1. Small producers are increasingly exposed to price volatility on the market and it would be most important for them to be able to store their produce and products until purchase prices rise to the right height. Such a warehouse would provide an opportunity to withdraw the storage-sale time. 2. Approaching a problem from the point of view of the Municipality: The municipality wants to support local producers as part of its economic development activities. Due to financing problems, the economic development instruments that can be used by the municipality are very limited. The only option for the municipality is to use EU funding. It is also important that the implementation of the economic development project has the multiplier effect of boosting the local economy and the establishment of a warehouse that stimulates local producers and primary producers, which contributes to job creation — which in turn reduces the social-type costs of the municipality. 3. The project also has multiplier effects, building the basic conditions in a cultural environment with the potential for development and progress. It stimulates local producers and entrepreneurs, creates opportunities for higher earnings, improves quality of life, helps to deepen the sense of community belonging, and, last but not least, contributes to improving the image of the settlement and improving the overall impression of the settlement. 1. Vezetői összefoglaló Jelen projekt célja egy olyan fenntartható, intelligens és befogadó növekedést célzó, belső erőforrásokra épülő, gazdaságélénkítő helyi gazdaságfejlesztési beruházás megvalósítása, mely hosszútávon hozzájárul a munkaalapú társadalom megteremtéséhez. A pályázat közvetlen célja a helyi termelők piacon való megjelenésének elősegítése a megfelelő gyűjtőpont (hub) jellegű infrastruktúra kiépítésével és szolgáltatásként történő biztosításával. Fő célcsoportja a helyi termelők köre, a tervezett tevékenységek a helyi termékeket preferálják. A hosszú távú célok közé tartozik a helyi termelői társadalom formálása, a közösségek kovácsolása, a hatékony érdekképviselethez és érdekérvényesítéshez szükséges összefogás alapjainak megteremtése. A fejlesztés által nem csak Újszalontán, hanem a szomszédos településeken élő és dolgozó termelők is lehetőséget kapnak az infrastruktúra igénybevételére, terményeik termelést követő műveleteinek elvégzéséhez. A projekt a leszakadó perifériális térség gazdaságát dinamizáló és foglalkoztatását bővítő infrastrukturális fejlesztés. A projekt illeszkedik a Felhívás céljaihoz. A projekt keretében Újszalonta Önkormányzata a helyi termékek piacra jutását segítő agrár-logisztikai fejlesztés megvalósítására törekszik, mellyel a termelést követő - a termék jellegét nem megváltoztató - műveletekhez kapcsolódó infrastruktúra kiépítésével és szolgáltatásként történő biztosításával kívánja a helyi termelőket támogatni. A projekt kivitelezése során megvalósul egy alkalmas, korábban kihasználatlan területen, a helyi termelők részére fedett, őrizhető raktárhelyiség létrehozása és a szükséges, kapcsolódó kiszolgáló helyiségek kiépítése. A raktárhelyiség kialakítását úgy terveztük, hogy egyszerre legyen alkalmas a termelést követő műveletek elvégzéséhez (csomagolás) és a termények raktározásához. A tervezés során fontos szempont a megújuló energiaforrások használatának előnyben részesítése. Az igényfelmérés és helyzetelemzés alapján a felmerülő problémát a célcsoportok szempontjából vizsgáltuk meg: 1. Probléma megközelítése a helyi termelők szempontjából: Békés megyében, illetve Újszalontán is meghatározó gazdasági tevékenysége a mezőgazdaság. Régi időkre visszanyúló, erős gyökerekkel rendelkező háztáji életmód ma is meghatározó, a főállású helyi termelőkön túl pedig sokan a kiskertek kincseit árulva vagy éppen háziállataikat hasznosítva jutnak kiegészítő kereseti lehetőséghez. A kistermelők fokozattan ki vannak téve a piac áringadozásának, számukra lenne a legfontosabb, hogy terményeiket és termékeiket addig tárolni tudják, amíg a felvásárlási árak a megfelelő magasságba nem emelkednek. Egy ilyen raktár lehetőséget teremtene az tárolási-értékesítési idő kihúzására. 2. Probléma megközelítése az Önkormányzat szempontjából: Az önkormányzat gazdaságfejlesztési tevékenysége keretében szeretné támogatni a helyi termelőket. Finanszírozási problémák miatt az önkormányzat által alkalmazható gazdaságfejlesztési eszközök igen szűkösek. Az önkormányzat egyetlen lehetősége az EU-s támogatási forrás igénybevétele. Szintén fontos, hogy a gazdaságfejlesztési projekt megvalósulásának multiplikátor hatása, hogy fellendül a helyi gazdaság, a raktár kialakítása ösztönzőleg hat a helyi termelőkre, őstermelőkre, amely hozzájárul a munkahelyteremtéshez – ez pedig csökkenti az önkormányzat szociális típusú költségeit. 3. Probléma megközelítése a felvásárlók szempontjából: A termelők a felvásárlókat egyenként értesítik, egymás termékeiről pedig alig van információjuk, így a szállítások összehangolása nehézkes. A felvásárlók alapvető érdeke, hogy egyszerre minél több termelőtől tudják a termékeket felvásárolni, hogy minél kevesebb helyre és minél kevesebbszer kelljen kiutazni. Logisztikai szempontból is indokolt a fejlesztés megvalósítása. Fentiek azt bizonyítják, hogy a raktár építésével egy régen megfogalmazott, és több célcsoportot érintő igényt tudna kielégíteni az Önkormányzat, a projekt megvalósítás szükségessége indokolt. A bemutatott problémákat így hatékonyan, hosszú távon, valamennyi érintett célcsoportnak megfelelően képes orvosolni a Projektgazda. A projekt multiplikátor hatásokkal is bír, az alapvető feltételek kulturált környezetben való megépítése magában hordozza a fejlődés és előrelépés potenciálját. Ösztönzőleg hat a helyi termelőkre, vállalkozókra, lehetőséget teremt a keresetek emelkedésére, az életminőség javítására, segíti a közösségi összetartozás érzésének elmélyítését, és nem utolsó sorban hozzájárul a településkép javításához, a településről alkotott összbenyomás javításához. A projekt keretében megvalósuló tevékenységek: 1. Újszalonta, Béke utca 21. szám alatti ingatlan átalakítása raktárrá – építési tevékenység: 2.
