The applicant is the Municipality of the Commune of Professionals. The aim of the project is 3.1.1. The development of the industrial area, the technical content of which is described in detail in the technical specifications and business plan: • Construction of a new road section 565 m long, of which 221 m with asphalt, 334 m mart asphalt, • 565 m long grassland drainage ditches, • 1 transformer station, total cost of the investment: 45 000.000 HUF. The Municipality plans to implement the project between 01.06.2018 and 31.01.2019. The refurbishment of the affected road section improves the availability of 19.45 ha of industrial space, where there are currently 12 enterprises and 3 settlers are expected to settle to 25 % of the industrial area so far. (subject to 3.4.1.1 (g), (i)). The transformer station is intended to meet the electricity needs of the installed and expected undertakings. The construction works are contracted through a public procurement procedure. The installation of the transformer station is carried out by Démász Zrt. Development in the industrial area will lead to the creation of new jobs and economic growth in the region. 3.4.1.1 k) together with the full technical documentation, the detailed planning budget will be attached until the first milestone. 3.4.1.1 (p) the business plan and the cost-benefit analysis will be submitted. 3.4.1.2 Equal opportunities and environmental aspects have been taken into account in the planning. The applicant has a local equal opportunities programme. 3.4.2 4 milestones have been planned, milestone 1, planning documentation, permits, public procurement, 50 % of the works by milestone 2, 100 % of the construction by milestone 3, milestone 4 is the project closure.     A pályázó Szakmár Község Önkormányzata. A projekt célja a 3.1.1. B) a, Iparterületek kialakítása és meglévők fejlesztése, barnamezős, illetve zöldmezős beruházások – Az iparterületek telekhatáron belüli alapinfrastruktúrájának (gáz, víz, csatorna, út, iparvágány, parkoló, elektromos vezetékrendszer, energia hálózat, távközlési és kommunikációs hálózat, hulladékkezelő létesítmények) kiépítése, átalakítása, felújítása, bővítése, korszerűsítése, közlekedőfelület kialakítása, illetve telekhatáron kívüli alapinfrastrukturális beruházás megvalósítása. A fenti cél önállóan támogatható tevékenység (3.4.1.1 a)), a kötelező önállóan nem támogatható tevékenység a nyilvánosság biztosítása. A fejlesztés zöldmezős beruházás, melyre azért van szükség, mert a községben nem áll rendelkezésre barnamezős terület, melyet hasonló célra fel lehet használni (3.4.1.1. b). 3.4.1.1 c) a fejlesztéssel érintett terület az Önkormányzat tulajdonában van, illetve az 1. mérföldkőig az Önkormányzat tulajdonába kerül. 3.4.4.1.1. d), e) pont nem releváns. 3.4.1.1 f) az első mérföldkőig benyújtásra kerül. Az iparterületének fejlesztésének, melynek a műszaki tartalma csatolt műszaki leírásban és üzleti tervben részletesen bemutatva: • 565 m hosszú új útszakasz kiépítése, melyből 221 m asztfaltos, 334 m mart aszfaltos, • 565 méter hosszú gyepráccsal burkolt csapadékvíz elvezető árok kiépítése, • 1 db transzformátor állomás kiépítése, A beruházás összköltsége: 45.000.000,- Ft. Az Önkormányzat a projektet 2018.06.01 és 2019.01.31. között tervezi megvalósítani. Az érintett útszakasz felújítása 19,45 ha iparterület elérhetőségét javítja, ahol jelenleg már 12 vállalkozás működik és várhatóan 3 betelepülő vállalkozás fog betelepülni az iparterület eddig kihasználatlan 25%-ára. (a 3.4.1.1 g), i)) figyelembe vételével. A transzformátorállomás a betelepült és várhatóan betelepülő vállalkozások villamosenergia szükségletét hivatott kielégíteni. Az építési munkálatokra közbeszerzési eljárás keretében kötnek szerződést. A transzformátor állomás telepítését a Démász Zrt. végzi. Az iparterületen a fejlesztés új munkahelyek létrehozását és a térség gazdasági növekedését eredményezi. 3.4.1.1 k) az első mérföldkőig a teljes műszaki dokumentációval együtt csatolásra kerül a tételes tervezői költségvetés. 3.4.1.1 p) az üzleti terv és a költség-haszon elemzés benyújtásra kerül. 3.4.1.2 Esélyegyenlőségi és környezetvédelmi szempontokat a tervezéskor figyelembe vettük. A pályázó rendelkezik helyi esélyegyenlőségi programmal. 3.4.2 4 mérföldkő került megtervezésre, az 1. mérföldkőig a tervdokumentáció, engedélyezések, közbeszerzés történik meg, a 2. mérföldkőig a kivitelezés 50%-a, a 3. mérföldkőig a kivitelezés 100%-a, a 4. mérföldkő a projektzárás. Az indikátormutatók részletesen bemutatásra kerültek. A projektmenedzsmentet a projektgazda saját munkavállalói bevonásával illetve alvállalkozó igénybevételével kívánja megvalósítani. (üzleti terv 2.3. fejezet részletes bemutatja). A fejlesztési igény megalapozottságát az üzleti terv 3. fejezete részletesen bemutatja. Az üzleti tervben 4. fejezetében részletesen bemutatásra került a projekt nélküli eset, műszaki tartalom leírása, az üzemeltetés technikai és személyi feltételei, a cselekvési ütemterv és a lehetséges kockázatok illetve ezek kezelése. A projektgazda a kötelező nyilvánosság biztosításán kívül marketing tevékenységet tervez a potenciális betelepülő vállalkozások tájékoztatására, mely az üzleti terv 5. fejezetében bemutatásra került. A fejlesztés illeszkedik a megyei területfejlesztési program gazdaság- és foglalkoztatás élénkítési prioritásához. 1.2. A projekt keretében fejlesztett iparterület 19,45 ha. 2.1. A projekt kedvezményezett járásban valósul meg. 2.2. A projekt a 105/2015. (IV.23.)
