Commercial basin I of the Free Port of Csepel is a flood risk area. There was a need to protect the beaches bordering the pool. This is best ensured by the deployment of mobile protection due to permanent loading, transport and logistical tasks directly off the coast. This is because the elements of the mobile wall (support poles and pads) providing protection against flooding need to be installed on the civil engineering structure to be built immediately before the flooding situation, so that no construction is built that would interfere with loading in a manner that would protrude from existing terrain levels on the coasts. Existing legislation has provided guidance for determining the level of mobile wall deployment. PARAGRAPH 74/2014. (XII. 23.) on the basis of the Annex to Decree No 1640 of the Minister for the Interior on the standard flood level of rivers in the Free Harbour, the value of the representative flood level (MÁSZ) at rkm 1640 of the Danube is 102.93 mBf. According to the relevant legislation — as the line of defence will not be part of the main defence line in Budapest — but specifically to protect the coasts and loading areas and warehouses next to basin I of the port, warehouses have the possibility to choose a security level of less than + 1.30 m required for Budapest. The condition of this is to obtain professional (written) support from the competent Water Directorate and the National Water Directorate during the water licensing procedure according to the law. BSZL Zrt. considers the construction to a security level of + 1.0 m recommended by the designer TÉR-TEAM Kft. as appropriate. Based on this, the planned altitude level of the flood protection line on the section to be protected is 103.93 mBf. The following final permits are available for the construction of the planned flood protection line: — Crane demolition permit — Meder operator’s consent — Building permit for a warehouse building — Water rights building permit The protection level of MÁSZ + 1.30 is required only for a first line of defence. A lower security height than + 1.30 provides adequate protection for both the port and the northern part of Csepel. Prior to the start of the permit procedure, the National Directorate-General for Water Management, the National Directorate-General for Disaster Management and the local government of Csepel visited the area affected by the planned project. A Csepeli Szabadkikötő I. sz. kereskedelmi medencéje árvízi szempontból veszélyeztetett terület. Felmerült az igény a medencét határoló partszakaszok bevédésére. Ezt a partok mellett közvetlenül folyó állandó rakodási, szállítmányozási és logisztikai feladatok miatt legcélszerűbb mobil védelem kiépítésével biztosítani. Ennek oka, hogy az elöntés elleni védelmet biztosító mobilfal elemeit (tartóoszlopok és betétpallók) csak árvízi helyzetet közvetlenül megelőzően kell a megépítendő mélyépítési szerkezetre felszerelni, így nem létesül olyan építmény, ami a partok meglévő terepszintjeiből kiálló módon zavarná, akadályozná a rakodást. A tervezett beruházás megvalósítása elősegíti a Csepeli Szabadkikötő meglévő szolgáltatási színvonalának növekedését, valamint a Szabadkikötő és annak környezetében fekvő területek érdekeit szolgálja, nem minősül elsődleges védvonalnak, azonban közvetetten lakossági érdekeket is szolgál, hozzájárul a kikötőtől keletre és délre fekvő, a tervezett mobilgát magassági szintjénél alacsonyabban elhelyezkedő ipari és lakossági területek védelméhez. A projekt megvalósítását követően olyan víz ellen védelmet nyújtó többször felhasználható szerkezet jön létre, amely védekezési időszakon kívül nagyrészt elbontásra kerül. Kialakításának lényegi szempontja az árvíz védekezési feladatok ellátása a telepíthetőség tervezhetőségére nagyobb hangsúlyt kell fektetni. A mobilfal kiépítési szintjének meghatározására a meglévő jogszabályok adtak iránymutatást. A 74/2014. (XII. 23.) BM rendelet „A folyók mértékadó árvízszintjéről” melléklete alapján a Szabadkikötőben, a Duna 1640 fkm-nél a mértékadó árvízszint (MÁSZ) értéke 102,93 mBf. A vonatkozó jogszabály szerint – mivel a védvonal nem lesz része a fővárosi fővédvonalnak –, hanem kifejezetten a kikötő I. sz. medencéje melletti partok és rakodó területek, raktárak védelmét hivatott megvédeni, raktárak lehetőség van a Budapestre előírt +1,30 m biztonságnál kisebb biztonsági szintet választani. Ennek feltétele jogszabály szerint a vízjogi engedélyezési eljárás során az illetékes Vízügyi Igazgatóság és Országos Vízügyi Főigazgatóság szakmai (írásos) támogatásának megszerzése. A BSZL Zrt. a tervező TÉR-TEAM Kft. által javasolt +1,0 m biztonsági szintre történő kiépítést megfelelőnek tartja. Ez alapján a bevédendő szakaszon az árvízvédelmi vonal kiépítésének tervezett magassági szintje 103,93 mBf. A tervezett árvízvédelmi vonal kialakításához az alábbi jogerős engedélyek állnak rendelkezésre: - Darupálya bontási engedély - Mederkezelői hozzájárulás - Raktárépület építési engedély - Vízjogi létesítési engedély A MÁSZ + 1,30-as védekezési szint csak elsőrendű védvonalra van előírva. A +1,30-as magasságtól kisebb védelmi magasság is megfelelő védelmet nyújt a kikötő és Csepel északi része számára egyaránt. Az engedélyezési eljárás megkezdése előtt az Országos Vízügyi Főigazgatóság, az Országos Katasztrófavédelmi Főigazgatóság és Csepel Önkormányzatának felelősei helyszínbejáráson megtekintették a tervezett beruházással érintett területet. Műszaki paraméterek összefoglalása: A projekt magában foglalja az árvízvédelmi védvonalon mobilgát építését a partfalak magassága alapján kétféle műtárgy geometriával a kapcsolódó töltésépítési és gátkorona burkolatépítési feladatokkal. A műtárgyakat keresztező közművek kiváltása, átépítése esetére a közművek tulajdonosainak, üzemeltetőinek szakfelügyeletét biztosítani szükséges. A partfalak és a víznyomás, valamint a talajmechanikai vizsgálatok függvényében minimum 4,00 m mély acél szádlemezes alépítmény fejgerendával történő kiépítése szükséges. A földmunkák során gondoskodni kell a műtárgyat keresztező közművek kiváltásáról, védelméről. A projekt részét képezi a gátelemek tárolásához szükséges épület kivitelezése is, amely csarnoképület fedett és zárt, temperálást nem igénylő csarnoképület. Az összességében 600 m2 alapterületű csarnokban a mobilfal elemeket kell kalodázott formában elhelyezni. A csarnok jellemző belmagassága 6 m, mivel a kalodákat egymásra helyezve kell elrendezni. A kivitelezés időszaka alatt a korábbi időjárási körülmények tapasztalatai szerint számolnia kell az előforduló árvízi feladatok megoldásával, azzal kapcsolatos teendőkkel a munkaterületen. Az árvíz-védekezési feladatok időtartama a korábbi időjárási körülmények tapasztalatai szerint átlagosan 15-20 naptári nap. A kivitelezési munkákkal érintett létesítményeken a kivitelező kötelezettsége a helyi irányítás, szakaszvédelem-vezetés felügyelete mellett a vízkárelhárítási munkák ellátása minden készültségi fokozatban. A kivitelező köteles a helyszínen lévő gépeivel, eszközeivel, anyagaival, valamint személyi állományával a védekezési tevékenységben részt venni és a szakaszvédelem-vezető utasításait köteles végrehajtani. A projekt előkészítés keretében sor kerül a beruházással érintett terület lőszermentesítésére, valamint a kiválasztott kivitelező feladatát képezi a (Hungarian)
