The aim of the project is to support local and regional economic development based on internal resources, economic recovery and employment-enhancing, providing the necessary local conditions and supporting the development of municipal business infrastructure and services necessary for local economic development. In the Industrial Park, renovation of the outdated utility system, road renovation and reconstruction of the existing service building would take place as follows: Plumbing: Two-way feed-in is necessary to ensure the supply of drinking and fire water to the industrial park. The existing system is not suitable for supply and needs to be supplemented. A new connection is built from Szilvásvárad — Bükkszentmárton power line, from an existing junction. The crossing of the Recska stream can be solved by the renovation of the existing pipe bridge, a new utility pipe, and the construction of an insulated protective tube. Gas distribution line: only part of the existing pipeline is in operation, and any construction can be carried out under professional supervision after a public works agreement. Street lighting: in addition to the existing roads, there are pillars of old street lighting, but are largely out of operation. Sewerage: supplement the existing network, prepare home connections to the existing sewer. The water closure test of the existing sewer shall be carried out, the channel cameraing and accurate assessment shall be carried out. This work is subject to a water licence due to the expansion of the network. Rainfall channel: hydraulic control of an existing network. Washing, refurbishment of mines, mine covers, replacement, replacement of sinkholes, levelling. The missing house wiring of newly formed plots must be made. Works of road dewatering related to road renovation shall be repaired or constructed. External water protection structures shall also be examined and the necessary preservation shall be designed. Road refurbishments: The road network of the Industrial Park shall be reclassified to a private road opened for public traffic. For this purpose, a plan must be drawn up on the basis of which the Heves County Government Office authorises the Technical Licensing and Consumer Protection Department. The existing road network has a high border, closed canal. However, it is in very poor condition, which is due to the explosions and very heavy freight traffic. At the same time, the thickness of the layer of the road base is appropriate when judged by site-by-site pavement demolition. The surface is very worn but can be refurbished with asphalt carpeting. Refurbishment of the service house: In the case of the service house, several years of renovation and reconstruction will be met within the framework of the investment. During the renovation of the service house, the roof structure is repaired, the electrical network is reconstructed and the heating system upgraded (replacement of radiator throughout the building). The aim of the development is to create a sustainable building with the possibility of providing the necessary quality of services for established businesses, and to provide the right conditions for businesses wishing to set up. By renovating the building, our goal is to provide a venue for the training of the county-level and local pacts on Axis 5 of the TOP. We want to provide a training platform for employment cooperation under the TOP which is unique in the North Heves region to help the successful implementation of employment programmes. (see technical content in detail in the Business Plan) The grant application is referred to in the call for proposals 3.1.1. A projekt célja a belső erőforrásokra épülő, gazdaságélénkítő és foglalkoztatás-ösztönző térségi és helyi gazdaságfejlesztés, az ehhez szükséges helyi feltételek biztosítása, illetve a helyi gazdaságfejlesztéshez szükséges önkormányzati üzleti infrastrukturális háttér és szolgáltatások fejlesztésének támogatása. Az üzleti infrastruktúra részeként kiemelt célterület a helyi ellátáshoz kapcsolódó önkormányzati infrastrukturális feltételek megteremtése a helyi vállalkozók megerősítése a foglalkoztatás bővítése céljából. A projektet Bélkő Nonprofit Területfejlesztési Kft. kívánja megvalósítani. A park valódi üzleti parkként működik, hiszen a klasszikus szolgáltatásokon kívül üzemépületeket, bemutatótermeket és irodákat is lehet bérelni illetve lízingelni. Az Ipari Parkban az elavult közműrendszer felújítására, útfelújításra és a meglévő szolgáltató épület rekonstrukciójára kerülne sor az alábbiak szerint: Vízvezeték: Az ipari park ivó és tűzivíz ellátásának biztosításához kétirányú betáplálás szükséges. A meglévő rendszer nem alkalmas az ellátás biztosítására, a rendszert ki kell egészíteni. Új bekötés épül a Szilvásvárad – Bükkszentmárton távvezetékről, meglévő csomópontból. A Recska patak keresztezését a meglévő csőhíd felújításával, új haszoncsővel, szigetelt védőcső építésével lehet megoldani. Gázelosztó vezeték: meglévő vezeték csak egy része üzemel, szakfelügyelet mellett végezhető bármilyen kivitelezés közműegyeztetést követően. Közvilágítás: a meglévő utak mellett a régi közvilágítás oszlopai megvannak, de nagyrészt jelenleg nem üzemel. Szennyvízcsatorna: meglévő hálózat kiegészítése, házi bekötések elkészítése a meglévő szennyvízcsatornára. A meglévő szennyvízcsatorna víz zárósági próbáját, a csatorna kamerázását és pontos felmérését el kell végezni. Ez a munka a hálózatbővítés miatt vízjogi engedély köteles. Csapadékcsatorna: meglévő hálózat hidraulikai ellenőrzése. Mosatás, aknák felújítása, akna fedlapok, víznyelők pótlása, cseréje, szintbe emelése. Az újonnan alakított telkek hiányzó házi bekötéseit el kell készíteni. Az útfelújítással kapcsolatos útvíztelenítés műtárgyait ki kell javítani vagy el kell készíteni. Vizsgálni kell a külső vízvédelem műtárgyait is és a szükséges állagmegóvást meg kell tervezni. Útfelújítások: Az Ipari Park úthálózatát közforgalomra megnyitott magánútra át kell minősíteni. Ehhez tervet kell készíteni, mely alapján a Heves Megyei Kormányhivatal Műszaki Engedélyezési és Fogyasztóvédelmi Főosztály Útügyi Osztály ad engedélyt. A meglévő úthálózat kiemelt szegélyes, zárt csatornás. Viszont nagyon rossz állapotú, ez a robbantásoknak és az igen nagy teherforgalomnak tulajdonítható. Ugyanakkor a helyenkénti burkolatbontásokból megítélve az útalap rétegvastagsága megfelelő. A felület igen kopott, de aszfalt szőnyegezéssel felújítható. Szolgáltatóház felújítása: A szolgáltatóház esetében több éves, évtizedes felújítási, rekonstrukciós igény kerül kielégítésre a beruházás keretében. A szolgáltató ház felújítása során sor kerül a tetőszerkezet javítására, a villamos hálózat rekonstrukciójára és a fűtési rendszer korszerűsítésére (radiátor csere az egész épületben). A fejlesztéssel cél egy fenntartható épület kialakítása a betelepült vállalkozások számára megfelelő színvonalú szolgáltatások biztosításának lehetősége, a betelepülni szándékozó vállalkozások számára megfelelő körülmények biztosítása. Az épület felújításával további célunk a TOP 5. tengelyén megvalósuló megyei szintű és helyi paktumok képzései számára helyszín biztosítása. A TOP keretében megvalósuló foglalkoztatási együttműködések számára olyan képzési színteret kívánunk biztosítani, amely az észak-hevesi térségben egyedülálló módon képes segíteni a foglalkoztatási programok sikeres megvalósulását. Önállóan támogatható tevékenységek A) a), és A)c) pontjaihoz illeszkedik, azaz Meglévő ipari parkok telekhatáron belüli alapinfrastruktúra (gáz, víz, csatorna, út, elektromos vezetékrendszer, energia hálózat,) átalakítása, felújítása, bővítése, korszerűsítése, közlekedőfelület kialakítása, illetve A szolgáltató tevékenységekhez kapcsolódó meglévő épület korszerűsítése, felújítása, a szükséges épületgépészeti beruházások végrehajtása a Felhívás 3.2. pontja szerint. TKKR- nek való megfelelés bemutatása 1.1 2.1.1 intézkedés: Üzleti környezet javítása, a vállalkozások versenyképességének növelése A projekt egésze teljesen illeszkedik az intézkedésben megfogalmazottakhoz. Az önkormányzati tulajdonú ipari parkok infrastrukturális fejlesztése lehet az egyik alapja a már betelepült és a majdan betelepülni szándékozó vállalkozások további fejlesztéseihez. A projektben megfogalmazott fejlesztési elképzelések és műszaki tartalmak mentén ezen vállalkozói fejlesztések feltételei teremtődnek meg. 2.1.2 intézkedés: Energetikai szerkezetváltás a klímavédelem és stabil energiagazdálkodás megteremtése az energiaimport függőség (Hungarian)
