Within the framework of the project, we plan to upgrade the market area and the infrastructure background of the Arany János Square hrsz. Under 1087/17. During the project implementation, a market development with a sales area of 2.100 m² is carried out on the plot located in the centre of the settlement. In addition, the milestones of the activities, the structuring and content of which are logically structured and allow the criteria set out in the Call to be met, were also set out in the Action Roadmap. As a result of the investment, the economic life of the region is revitalised, as this project stimulates and facilitates access to the market for the products of the settlement and the local producers and sellers from the surrounding area. This will make available a supply of goods that would meet demand on the demand side in the long term. As a producer market, it allows the sale of local producers’ products of the goods offered, which is clearly in the direction of preference for local products. In addition, the refurbishment of the market has a job-creating effect by providing a wider range of opportunities for local primary producers to sell their products. In Kiskörén, according to the unemployment figures in the settlement series of January 2016, the relative unemployment indicator does not exceed the average of the district. The investment has been cost-effectively designed with a realistic and cost-effective budget and complies with internal ratios and the investment is eligible under EU State aid rules. The total cost of implementing the project is HUF 34.370.010, including project preparation, project management costs, investment-related costs and costs related to professional implementation. The operation of the market will be ensured by the municipality and will charge a small rent for the sale, which is only HUF 500 per occasion (below 4 m² table size). The planned overall size of the new indoor tables is 1.2 x 2.0 m. Based on the expected 5 % increase in the sales area, rent, opening hours and occupancy, the expected additional revenue over the 10-year reference period will be between HUF 136-167 per year. However, the proper functioning of the market also entails costs: additional material costs (65-80 HUF per year) are incurred in terms of operation. Once the project promoter is engaged in public activities, he is prepared that the operation of the facility requires annual maintenance contributions. Accordingly, it undertakes to cover operating deficits during the maintenance period from its own resources and to ensure that the project is maintained. The average amount of the maintainer’s contribution for the entire maintenance period is estimated at approximately HUF 680. Area-specific assessment criteria: The Heves County Regional Development Programme fits 4 points (see: Business Plan). The number of enterprises receiving aid is more than 20.1 % deviation from the TOP resource-proportionate indicator. The municipality has business tax revenue. Kisköre is a settlement located in Heves district, which is a settlement of 290/2014 on the classification of the beneficiary districts. It falls within the category of beneficiaries of Government Decree (XI.26.). The number of local producers using the developed infrastructure is 6 based on a statement of intent.     A projekt keretén belül a piac területének, infrastrukturális hátterének korszerűsítését tervezzük az Arany János tér hrsz. 1087/17 alatt. A projektmegvalósítás során egy 2.100 m2 árusító területű piacfejlesztés valósul meg a település központjában található telken. A piactéren található burkolat szilárd (térkő) burkolattal kerül kijavításra a vízelvezetési problémák elhárítása érdekében, továbbá a benapozottság visszaszorítása fák ültetésével valósul meg. A piac leromlott állapotú árusítóasztalainak cseréje tervezett, mellyel megnő a fedett helyek száma is. A piac felújításra szoruló kerítése szintén korszerűsítésre kerül. A meglévő parkolóhely területének javítására is sor kerül a kopóréteg építésével, továbbá a felület kiegészül egy akadálymentes állással. Emellett 10 kerékpár elhelyezésére alkalmas kerékpártámasz áll majd rendelkezésre. A piacon található megrongálódott ivókút is cserére kerül, valamint a fedett-nyitott árusító épület oldalfalára mobil szélfogó elem kerül felszerelésre. A fejlesztési elképzelés bemutatásában az üzleti tervben ismertetésre kerül a fejlesztés valamennyi beruházási tevékenysége, illetve a cselekvési ütemtervben bemutatásra kerül ezen tevékenységek és hozzájuk kapcsolódó előkészületi lépések időigénye. Továbbá, szintén a cselekvési ütemtervben kerültek kifejtésre a tevékenységekhez tartozó mérföldkövek, amelyek egymásra épülése és tartalma logikusan felépített, a Felhívásban előírt feltételrendszer teljesülését lehetővé teszi. A beruházás következtében felpezsdül a térség gazdasági élete, miután jelen projekt a település, illetve a környékről érkező őstermelők, árusítók termékeinek piacra jutását élénkíti, könnyíti. Ezáltal elérhetővé válik egy olyan árukínálat, amely a keresleti oldalon fennálló igényt elégítené ki hosszú távon. Termelői piac lévén a kínált árucikkek helyi termelők termékeinek árusítását teszi lehetővé, ami egyértelműen a helyi termékek preferálásának irányába hat. A piac felújítása ezen túlmenően munkahelyteremtő hatását fejti ki azáltal, hogy szélesebb körben biztosít lehetőséget a helyi őstermelők számára termékeik árusítására. Kiskörén a 2016. januári településsoros munkanélküliségi adatok alapján a munkanélküliségi relatív mutató nem haladja meg a járás átlagát. A beruházás költséghatékony módon, reális és takarékos költségvetéssel tervezett, a belső arányokra vonatkozó előírásokat betartotta és a beruházás az európai uniós állami támogatási szabályok alapján támogatható. A projekt megvalósításának teljes költsége 34.370.010 Ft, melyen belül projekt-előkészítési, projektmenedzsment költségek, valamint beruházáshoz kapcsolódó költségek és a szakmai megvalósításhoz kapcsolódó szolgáltatások költségei szerepelnek. A piac üzemeltetését az önkormányzat fogja biztosítani, és csekély összegű bérleti díjat számol fel az árusítás vonatkozásában, amely mindössze 500 Ft alkalmanként (4 m2 asztalméret alatt). Az új fedett árusítóasztalok előirányzott befoglaló mérete 1,2 x 2,0 m. Az árusító terület, a bérleti díj, valamint a nyitvatartási napok és kihasználtság várható 5%-os növekedése alapján a 10 éves referencia időszakban a várható többletbevétel mértéke 136-167 eFt között alakul éves szinten. A piac megfelelő működése azonban költségeket is jelent: az üzemeltetés tekintetében többlet anyagköltségek (65-80 eFt évente) merülnek fel. Miután a projektgazda közcélú tevékenységet folytat, felkészült arra, hogy a létesítmény üzemeltetése évente fenntartói hozzájárulást igényel. Ennek megfelelően vállalja, hogy a fenntartási időszakban keletkező működési hiányokat saját forrásból fedezi, a projekt fenntartásáról gondoskodik. A fenntartói hozzájárulás a teljes fenntartási időszakra becsült átlagos nagysága kb. 680 eFt. Területspecifikus értékelési szempontok: A Heves Megyei Területfejlesztési programhoz 4 ponton illeszkedik a fejlesztés (lásd: Üzleti Terv). A támogatásban részesülő vállalkozások száma TOP forrásarányos indikátortól való eltérés több mint 20,1%. Az önkormányzat rendelkezik iparűzési adó bevétellel. Kisköre a Heves járásban található település, mely a kedvezményezett járások besorolásáról szóló 290/2014. (XI.26.) Korm. rendelet kedvezményezetti kategóriájába tartozik.
