The Municipality of Philippe is planning to build a 122.51 m² mini crèche as a separate building in the centre of the existing kindergarten building. In the cases specified in Decree No 4 of 24 May 2012 of the Minister for National Development and in accordance with Annex 4 thereto: on the one hand, they create a well-insulated building structure and thermal envelope in accordance with the applicable standards and limits. On the other hand, modern closed fronted gas heating is provided in the building. External property supplied with utilities from the immediate vicinity of the physical installation shall not be used. For modern energy use, in the course of the development we install solar candelegers in order to use renewable energy sources. The number of age groups under the age of 2 in the municipality shows an upward trend between 2014 and 2017 on the basis of demographic indicators. In 2017, the number of people aged 0-2 is estimated at 28 people. In order to ensure the full fulfilment of the tasks of the Municipality, you will implement the operation of a 1 group mini crèche. When determining the number of children and the number of places, we took into account the 15/1998. (IV. 30.) as described in Decree No 30/2002 of the Minister for National Development. The total number of places planned will be 7 people. According to the 2017 statistical data, 149 children in the settlement are entitled to a regular child protection allowance. Of these, 130 children are disadvantaged, while 19 children are still disadvantaged, which is a very high proportion. Parents’ low educational attainment, low employment and housing deprivation are dominated by disadvantaged and cumulative disadvantages. The institutional proportion of disadvantaged children is close to 36 % and the presence of cumulatively disadvantaged children is around 1 %. It is important that the mini crèche, as a public education institution, has to respond to changes in society and at settlement level through its flexible system of activities, with its new educational and educational offer. Overall, the proportion of disadvantaged and cumulatively disadvantaged children is very high not only in the municipality but also in institutions. The number of children with special educational needs is also high in the institutions and will show an even higher number from year to year, for which accurate data will be provided in the factsheet. In the framework of the project, the future maintainer of the mini crèche, the municipality aims to improve the disadvantaged situation of the district and its settlements in the long term by bringing together the poor, torn children and their families in the settlement, with the joint, coordinated and planned work of the stakeholders and stakeholders.     Fülöp Községi Önkormányzat a központban, a meglévő óvoda épület telkén különálló épületként egy 122,51 m2 mini bölcsőde építését tervezi. A tervezésnél az OTÉK előírásainak az alkalmazásával jártunk el. A beruházás a Bölcsődei fejlesztési program keretén belül kerül megvalósításra, pályázati forrás felhasználásával. Cél volt a mai kor igényeit kielégítő épület kialakítása, oly módon, hogy az gazdaságosan megvalósítható legyen és az üzemeltetés során ne rójon többlet terhet az üzemeltetőre. A telek sík területen helyezkedik el, helyileg nem védett, tájolása Nyugat-Keleti. A terület közművesített, víz, elektromos áram gáz és csatorna van bevezetve. Az építtető az óvoda udvarának egy részét a mini bölcsőde épületének elhelyezése céljából leválasztja. Az tervezett épület 15 cm külső hőszigetelést kap. Az előírásoknak megfelelően Az épület komplex akadálymentesítése biztosított. A projekt keretében a következő helyiségek kerülnek kialakításra: Előtér, Gyerek öltöző, Gyerek mosdó, Foglalkoztató, Tároló, Mozgáskorlátozott WC, Folyosó, Iroda, Melegítő konyha, Szélfogó, Személyzeti öltöző, Személyzeti mosdó, Előtér, Személyzeti WC, Gyerekkocsi tároló, Irattár, Takarítószer tároló, Hulladék tároló összesen 122,51 m2-en, valamint egy nyitott teraszt is tartalmaz a tervdokumentáció. Az alternatív energiaellátás megvalósíthatósági elemzése az épületek energetikai jellemzőinek meghatározásáról szóló 7/2006. (V. 24.) TNM rendeletben meghatározott esetekben és annak 4. melléklete szerint: egyrészt jól szigetelt, a hatályos előírásoknak, határértékeknek megfelelő épületszerkezetet és termikus burkot hoznak létre. Másrészt biztosítják a korszerű zárt égésterű gázfűtést az épületben. A tárgyi létesítmény közüzemi energiákkal a közvetlen közelből ellátott, külső tulajdont nem kell igénybe venni. A korszerű energiafelhasználás érdekében a fejlesztés során a megújuló energiaforrás használata érdekében napelemes kandelábereket telepítünk. A településen a 2 év alatti korcsoport száma 2014-2017 között a demográfiai mutatók alapján emelkedő tendenciát mutat. 2017. évben a 0-2 év közötti korosztály száma 28 főre tehető. Az Önkormányzati feladatellátás teljes körű biztosításához egy 1 csoportos mini bölcsőde működtetését fogja megvalósítani. A gyermeklétszám és férőhelyszám meghatározásakor figyelemmel voltunk a 15/1998. (IV. 30.) NM rendeletben leírtakra. A tervezett férőhely összesen 7 fő lesz. A 2017-es statisztikai adatok alapján a településen 149 gyermek rendszeres gyermekvédelmi kedvezményre jogosult. Ezek közül 130 gyerek Hátrányos helyzetű, míg 19 gyermek Halmozottan hátrányos helyzetű, amely nagyon magas aránynak mondható. A hátrányos illetve halmozottan hátrányos helyzet megállapításánál a szülők alacsony iskolai végzettsége, alacsony foglalkoztatottsága és az elégtelen lakáskörülmények dominálnak. A hátrányos helyzetű gyerekek intézményi aránya megközelíti az 36%-ot, a halmozottan hátrányos helyzetű gyerekek jelenléte 1 % körül mozog. Fontos, hogy a mini bölcsődének, mint a közoktatási intézménynek, rugalmas tevékenységrendszere által, új nevelési, pedagógiai kínálatával válaszolnia kell a társadalomban, illetve településszinten lezajló változásokra. Összességében elmondható, hogy nemcsak a településen, hanem az intézményekben is nagyon magas a hátrányos helyzetű és a halmozottan hátrányos helyzetű gyerekek aránya. A sajátos nevelés igényű gyerekek száma is magas az intézményekben, és évről évre még magasabb számot fog mutatni, amelyről pontos adatokat az adatlapon közlünk. A projekt keretében a mini bölcsőde leendő fenntartója, az önkormányzat célja, hogy a településen a szegény, leszakadt gyermekekre és családjaikra összepontosítva, a járás és településeinek hátrányos helyzetét az érintettek és az érdekeltek közös, összehangolt, tervszerű munkájával hosszú távon is javítsa. A projekt eredményeként egy hiánypótló szolgáltatás kerül bevezetésre, amely által hosszútávon mérhető módon javulnak a továbbtanulási esélyek és eredmények, kiemelt figyelemmel a szegénységben élő hátrányos és halmozottan hátrányos és roma gyermekekre. Javulnak és bővülnek a szolgáltatások olyanformán, hogy ennek eredményeként csökken a szegénység és kirekesztettség szintje és újratermelődése. Csökken a gyermekeket érő kirekesztés, a szegregáció, valamint az életesélyeket romboló devianciák előfordulása. A szegregátumban lakó társadalmi csoportok közösségi kezdeményezésekbe történő bevonása révén javulnak a lakhatási körülményeik, a közösségi összejöveteleken való részvétellel javul a HH családok életminősége. A településen lévő óvodai férőhelyek majdnem 120 %-os kihasználtsága (jelenleg 40 helyett 60-an járnak az óvodába) végett a 2,5 éves gyermekek felvétele az óvodákba nem lehetséges, így ezek a gyerekek továbbküldésre kerülnek a mini bölcsődei intézményhez. A fentiekben beazonosított problémák megoldásának szükségességét a lakosság körében végzett igényfelmérés is alátámasztja. (Hungarian)
