nyílvánosság biztosítása. A felhívás 3.2 pontjában előírt feltételek bemutatása: A Kunszentmártoni Ipari Park Kft. határozatlan idejű vagyongazdálkodási szerződéssel rendelkezik az üzemeltetési feladatok ellátására vonatkozóan. Kunszentmárton város Településrendezési Tervében a fejlesztendő terület ipari területnek minősül. A fejlesztési területek 100%-ban Kunszentmárton Város Önkormányzatának a tulajdonát képezik. A projekt költségvetése a piaci árak figyelembevételével, reális és takarékos módon került összeállításra. Az új csarnok épület építése során komlex akadálymentesítés történik. A projekthez kapcsolódóan rehabilitációs szakmérnök bevonásra kerül. Az új épület építése során a projektgazda az enrgiahatékonysággal összefüggő műszaki megoldásokat maximálisan figyelembe veszi.
