Our integrated hospital, which performs tasks at county level, has a large number of buildings and parts of buildings that are in an extremely unfavourable condition in terms of their economical operation and energy characteristics. As an energy efficiency tender, the positive impact of the investment on the environment is also extremely important, with which we can increase the share of our renewable energy consumption compared to total consumption, thanks to the solar panels to be installed. With the help of this invitation to tender, we plan to build small solar power plants with a total capacity of 175 kWp on 3 properties of Békés County Central Hospital according to the following division: Installation 1: With a peak power of 50 kWp, HMKE (Household Size Small Power Plant) is built at Békés County Central Hospital, Gyula, Sitkai u. 1. The facility is equipped with electricity. The take-off takes place at a voltage level of 0.4 kV. The service provider is EDF DÉMÁSZ. The solar panel boards of the HMKE system are designed for several buildings as follows: Asthma ambulatory building: Roof surface D-Ny: 30 D-i roof surfaces: 70 Chronic Internal Medicine Buildings: D-i roof surface: 50 Pcs Workshop, Postal Building: D-i roof surface: 50 pcs Total: 200 pcs The roof structure of the buildings is a traditional wooden structure with tile shell. 200 monocrystalline solar panels with south-west orientation are placed on a special support structure fixed on this shell. The DC power produced by solar panels is delivered through 5 inverters to the local consumer network. Installation 2: With a peak power of 50 kWp, HMKE is built on the site of the Békés County Central Hospital, Gyula, Szenttriság u. 14/A. The facility is equipped with electricity. The take-off takes place at a voltage level of 0.4 kV. The service provider is EDF DÉMÁSZ. The solar panels of the HMKE system are to be placed on the roof of the planned and built laundry building. The roof structure of the building is steel supports, heat-insulated sandwich panel shell. 200 monocrystalline solar panels with an angle of 10° and mounted on a special support structure are placed on this shell with a southern orientation. The DC power produced by solar panels is delivered through 3 inverters to the local consumer network. In both places, the balance between instantaneous consumption and the energy produced by solar panels is: If the energy produced is less than the instantaneous consumption, it is used by the consumer to reduce the energy received. If the energy produced is greater than the instantaneous consumption, the excess energy is transferred to the grid, this should be measured. Therefore, the existing electricity meter should be replaced by an ad-taker meter. This will make it possible to measure the instantaneous surplus production. According to the contract to be concluded with the supplier, the two parties settle electricity consumption on an annual basis. Installation 3: 75 kWp small power plant extension is planned on the property of Békés County Central Hospital, Békéscsaba Gyulai u. 18. The facility is supplied with electricity, the service provider is EDF DÉMÁSZ. The small power plant extension to be installed in the hospital will be divided into several buildings as follows: Lab building: 7.5 kWp power, 30 monocrystalline solar panels with western orientation, 1 inverter. Dermatology building: 10 kWp power, 40 monocrystalline solar panels with south-west orientation, 1 inverter. Kitchen building: 210 monocrystalline solar panels with south orientation (for a separate support structure with an angle of inclination of 20o) with a power of 52.5 kWp, 3 inverters. Corridor connecting buildings A-B: 5 kWp power, 20 monocrystalline solar panels with southern orientation (for a separate structure with an angle of inclination of 30°), 3 inverters. For the preparation of our application and in case of a positive grant decision, we asked internally experienced staff for the entire project management. The Director General of the Project Manager Hospital, Dr. László Becsei. The financial management tasks are carried out by Dr. Mihály Kovács, the economic director of the Hospital. The activities of project assistants, administrative contacts with the Intermediate Body and service providers will be owned by our controller Katalin Csizmadia. Prior to the implementation and the publication of the call for tenders, an export plan must be drawn up, which we intend to solve with the use of an external service provider. The implementation of the public procurement procedure will be carried out by a contractor with appropriate references, as in the case of a successful tender, we will entrust the provision of the mandatory publicity elements and the tasks related to communication to an experienced service provider. Megyei szintű feladatokat ellátó integrált kórházunk nagyszámú olyan épülettel, épületrésszel bír, amelyek gazdaságos üzemeltetésüket, energetikai jellemzőiket tekintve rendkívül kedvezőtlen állapotban vannak. Energiahatékonyságot növelő pályázat lévén rendkívül fontos a beruházás környezetre gyakorolt kedvező hatása is, mellyel növelni tudjuk a megújuló energiafogyasztásunk részarányát a teljes fogyasztáshoz képest, köszönhetően a beszerelésre kerülő napelemeknek. E pályázati felhívás segítségével, a Békés Megyei Központi Kórház 3 ingatlanján tervezzük összesen 175 kWp teljesítményű napelemes kiserőművek építését az alábbi megosztás szerint: 1. létesítmény: 50 kWp csúcsteljesítményű HMKE (Háztartási Méretű Kis Erőmű) a Békés Megyei Központi Kórház, Gyula, Sitkai u. 1. telephelyén épül. A létesítmény el van látva villamos energiával. A vételezés 0,4 kV feszültségszinten történik. A szolgáltató EDF DÉMÁSZ. A HMKE rendszer napelem tábláit több épületre tervezzük elhelyezni a következők szerint: Asthma ambulancia épület: D-Ny –i tetőfelület: 30 db D-i tetőfelület: 70 db Krónikus belgyógyászati épület: D-i tetőfelület: 50 db Műhely, Posta épület: D-i tetőfelület: 50 db Összesen: 200 db Az épületek tetőszerkezete hagyományos fa szerkezet, cserép héjazattal. Erre a héjazatra rögzített speciális tartószerkezetre kerül felhelyezésre 200 db monokristályos napelem tábla déli, dél-nyugati tájolással. A napelemek által termelt DC áramot 5 db inverteren keresztül juttatjuk a telepi fogyasztói hálózatra. 2. létesítmény: 50 kWp csúcsteljesítményű HMKE a Békés Megyei Központi Kórház, Gyula, Szentháromság u. 14/A telephelyén épül. A létesítmény el van látva villamos energiával. A vételezés 0,4 kV feszültségszinten történik. A szolgáltató EDF DÉMÁSZ. A HMKE rendszer napelem tábláit a tervezett és épülő mosoda épület tetejére kívánjuk elhelyezni. Az épület tetőszerkezete acéltartók, hőszigetelt szendvicspanel héjazat. Erre a héjazatra 10°-os dőlésszögű, speciális tartószerkezetre szerelt 200 db monokristályos napelem tábla kerül déli tájolással. A napelemek által termelt DC áramot 3 db inverteren keresztül juttatjuk a telepi fogyasztói hálózatra. Mindkét helyre igaz, hogy a pillanatnyi fogyasztás és a napelemek által termelt energia egyenlege: Ha termelt energia kisebb a pillanatnyi fogyasztásnál, akkor azt a fogyasztó felhasználja csökkentve a vételezett energiát. Ha a termelt energia nagyobb a pillanatnyi fogyasztásnál, akkor a többlet energia hálózatra kerül, ezt mérni szükséges. Ezért a meglévő villamos fogyasztásmérőt le kell cserélni „ad-vesz mérő”-re. Így lesz lehetséges a pillanatnyi többlettermelés mérése. A szolgáltatóval kötendő szerződés szerint éves szaldó elszámolással rendezi a két fél a villamos energia fogyasztást. 3. létesítmény: 75 kWp kiserőmű bővítést tervezünk a Békés Megyei Központi Kórház, Békéscsaba Gyulai u. 18. alatti ingatlanán. A létesítmény el van látva villamos energiával, a szolgáltató az EDF DÉMÁSZ. A beépítendő kiserőmű-bővítmény a kórház területén több épületre kerül az alábbiak szerint: Labor épület: 7,5 kWp teljesítményű, 30 db monokristályos napelem tábla nyugati tájolással, 1 db inverter. Bőrgyógyászat épülete: 10 kWp teljesítményű, 40 db monokristályos napelem tábla déli, dél-nyugati tájolással, 1 db inverter. Konyha épület: 52,5 kWp teljesítményű, 210 db monokristályos napelem tábla déli irányú tájolással (külön tartószerkezetre 20o–os dőlésszöggel), 3 db inverter. A-B épületeket összekötő folyosó: 5 kWp teljesítményű, 20 db monokristályos napelem tábla déli irányú tájolással (külön tartószerkezetre 30o–os dőlésszöggel), 3 db inverter. A pályázatunk elkészítésére és pozitív támogatói döntés esetén a teljes projektmenedzsmentre vonatkozóan belső, tapasztalt munkatársakat kértünk fel. A projektmenedzser Kórházunk főigazgatója, Dr. Becsei László lesz. A pénzügyi vezetői feladatokat Dr. Kovács Mihály, a Kórház gazdasági igazgatója látja el. A projektasszisztensi tevékenységeket, a Közreműködő Szervezettel, szolgáltatókkal való adminisztratív kapcsolattartást pedig Csizmadia Katalin kontrollerünk fogja magáénak tudni. A kivitelezést és a közbeszerzési felhívás meghirdetését megelőzően kiviteli tervet kell készíteni, amit külső szolgáltató igénybevételével szándékozunk megoldani. A közbeszerzési eljárás lebonyolítását megfelelő referenciával rendelkező vállalkozóval végeztetjük el, ahogy nyertes pályázat esetén a kötelezően előírt nyilvánossági elemek biztosítását, a kommunikációval kapcsolatos feladatokat is tapasztalt szolgáltatóra fogjuk bízni. Az energetikai tanúsítványokat, számításokat végző cég árajánlatkérések útján került kiválasztásra, komoly hangsúlyt fektetve a referenciákra. A műszaki ellenőri feladatokat, mint a beruházási munkák felügyeletét, a Kórház képviseletét csakis komoly referenciákkal rendelkező cég láthatja el. (Hungarian)
