The draft for the extension of the Szegedi István Reformed College fully complies with the following regulations and requirements: — MSzE 24203-6:2012 Design Specifications for Educational Institutions Part 6: Dorms, student homes — 20/2012. Decree No 7/2006 of 31 August 2006 of the Minister for Human Resources Decree No 253/1997 of 24 May 1997 of the Minister for National Development on the definition of the energy characteristics of buildings. (XII. 20) Government Decree on the national town planning and construction requirements — Decree of the representative body of the self-conformity of BÉKÉS VÁROS on the Local Construction Rules of the Békés City. RD: On the plot below 2247 there is currently a partially occupied building owned by the Reformed Church of Békés. The institution participates in the upbringing and education of children as a kindergarten, primary school and high school. Within the framework of this project, I would like to increase the number of college seats associated with the high school and to standardise the building on the basis of the regulations in force. The building, built in the first half of the 1900s, has experienced 1 extension over time. The building’s current condition has deteriorated. Its walls are soaked, its plaster is crumbling, its roof structure is ageing, its roof covering is deficient in several places, the pavement around the building is cracked in several places. The facade of the building is a local protected architectural value, therefore it is not possible to completely dismantle the building. The aim of the institution is to expand, improve the state of the building and to provide college accommodation for the students of the grammar school, as appropriate, taking into account the design standard. When examining the design area, it became clear that it was not possible to extend it taking into account the current construction and maintaining the total building mass. In addition, the design of the premises in the current building mass is difficult to adapt to the system of a college building. With regard to the condition of the building, the internal partitions would require a reorganisation that would not be cost-effective at all and would not lead to adequate usability in the long term. As a result, the design concept was designed in such a way that the part of the building from the entrance area of the current building to the interior would be demolished. It would be replaced by a new wing, which would be organically connected to the remaining building, which would include 10 dormitory housing units for 40 students on two floors, a group of toilets per level, a staircase and an elevator for barrier-free transport, a newly designed study room on the upper level. A housing unit would consist of 2 rooms with 2 persons and shared toilet-toilet shower units. The remaining and refurbished building would include a study room on the ground floor, an inspector’s teaching room unit, a kitchenette, a concierge and a lounge area, with a barrier-free toilet. The building would be refurbished, in which the watering of the walls would be abolished, new facade doors and doors would be installed in order to increase energy efficiency, together with external facade and floor insulation and roofing shaving. The courtyard and the building are also part of the development plan, which includes the conservation of the existing worthwhile vegetation, parking and paving. As a result of the renovation and expansion, it would appear to improve the college and student home infrastructure and to create an energy-efficient, modern dormitory building that would serve the needs of the school and help to improve the environment for college pupils. The existing building is made of large bricks, while the new building has a pillar frame, the frame filling masonry is a 30 cm thick frame ceramic building block, heat-insulated with 10 cm EPS system, plastic system, 70-72 cm case thickness with three-layer glazed windows. The planned building expansion is in full compliance with the standard. The plan places great emphasis on efficient use of space and the creation of functional units, compliance with the local regulatory plan, compliance with regulations and the protection of the existing environment. A Szegedi Kis István Református Kollégium bővítésére készített tervezet teljes mértékben megfelel az alábbi rendeleteknek és követelményeknek: - MSZE 24203-6:2012 Oktatási intézmények tervezési előírásai 6. Rész: Kollégiumok, diákotthonok - 20/2012. (VIII.31.) EMMI rendelet - 7/2006. (V. 24.) TNM rendelet az épületek energetikai jellemzőinek meghatározásáról - 253/1997. (XII. 20.) Korm. Rendelet az országos településrendezési és építési követelményekről - BÉKÉS VÁROS ÖNKORMÉNYZATA képviselő testületének önkormányzati rendelete Békés Város Helyi Építési Szabályzatáról A pályázattal érintett feladatellátási helyen, az 5630 Békés, Petőfi Sándor utca 6. Hrsz.: 2247 alatt található telken jelenleg egy részleges használatban álló épület található, mely a Békési Református Egyházközség tulajdonában van. Az intézmény óvodaként, általános iskolaként és gimnáziumként egyaránt részt vesz a gyerekek nevelésében és oktatásában. Jelen projekt keretein belül a gimnáziumhoz kapcsolódó kollégiumi férőhelyeik számát szeretnék növelni, és az épületet a hatályos rendeletek alapján szabványosítani. A feladatellátási helyen található 1900-as évek első felében épített épület az idők folyamán 1 bővítést is megélt. Az épület jelenlegi állapota meglehetősen leromlott. Falai feláznak, vakolata omladozik, Tetőszerkezete elöregedett, tetőhéjazata több helyen hiányos, az épület körüli járda több helyen szétrepedezett. Az épület homlokzata helyi védett építészeti érték, ezért az épület teljes elbontására nincs lehetőség. Az intézmény célja, hogy a telken található épületet a lehetőségekhez igazodva, a tervezésre vonatkozó szabvány figyelembevételével bővítse, állapotát javítsa és gimnáziuma tanulói számára kollégiumi férőhelyeket biztosítson. A tervezési terület vizsgálatakor nyilvánvalóvá vált, hogy bővítésre a jelenlegi beépítettség figyelembe vételével, és a teljes épülettömeg megtartásával nincs lehetőség. Emellett a jelenlegi épülettömegben található helyiségek kialakítása nehezen adaptálható egy kollégiumépület rendszerébe. Az épület állapotát tekintve a belső válaszfalak olyan mértékű átszervezést kívánnának, amely egyáltalán nem lenne költséghatékony és hosszú távon nem eredményezne megfelelő használhatóságot. Ennek eredményeképpen a tervezési koncepció úgy került megalkotásra, hogy a jelenlegi épület bejárati terétől az épület beltelek irányába eső része lebontásra kerülne. A helyére a megmaradó épülettel szervesen összekapcsolódó új épületszárny kerülne kialakításra, mely két szinten 40 diák elszállásolására elegendő 10 kollégiumi lakóegységet tartalmazna, szintenként kialakított nemenkénti illemhelycsoporttal, lépcsőházzal és az akadálymentes közlekedést segítő lifttel, a felső szinten újonnan kialakított tanulószobával. Egy lakóegység állna 2 darab 2 fős lakószobából és közös használatú mosdó-WC-zuhanyzó egységből. A megmaradó és felújított épületrészben kapna helyet a földszinti tanulószoba, egy felügyelő nevelőtanári szoba egység, egy teakonyha, a porta és a társalgó tere, egy akadálymentes mosdóval kiegészítve. Az épület felújításra kerülne, melynek keretén belül megszüntetésre kerülne a falak vizesedése, az energiahatékonyság növelése érdekében új homlokzati nyílászárók kerülnének elhelyezésre, külső homlokzati és födémszigetelés, valamint tetőhéjazat cserével egybekötve. Az udvar és az épület környezte is a fejlesztési tervezet része, mely magába foglalja a meglévő arra érdemes növényzet megőrzését, parkosítást és térkövezést. A felújítás és bővítés eredményeként láthatóan fejlődne a kollégiumi, diákotthoni infrastruktúra és egy olyan energiahatékonyan üzemeltethető, korszerű kollégiumépület jönne létre, mely nagyban kiszolgálná az iskola igényeit és elősegítené a kollégiumi tanulók környezetének javulását. Az meglévő épület nagyméretű téglából készült, mig az új épületrész pillérvázas lenne, a vázkitöltő falazat 30 cm vastag vázkerámia építőelem, 10 cm EPS rendszerrel hőszigetelve, műanyag rendszerű, 70-72 cm tokvastagságú, háromrétegű üvegezéssel ellátott nyílászárókkal. A tervezett épületbővítés a szabványban leírtaknak teljes mértékben megfelel. A terv nagy hangsúlyt helyez a hatékony helykihasználásra és a funkcionális egységek megteremtésére, a helyi szabályozási terv betartására, a rendeletek kielégítésére valamint a meglévő környezet védelmére. Ennek köszönhetően az épület mellett egy nagyobb méretű, többcélúan hasznosítható udvar kerülhet kialakításra, mely lehetőséget adhat akár sporttevékenységre is. (Hungarian)
