The essence of the agreement is that the Municipality of Körösladány implements part of the road, water and sewage infrastructure on the property, which is the property of 0177/25, and reclassifies the developed part of the property as a public area. The water and sewage infrastructure created are transferred to the public utility service provider of the settlement for operation, so they do not require any direct revenue from the results of the development. In return, on the investor side, three other companies working under the coordination of ECO-CONSULT Hungary Logistics Service Ltd undertake to implement all developments by providing their own resources.     Előzmények: A Körösladányi Ipari Park 2006. évben jött létre. A 47-es főút (Szeghalmi út) és a vasút nyomvonalának találkozásánál terül el, olyan elrendezésben, hogy azt az északkelti irányba kanyarodó vasúti töltés egy északi és egy déli területre osztja meg. A cím elnyerésekor az ipari park céljaira kijelölt terület déli felén már javában ott tevékenykedett a Henkel Magyarország Kft. Míg az északi felén zöldmezős beruházások megvalósítására lett volna lehetőség. A park fekvése kiváló. A vasútvonal és a 47-es főút közelsége révén kitűnő adottságokat jelent. Az északi, zöldmezős terület hasznosítására jó néhány alkalommal tettek kísérletet az elmúlt években. A terület ingatlanjai többször cseréletek gazdát, de a területen a mai napig is csak zöldmezős terület maradt. Pedig voltak komoly befektetési szándékú vállalkozások is. Azt is látni kell, hogy az ipari Park létrejöttét, illetve a cím megszerzését a helyi önkormányzat csak kívülállóként szemlélte, tevőlegesen nem kellett beavatkozzon, de nem is tudott beavatkozni, hiszen a befektetői körök mindig is láttak benne fantáziát. Mára ez a helyzet némileg megváltozott: Körösladány Város Önkormányzata 2016.-ban, - jelen támogatási kérelem benyújtása előtt - úgy döntött, hogy megvásárolja az Ipari Park 0177/25 hrsz.-ú, út besorolású ingatlanját és bizonyos alapvető fontosságú infrastrukturális fejlesztés megvalósítására pályázás útján igyekszik forrásokat biztosítani. Itt látni kell azt is, ezen alap infrastruktúrafejlesztések önmagukban nem tennék működőképessé az Ipari Park északi, zöldmezős területeit, igaz, erre nincs is szükség, mert komoly befektetői szándék is segíti ezt a folyamat. A jelen támogatási kérelem benyújtását megelőzően, az Ipari Park cím tulajdonosával, az ECO-CONSULT Hungary Logisztikai Szolgáltató Zrt.-vel - komoly egyeztetéseket követően - megállapodás született a szükséges infrastrukturális fejlesztések megosztásáról, illetve a működés egyéb feltételeiről. A megállapodás lényege, hogy Körösladány Város Önkormányzata a tulajdonába került, 0177/25 hrsz.-ú ingatlanon az út, a víz és a szennyvíz infrastruktúra egy részét valósítja meg és a fejlesztett ingatlanrészt közterületté minősíti át. A létrehozott víz és a szennyvíz infrastruktúrát átadja üzemeltetésre a település közműszolgáltatójának, így a fejlesztés eredményéből semmilyen közvetlen bevételre nem tart igényt. Cserébe a befektetői oldalon az ECO-CONSULT Hungary Logisztikai Szolgáltató Zrt koordinálásával tevékenykedő további három logisztikai szolgáltatásokkal foglakozó vállalkozás vállalja az összes fejlesztés megvalósítását saját forrás biztosításával. A fejlesztéseket az alábbi – Ipari Park területtel rendelkező – vállalkozás fogja végrehajtani: ECO-CONSULT HUNGARY Logisztikai Szolgáltató Zrt.; 22983934-2-43 Trans-Sped Logisztikai Szolgáltató Központ Kft.; 11622219-2-09 BOX PRINT Csomagolóeszközgyártó és Nyomdaipari Kft; 13545989-2-04 Príma-Soft Bérmunka Szolgáltató Kft; 24332808-2-02 I) A projekt célja A projektünk közvetlen célja, Körösladány településen és annak környékén, a vállalkozói környezet és az üzleti infrastruktúra fejlesztése érdekében a Körösladányi Ipari Park északi felén lévő, zöldmezős területein alapinfrastruktúra kiépítése és az Ipari Park elérhetőségét és feltárását segítő vonalas infrastruktúrák fejlesztése. A fejlesztéssel szemben támasztott alapvető elvárás új munkalehetőségek megteremtése, a foglalkoztatás növelése a kevésbé versenyképes térségekben működő, betelepült vállalkozások működési helyszínének infrastruktúra fejlesztésén, a működési feltételeik kedvezőbbé tételén keresztül. A fejlesztés hosszú távú céljának teljesítéséhez Önkormányzatunk az ipari park elérhetőségének javításával járul hozzá. A Körösladányi Ipari Park infrastruktúrafejlesztést célzó beruházásán keresztül alkalmassá válhatnak regionális, valamint országos gazdaságélénkítő hatás kifejtésére egyaránt. II) a projekt önállóan támogatható és önállóan nem támogatható tevékenységei A Felhívás 3.1.1. pontja az önállóan támogatható tevékenységeket tartalmazza. Ennek A) Ipari parkok, tudományos és technológiai parkok fejlesztése (meglévő, címmel rendelkező parkok esetében) fejezetén belül az a) Meglévő ipari parkok telekhatáron belüli alapinfrastruktúra (gáz, víz, csatorna, út, iparvágány, parkoló, elektromos vezetékrendszer, energia hálózat, távközlési és kommunikációs hálózat, hulladékkezelő létesítmények) kiépítése, átalakítása, felújítása, bővítése, korszerűsítése, közlekedőfelület kialakítása, illetve telekhatáron kívüli alap-infrastrukturális beruházás a Felhívás 3.2. pontja szerint ponthoz mutat illeszkedést fejlesztésünk, hiszen elmondható, hogy a fejlesztés során a Körösladányi Ipari Park északi felén elterülő infrastruktúra nélküli területek önkormányzati tulajdonú ingatlanján (hrsz: 0177/25) az ivóvíz és szennyvíz ellátás lehetősét biztosító gerinc hálózatok megvalósítását tervezzük.
