The content of the project, the nature of the activities, can be divided into two parts. Most of the activities planned under the project, and thus the vast majority of the costs, are directed towards the implementation of a labour market programme to help the target group reach the open labour market. Another part of the project, which is closely linked to the labour market programme, aims to make the services provided by the Public Employment Services accessible, improve the quality and efficiency of the services and strengthen the targeting of services and support through the profiling system. In the 2007-2013 period, service and organisational development and labour market programmes were implemented through separate projects. Experience has shown that this has made it very difficult to translate developments into day-to-day practice and to adapt the content of the developments to practical needs. Therefore, in the 2014-2020 period, developments are carried out within the same framework as the labour market programmes. In order to ensure the availability of services, it is necessary to include in the organisational development elements the possibility to finance general labour market services and professional activities available to all jobseekers, including those who will not participate in the labour market programme. Typically, these activities include the proper functioning of the profiling system, the provision of the necessary professional capacities, the development of individual development plans, job search and placement (including EURES services) and the provision of information on the labour market. We also plan to provide personalised services to participants within the labour market programme. Labour Market Programme In the framework of the labour market programme, the NFSZ provides personalised services to the participants, assists them in their employment through various forms of employment support and/or provides them with training opportunities. The mandatory element of the labour market programme is the mentoring service, which must be made available to participants in the programme in all counties. A new support element compared to previous labour market programmes is to encourage participants in public employment to enter the active labour market programme and thus to the open labour market. One of these incentives is the planned ‘public employment bonus’ and the associated wage subsidies ‘from public employment to the competitive sector’. The scheme only finances wage subsidies to employers. Services and organisation development The implementation of active labour market policies is more efficient and effective, it is necessary to develop labour market services, improve their quality and ensure their accessibility. Tailor-made mediation, services, counselling, mentoring and other support should be provided to unemployed people that effectively help them enter, re-enter and stay in the labour market. In line with country-specific recommendations, the customer categorisation system (profiling) is introduced nationally as part of the personalised activation policies. This requires the availability of adequate human capacity (both in terms of staffing and quality) through the organisation of the implementation capacity allocated to the labour market programmes, as well as through the organisation of uniform internal training and further training for administrators. This is complemented by the development and modernisation of the employment service’s toolbox and the modernisation of the monitoring system for labour market services and programmes. It is necessary to improve the organisation’s activities to support the transitions of the labour market, as well as the means by which the services of the NFSZ can reach as many people as possible who need help in entering the labour market. It is important to develop employer relations, job exploratory and intermediation activities and services for businesses, in particular SMEs, which contribute not only to preserving and expanding jobs but also to improving the competitiveness of enterprises. In particular, the further development of the customer categorisation system and its linking with support and services can make a significant contribution to the effective use of the support and services provided in the project’s labour market programme. The aim of the customer categorisation system is to offer individual clients active labour market instruments that are tailored to their individual life situation and objective characteristics and are therefore expected to be able to effectively improve their chances on the labour market.     A projekt tartalmát, a tevékenységek jellegét tekintve két részre bontható. A projekt keretében tervezett tevékenységek döntő része, és így a költségek túlnyomó hányada is a célcsoport nyílt munkaerő-piaci elhelyezkedését segítő munkaerő-piaci program megvalósítására irányul. A projekt másik – céljait tekintve a munkaerő-piaci programmal szorosan összekapcsolódó része – a Nemzeti Foglalkoztatási Szolgálat által nyújtott szolgáltatások hozzáférhetővé tételét, minőségének, hatékonyságának javítását szolgálja, valamint a profiling rendszeren keresztül erősíti a szolgáltatások és támogatások célzottságát. A 2007-2013-as időszakban a szolgáltatás- és szervezetfejlesztés és a munkaerő-piaci programok elkülönült projektek keretében valósultak meg. Ez a tapasztalatok szerint jelentősen megnehezítette a fejlesztések átültetését a napi gyakorlatba, valamint a fejlesztések tartalmának a gyakorlati igényekhez igazítását. Ezért a 2014-2020-as időszakban a fejlesztéseket a munkaerő-piaci programokkal egységes keretek között megvalósítjuk meg. A szolgáltatások elérhetőségének biztosítása érdekében szükséges, hogy a szervezetfejlesztési elemek között olyan általános munkaerő-piaci szolgáltatások és szakmai tevékenységek finanszírozására is lehetőség legyen, amelyek minden álláskereső számára elérhetőek, beleértve azokat is, akik a munkaerő-piaci programnak nem lesznek résztvevői. Jellemzően ezek közé a tevékenységek közé tartozik a profiling rendszer megfelelő működtetése, az ehhez szükséges szakmai kapacitások biztosítása, az egyéni fejlesztési tervek kidolgozása, az állásfeltárás és -közvetítés (beleértve az EURES szolgáltatásokat is), valamint a munkaerő-piaci információk nyújtása. Emellett a munkaerő-piaci programon belül a résztvevők számára személyre szabott szolgáltatásokat is tervezünk biztosítani. Munkaerő-piaci program A munkaerő-piaci program keretében az NFSZ személyre szabott szolgáltatásokat nyújt a résztvevőknek, a foglalkoztatást ösztönző támogatások különféle formái révén segíti az elhelyezkedésüket és/vagy képzési lehetőséget biztosít számukra. A munkaerő-piaci program kötelező eleme a mentor szolgáltatás, amit minden megyében elérhetővé kell tenni a programban résztvevőknek. A korábbi munkaerő-piaci programokhoz képest új támogatási elem a közfoglalkoztatásban résztvevők ösztönzése az aktív munkaerő-piaci programba – és ezáltal a nyílt munkaerőpiacra - való belépésre. Az egyik ilyen ösztönzőt a tervezett „közfoglalkoztatási bónusz”, illetve az ahhoz kapcsolódó „közfoglalkoztatásból a versenyszférába” bértámogatás jelenti. A program ezek közül kizárólag a munkáltatóknak nyújtott bértámogatást finanszírozza. Szolgáltatás- és szervezetfejlesztés Ahhoz, hogy az aktív munkaerő-piaci intézkedések megvalósítása hatékonyabb és eredményesebb legyen, szükséges a munkaerő piaci szolgáltatások fejlesztése, minőségük javítása, elérhetőségük biztosítása. Olyan személyre szabott közvetítést, szolgáltatásokat, tanácsadást, mentorálást és egyéb támogatásokat kell nyújtani a munkanélkülieknek, amelyek a munkaerőpiacra való be- illetve visszalépést és bennmaradást hatékonyan segítik. Az ország-specifikus ajánlásoknak megfelelően a személyre szabott aktiválási politikák részeként országosan bevezetésre kerül az ügyfél-kategorizálási rendszer (profiling). Ehhez elengedhetetlen a (mind létszám, mind minőség tekintetében) megfelelő humánkapacitás rendelkezésre állása, amit a munkaerő-piaci programokhoz rendelt megvalósítói kapacitás, valamint az ügyintézőkre célzott egységes belső képzés, illetve továbbképzések szervezésén keresztül lehet biztosítani. Mindezt kiegészíti a foglalkoztatási szolgálat eszköztárának fejlesztése, korszerűsítése, illetve indokolt a munkaerő-piaci szolgáltatások és programok nyomon követési rendszerének modernizálása is. Javítani szükséges a szervezet munkaerő-piaci átmeneteket segítő tevékenységét, illetve azon eszközöket, melyek segítségével az NFSZ szolgáltatásai minél több, a munkaerő-piaci belépéshez segítséget igénylő emberhez el tudnak jutni. Fontosak a munkáltatói kapcsolatok, az állásfeltáró és a közvetítési tevékenység, valamint azon vállalkozások – különösen a kkv-k – számára nyújtott szolgáltatások fejlesztése, amelyek a munkahelyek megőrzése és bővítése mellett a vállalkozások versenyképességének javításához is hozzájárulnak. Kiemelendő, hogy az ügyfél-kategorizálási rendszer továbbfejlesztése és támogatásokkal, valamint szolgáltatásokkal való összekapcsolása jelentős mértékben hozzájárulhat a projektben működő munkaerő-piaci programban nyújtott támogatások és szolgáltatások hatékony hasznosulásához. Cél, hogy az ügyfél-kategorizálási rendszer eredményeképp az egyes ügyfeleknek olyan aktív munkaerő-piaci eszközök kerüljenek felajánlásra, amelyek egyéni élethelyzetükhöz, objektív jellemzőikhez illeszkednek, ezáltal várhatóan ténylegesen képesek munkaerő-piaci esélyeiket javítani.
