The project aims to implement phase 2 of the EIRENE (European Integrated Railway Radio Enhanced Network) system in Hungary (GSM-R system). The project is part of the deployment of the ERTMS (European Rail Traffic Management System) system in Hungary (global project), which has two main components: • phase 1 of the deployment of the GSM-R radio system was mainly implemented through the Transport Operational Programme (Public OP) support until 2015, complemented in 2016 by the support of the Integrated Transport Development Operational Programme (IKOP), o Phase 2 is the subject of this complex project, funded by CEF (Connecting Europe Facility) and IKOP (Integrated Transport Operational Programme) • ETCS (European Train Control System) deployment projects The second phase of the development of the GSM-R radio system, i.e. this project is planned to be implemented over the years 2018-2021. The GSM-R radio system deployment phase 2 project will be implemented as a continuation of the already launched Phase 1 network and in preparation for the planned ETCS 2 deployments. The development of a single network is more favourable in terms of construction and operation, and increasing the number of interoperable lines improves the quality of railway connections with neighbouring countries, contributing to the realisation of the European Union’s demand for rail transport. In the design of the GSM-R radio system, two types of radio coverage levels have been defined: • R2: dual coverage radio network suitable for voice, data communication and ETCS 2 (or higher level). • R1: A radio network with single coverage for voice and data communication at signal level 2 compliant with ETCS 2, preparing for the subsequent introduction of ETCS 2 signal-level dual coverage. In view of the fact that ETCS will be installed on the TEN-T rail network in any case in the longer term, we plan at least R1 coverage everywhere under Clause 14.7 of the Contract signed on 2 July 2018 entitled “Enterprise contract for GSM-R phase 2 design and construction works”, the costs of land acquisition and expropriation are to be borne by the contractor. Accordingly, the cost of land acquisition was not set in our application. Under the IKOP 2.1.0 construction phase 2 of the GSM-R system will be implemented on individual lines of the Hungarian TEN-T railway comprehensive network, with a total length of 1 044 km. A projekt a magyarországi EIRENE (European Integrated Railway Radio Enhanced Network, magyarul Európai Vasúti Integrált Rádióhálózat) rendszer (GSM-R rendszer) kiépítés 2. üteme megvalósítására irányul. A projekt része a magyarországi ERTMS (European Rail Traffic Management System) rendszer kiépítésének (global project), amelynek két fő összetevője van: • a GSM-R rádiós rendszer kiépítése o 1. ütemének megvalósítása döntően Közlekedés Operatív Program (KözOP) támogatásból megtörtént 2015-ig, amelyet 2016-ban az Integrált Közlekedésfejlesztési Operatív Program (IKOP) támogatása egészít ki, o 2. üteme képezi a jelen komplex projekt tárgyát, CEF (Európai Hálózatfinanszírozási Eszköz) és IKOP (Integrált Közlekedésfejlesztési Operatív Program) finanszírozásból • az ETCS (European Train Control System - Egységes Európai Vonatbefolyásoló Rendszer) telepítési projektek A GSM-R rádiós rendszer kiépítésére irányuló fejlesztés 2. ütemű beruházásának, azaz a jelen projektnek a megvalósítása 2018-2021. évek alatt tervezett. A GSM-R rádiós rendszer kiépítés 2. ütemű projektje a már megkezdett 1. ütemű hálózat folytatásaként, és a tervezett ETCS 2 telepítések előkészítéseként kerül megvalósításra. Az egységes hálózat kialakítása építési és üzemeltetési szempontból is kedvezőbb, az átjárható vonalak számának növelése a szomszédos országokkal biztosított vasúti kapcsolat színvonalát javítja, hozzájárulva az vasúti közlekedéssel szemben támasztott Európai Uniós igény megvalósításához. A GSM-R rádiós rendszer tervezésénél kétféle rádiós lefedettségi szint került definiálásra: • R2: hang-, adatkommunikációra és ETCS 2 (vagy magasabb szint) kiszolgálására alkalmas, kettős lefedést biztosító rádióhálózat. • R1: Az ETCS 2 előírásainak megfelelő jelszintű, hang- és adatkommunikációra egyszeres lefedettséget biztosító rádióhálózat, amely az ETCS 2 jelszintű, kettős lefedés későbbi bevezetésének előkészítése. Tekintettel arra, hogy a TEN-T vasúti hálózaton hosszabb távon mindenképpen számolunk az ETCS telepítésével is, ezért mindenhol legalább R1-es lefedettséget tervezünk 2018. július 2-án aláírt"Vállalkozási szerződés GSM-R rendszer 2. ütem tervezési és kivitelezési munkáira" elnevezésű szerződés 14.7. pontja értelmében a területszerzéssel és kisajátítással kapcsolatos költségek a Vállakozót terhelik. Ennek megfelelően pályázatunkba területszerzési költség nem került beállításra. Az IKOP 2.1.0 konstrukció keretében a GSM-R rendszer kiépítés 2. üteme a magyarországi TEN-T vasúti átfogó hálózat egyes vonalain valósul meg, összesen 1044 km hosszban. (Hungarian)
