The aim of the project is to replace the existing buildings of Bólyi Nursery and Cradle House with 6 groups in kindergarten (151 places) and 1 crèche group (14 places) and to create a completely new building with 6 kindergartens (180 places) and 2 crèches (28 places). The planned investment will contribute to the return to the labour market of young children, in particular parents with children under the age of 3, thereby increasing employment and improving access to kindergarten care. The extension of the existing institution within the boundary of the existing establishment is no longer possible due to the construction of the existing site and the existing building is unsuitable for economical conversion and it is no longer possible to operate economically. Due to the characteristics of the building and the size of the group rooms, the 6 kindergarten groups can only operate with 151 seats due to the relevant regulations, and no new group rooms can be created. A new construction is therefore warranted. The design site for the new building currently performs horticultural tasks, a flat area. Its location is excellent for the planned kindergarten and crèche development within the settlement. Thanks to the larger size of the group rooms, the 6 kindergarten groups will be able to accommodate 180 children, as well as a 12-person crèche group. The number of children on a rejected waiting list is clearly justified in order to increase the number of seats. Given that the actual size of the project significantly exceeds the maximum total eligible costs set out in the call and the amount of aid that can be applied for, the costs of the following activities closely related to the project are not part of the application and will be financed from own resources: the total investment costs will be HUF 455.67 million gross, therefore, we plan to implement the following construction activities from our own sources outside the tendering procedure: road and parking, garden and green surface, as well as interior furniture. The planned cost of the road and the parking lot is HUF 27.94 million gross, the cost of garden and green surface is HUF 15.24 million, while the interior furniture is HUF 22.86 million. The necessary amount is available in the budget of the municipality. The following construction activities will be carried out in the framework of the tender: — construction and professional work — foundation and construction — building engineering — building electricity and weak current — swimming pool technology — kitchen technology (heating kitchen) Furthermore, the cost of project management, the cost of ensuring mandatory publicity and the cost of the underlying document and cost-benefit analysis are accounted for. The replaced property will be used by a social home operating on the neighbouring plot — the municipality’s income does not arise from the use of the property. Compliance with the conditions set out in point 3.2 of the Call for Proposals is ensured. The rationale for capacity expansion is explained in detail in the underlying document.     A PROJEKT CÉLJA A projekt célja a jelenleg 6 óvodai (151 férőhellyel) csoporttal és 1 bölcsődei (14 férőhellyel) csoporttal működő Bólyi Óvoda és Bölcsőde meglévő épületének kiváltása, és egy teljesen új építésű ingatlan létrehozása, amely 6 óvodai (180 férőhellyel) és 2 bölcsődei (28 férőhellyel) csoporttal fog működni. Az új épület teljes körűen akadálymentesített lesz, tornaszobával és tanuszodával fog rendelkezni, valamint az MSZ 24203/1, 24210-1 szabvány és a tervezett 6/2016 EMMI rendelet előírásait figyelembe vevő egyéb helyiségekkel. Fűtési energiafelhasználást a meglévő geotermikus rendszer fogja biztosítani. A kiváltott ingatlan nyugdíjasházként fog tovább üzemelni, amely során a konyha marad a kiváltott ingatlanban, az új épületben csak melegítőkonyha lesz. A játszótér is a jelenlegi helyén marad, mivel az új épületből jól megközelíthető, hiszen kertszomszédok. Az intézmény fenntartója a Bólyi Német Önkormányzat. A jelenlegi épület, illetve a fejlesztéssel érintett ingatlan tulajdonosa Bóly Város Önkormányzat. A működéshez szükséges humánerőforrás biztosított, illetve az új bölcsődei csoport által három fő új munkahely jön létre a projekt által. A szükséges eszközök tekintettel a beruházás volumenére, nem a pályázat keretében, hanem saját forrásból kerülnek finanszírozásra. A tervezett beruházás hozzájárul a kisgyermekesek, különösen a 3 év alatti gyermekeket nevelő szülők munkaerőpiacra történő visszatéréséhez, ezáltal a foglalkoztatás növeléséhez, és az óvodai ellátáshoz való jobb hozzáféréshez. A PROJEKT SZAKMAI-MŰSZAKI TARTALMA A meglévő intézmény telekhatáron belüli bővítése a meglévő telephelyen a beépítettség miatt már nem lehetséges, és a meglévő épület gazdaságos átalakításra alkalmatlan, gazdaságosan már nem üzemeltethető. Az épület adottságai, a csoportszobák nagysága miatt a 6 óvodai csoport 151 férőhellyel tud csak működni a vonatkozó előírások miatt, illetve újabb csoportszoba nem alakítható már ki. Ezért mindenképpen indokolt az új építés. Az új épületnek helyt adó tervezési helyszín jelenleg kertészeti feladatokat lát el, sík terület. Elhelyezkedése a településen belül a tervezett óvoda- és bölcsődefejlesztésre kiválóan alkalmas. A nagyobb alapterületű csoportszobáknak köszönhetően így a 6 óvodai csoportunk már 180 gyermek fogadására lesz alkalmas, illetve egy 12 fős bölcsődei csoporttal is bővülhet az intézmény. A férőhelyek bővítését egyértelműen indokolják az elutasított, váró listán lévő gyermekek száma. Tekintettel arra, hogy a projekt tényleges nagysága jelentősen meghaladja a felhívás által meghatározott maximális elszámolható összköltséget, illetve az igényelhető támogatás összegét, az alábbi, a projekthez szorosan kapcsolódó tevékenységek költségei nem képezik a pályázat részét, saját forrásból kerülnek finanszírozásra: - engedélyezési és kiviteli tervdokumentáció - közbeszerzés lebonyolításának költsége - műszaki ellenőr költsége A teljes beruházási költség nagyságrendileg bruttó 455,67 millió Forint lesz, ezért a következő építési tevékenységeket pályázaton kívüli saját forrásból tervezzük megvalósítani: út és parkoló, kert és zöldfelület, valamint a belső bútorzat. Az út és a parkoló tervezett költsége bruttó 27,94 millió Ft, a kert és zöldfelület költsége bruttó 15,24 millió Ft, míg a belső bútorzaté bruttó 22,86 millió Ft. Az ehhez szükséges összeg az önkormányzat költségvetésében rendelkezésre áll. A pályázat keretében az alábbi építési tevékenységek valósulnak meg: - építés és szakipar munkák - alapozás és szerkezetépítés - épületgépészet - épületvillamosság és gyengeáram - uszodatechnika - konyhatechnika (melegítő konyha) Továbbá, elszámolásra kerül a projektmenedzsment költsége, a kötelező nyilvánosság biztosításának költsége, illetve a megalapozó dokumentum és költség-haszon elemzés költsége. A kiváltott ingatlant a szomszédos telken működő szociális otthon fogja a továbbiakban hasznosítani – az önkormányzatnak bevétele nem keletkezik a hasznosításból. A Pályázati Felhívás 3.2 pontjában előírt feltételek teljesülése biztosított. A kapacitásbővítés indokoltságát a megalapozó dokumentumban mutatjuk be részleteiben. A Pályázati Felhívás 3.2.2. A.c) pontjának megfelelően a projekt tervezésébe és kivitelezésébe bevonunk kisgyermekellátás területén jártas szakembert, aki a Bólyi Óvoda és Bölcsőde szakmai-módszertani vezetője (Fogl Péterné Wéber Erika) és a megfelelő képesítéssel és szakmai tapasztalattal rendelkezik. Önéletrajzát, kinevezését és végzettségét igazoló okiratát a pályázathoz csatoltuk. A fejlesztéssel érintett intézmény továbbra is vállalja a befogadó-elvű nevelési gyakorlat megvalósítását, beilleszkedési, magatartási nehézséggel küzdő, valamint a többi gyermekkel együtt nevelhető sajátos nevelési igényű gyermekek integrált/integrációs nevelését, és a HH/HHH gyermekek integrációját.
