The aim of the project is to develop a market infrastructure, given that the market outlet infrastructure in the village of Mezőgyán has not been solved at present. With the application, the municipality supports the development of the local economy through access to the market for local farmers and farmers, while addressing the problem of the lack of a market outlet in the settlement and the negative effects caused by them. After the investment, local producers will have access to the local market. With the construction of the new market area and a sales area, the temporary settlement in the asphalt car park will be replaced. This will contribute to the livelihood of primary producers, family farmers and producers, and the income from the sale of their horticultural products will also be added to income for the retired population who are no longer active. This effect indirectly increases the quality of life in rural areas and contributes to increasing local identity. Increasing social capital is a fundamental objective in these rural areas. Increasing the quality of life in rural settlements (which goes beyond the local standard of living, job opportunities and earning income) is one of the basic conditions for keeping the population locally. Local quality of life is also determined by the quantity and quality of public and business services available. Measures aimed at local economic development will improve the competitiveness of local businesses, improve employment in the region and improve the quality of life. Technical description of the planned development: For the purpose of creating the market, the construction of indoor market places, market passages, outdoor sales points, and the construction of a paved access road will be carried out. A public toilet is also set up to meet the requirements of accessibility. The toilet is installed next to the marketplace. At the market, parking for people arriving by car will be provided, and for those arriving by bicycle, a suitable place for storing their bicycles will be established. The current point of sale is located in an asphalt car park, which is a public area, so even though it is owned by the municipality, the new market cannot be built there. In addition, the municipality owns — in the centre of the village — no area suitable for the construction of a market outlet, so the applicant municipality is planning to purchase real estate in response to the tender. The planned market with a total of 145 m² will include the following facilities: — 4 indoor market outlets, — paved pedestrian gateway between the market outlets, — paved road for access to the market pavilions to be developed, — accessible toilets, parking lots The expected financial outcome of the development: The total cost of the development is HUF 43.182.969.-, of which HUF 42.522.969.-Ft of which the construction cost is HUF 35.7792.969. Following the construction, an orderly marketplace has been established, which will meet all the legal requirements in force. Once the market area has been established, the municipality can collect local money, which will continue to operate the 100 % owned area in the future. Under the current decree, 255 HUF/m²/month+VAT public land use charge is applicable in the area of the settlement. In the future, these fees will be reviewed by the municipality, but it is not the primary objective to decide on the increase of fees immediately after the construction of the built and cultivated market area, because the main objective is for local farmers and entrepreneurs to move their goods to the market (immediate increases in fees could have a negative impact on local farmers). In the future, the local government is able to provide useful information free of charge not only in the office building but also in the market area, through current advertisements and briefings. In addition, it will be possible to place paid advertisements in the area, which could generate additional revenue for the municipality. The present grant application relates to the “Indicative allocation for Sarkadi District” of the dedicated development objectives/fund allocations set out in point 1.2 of the specific Annex to the call. It is not relevant to my application for support for dispersed asbestos removal between the mandatory activities to be carried out in accordance with 3.1.2.1, which are not eligible independently.     A projekt célja piaci infrastruktúra kialakítása, tekintettel arra, hogy Mezőgyán községben jelenleg nem megoldott a piaci árusítóhely infrastruktúrája. A pályázattal a település önkormányzata támogatja a helyi gazdaság fejlesztését a helyi gazdák, gazdálkodók piacra jutásán keresztül mindamellett, hogy megoldja a településen a piaci árusítóhely hiányának problémáját, illetve az ezek által okozott negatív hatásokat. A beruházást követően biztosított lesz a helyi termelők, helyi piacra jutása. Az új piacterület, elárusítóhely megépítésével az ideiglenes, aszfaltozott parkolóbanvaló kitelepülés kerül kiváltásra. Ezen tevékenység a Pályázati Útmutatóban önállóan támogatható tevékenységek között szerepel (3.1.1 A) Helyi termelők, helyi termékek piacra jutásának támogatása). A fejlesztésnek köszönhetően élénkül a helyi gazdaság is, tekintettel arra, hogy célunk a piacon megjelenő vállalkozások, vállalkozók, őstermelők között a hosszú távú együttműködések kialakítása. A piac megfelelő infrastruktúrát biztosít majd a helyi, vidéki, kertészeti és tanyasi termékek piacra jutásához. Ezáltal hozzájárul az őstermelők, családi gazdálkodók, termelők megélhetéséhez továbbá a nyugdíjas, már nem aktív korú lakosság részére is jövedelem kiegészítést jelent majd az kertészeti termékeik árusításából befolyt bevétel. Ezen hatás közvetetten a vidéki életminőség javítását növeli és hozzájárul a helyi identitás növeléséhez is. A társadalmi tőke növelése alapvető cél ezen vidékies területeken. A vidéki településeken elérhető életminőség növelése (mely a helyben elérhető életszínvonalon, munkalehetőségeken, jövedelemszerzési lehetőségeken túlmutat) a lakosság helyben tartásának egyik alapvető feltétele. A helyi életminőséget az elérhető köz és üzleti szolgáltatások mennyisége és minősége is meghatározza. A lokális gazdaságfejlesztési célt szolgáló intézkedések javítják a helyi vállalkozások versenyképességét, elősegítik a térségi foglalkoztatás javulását, illetve az életminőség javulását is szolgálják. A tervezett fejlesztés műszaki bemutatása: A piac létrehozása céljából megtörténik a fedett piachelyek, piaci átjáró helyek, kültéri elárusítóhelyek kialakítása, valamint a burkolt bejáróút kiépítése. Kialakításra kerül egy nyilvános mosdó is, amely megfelel az akadálymentesítés elvárásainak. A mosdó a piactér mellett kerül kialakításra. A piacnál a gépkocsival érkezők részére parkolási lehetőség biztosítása megoldott lesz, a kerékpárral érkezők számára pedig a kerékpárjuk tárolására alkalmas hely kerül kialakításra. A jelenlegi árusítóhely egy aszfaltozott parkolóban található, mely közterület, így annak ellenére, hogy az önkormányzat tulajdona, oda nem építhető meg az új piac. Ezen kívül az önkormányzat tulajdonában - a község központjában – nem található olyan terület, mely alkalmas lenne egy piaci elárusítóhely kialakítására, így a pályázat terhére ingatlanvásárlást is tervez a pályázó önkormányzat. A tervezett 145 m2 összetüreltű piacon a következő létesítmények kapnak helyet: - 4 darab fedett piaci árusítóhely, - burkolt gyalogos átjáró a piaci árusítóhelyek között, - burkolt út a kialakítandó piaci pavilonok megközelítése érdekében, - akadálymentesített wc, parkolók A fejlesztés várható pénzügyi eredménye: A fejlesztés teljes költsége 43.182.969.-Ft, ebből elszámolható 42.522.969.-Ft amelyből az építési költség 35.7792.969.Ft. A kivitelezést követően egy rendezett piactér került kialakításra, amely minden hatályos jogszabályi követelménynek meg fog felelni. A piacterület kialakítását követően helypénz szedését tudja megvalósítani az önkormányzat, aki a jövőben is üzemeltetni fogja a 100%-ban saját tulajdonú területet. Jelenleg is hatályos rendelet alapján árusítóhelyenként 255.-Ft/m2/hó+ÁFA közterület használati díj érvényes a település területén. A jövőben ezen díjakat felülvizsgálja az önkormányzat, de nem elsődleges cél, hogy a megépített és kulturált piacterület kialakítását követően egyből a díjak emeléséről döntsön, mert a fő cél az, hogy a helyi gazdák, vállalkozók a piac területére vigyék ki az áruikat (a díjak azonnali emelése negatív hatást válthatna ki a helyi gazdálkodóknál). Az önkormányzat a jövőben már nem csak a hivatal épületében, hanem a piac területén is tudja a lakosságot, az érintett célcsoportokat aktuális hirdetések, tájékoztatók útján hasznos információhoz juttatni térítés mentesen. Ezen felül akár fizetett hirdetéseket elhelyezése is lehetséges lesz a területen, amely plusz bevételt jelenthet az önkormányzat részére. Jelen támogatási kérelem a felhívás Terület specifikus mellékletének 1.2 pontjában szereplő, elkülönített fejlesztési célok/forrás felhasználási keretek közül a „Sarkadi Járás számára elkülönített indikatív keretösszeg” forrásra irányul. A Felhívás 3.1.2.1 szerinti Kötelezően megvalósítandó, önállóan nem támogatható tevékenységek közötti szórt azbesztmentesítés támogatási kérelmem vonatkozásában nem releváns. (Hungarian)
