In the Partnership Agreement, the Government set the objective of improving the quality and accessibility of public services. The Government plans to achieve the objective through cooperation between local governments and non-profit organisations with majority ownership of local governments, non-profit organisations with majority municipal influence, civil society organisations, non-profit organisations and public health and social services providers. Our consortium was established to achieve this overall strategic goal, and we carried out the needs assessment, market analysis, target group identification and the (and eligible) activities of our project during the planning period. The consortium members shall: — Municipality of Tihany — Municipality of Csopak — Municipality of Balatonakali — Municipality of Aszófő — Municipality of Balatonudvar — Municipality of Örvényes. — Hungarian Innovation and Efficiency Nonprofit Ltd. In the framework of the consortium’s cooperation, we undertake to contribute to the implementation of their project: — to reduce territorial disparities with regard to human public services, — by improving access to the process of social convergence, to quality public services, — to catch up with disadvantaged social groups, — by improving the employability of disadvantaged groups, to strengthen their position on the labour market, — to improve the quality and efficiency of individual public services, — to develop cross-sectoral cooperation, integrated solutions, — to differentiate nationally homogeneous services, — to finance any additional costs in addition to the support received. The county area of implementation of the project is Veszprém County. The physical implementation of the project elements takes place in the municipalities forming the consortium. Development of the county affected by the aid on the basis of gross domestic product per capita (thousand HUF, based on 2015 HCSO data): HUF 2 513 thousand. Problem inducing the project: The region is characterised by a very large territorial gap in the availability of skilled labour, employment and unemployment. There are economic, social and infrastructural disadvantages in the settlements, which together limit the life chances of the inhabitants. The negative effects of regional disparities can be seen in municipalities. Health, education, social institutions, infrastructure, local economic activity and access to public administration are hampered and poorly positioned in settlements. On the basis of the problems, there is a need to develop the capacity and range of services of basic human public services, to develop competence for professionals and to improve access to public services. Target system of the project: The general objective of our project is linked to the objectives of EFOP priority 1 and our project includes activities supporting the actions planned in the local equality programmes (HEP) and the implementation of the planned measures to improve the situation of the target groups of equal opportunities. The main objective of the project is to develop cultural and social capital, as well as individual and community capacity, as a result of which the people living in certain areas, settlements and parts of settlements learn about the human, mental, material and environmental values of their settlements, they become aware of the human, knowledge and ability values of their own personal and narrower community and become suitable for the conscious use of the resources inherent in their environment and ourselves for development and development purposes. Through regionally differentiated, complex human public service development, interventions contribute to reducing the number of areas where services are lacking, responding to real local problems by introducing dedicated service tools to address problems arising from territorial capacity constraints. By means of measures to reduce territorial disparities, thus improving the conditions for social convergence, an appropriate combination of these instruments, adapted to specific territorial problems, will contribute to the catching-up of areas which are lagging behind and lack of service by coordinating the various territorial equalisation measures. The interventions build on the already implemented and expected results of the sectoral programmes, are in line with the various territorial and municipal development programmes, and are linked to infrastructure developments, and are closely linked to local equal opportunities programmes, such as those contained in the 2nd Local Documents of the Hungarian National Social Inclusion Strategy. A Kormány a Partnerségi Megállapodásban célul tűzte ki a közszolgáltatások minőségi fejlesztését és hozzáférhetőségének javítását. A cél elérését a Kormány a települési önkormányzatok, és a települési önkormányzatok többségi tulajdonában álló nonprofit szervezetek, valamint többségi települési önkormányzati befolyással bíró nonprofit szervezetek, a civil szervezetek, a nonprofit szervezetek és a közfinanszírozott egészségügyi és szociális szolgáltatók együttműködésével tervezi megvalósítani. A konzorciumunk ennek az átfogó stratégiai célnak az elérése érdekében alakult meg, és ennek megfelelően bonyolítottuk le a tervezési időszakban a projektünk igényfelmérését, piaci elemzését, célcsoport meghatározását és a megvalósítandó (és elszámolható) tevékenységeket. A konzorciumi tagok: - Tihany Község Önkormányzata - Csopak Község Önkormányzata - Balatonakali Község Önkormányzata - Aszófő Település Önkormányzata - Balatonudvari Község Önkormányzata - Örvényes Község Önkormányzata. - Magyar Innováció és Hatékonyság Nonprofit Kft. A konzorciumi együttműködés keretében vállaljuk, hogy a projektjük megvalósításával hozzájárulunk: - a területi különbségek csökkentéséhez a humán közszolgáltatások tekintetében, - a társadalmi felzárkózás folyamatához, a minőségi közszolgáltatásokhoz való hozzáférés javításával, - a hátrányos helyzetű társadalmi csoportok felzárkózásához, - a hátrányos helyzetű csoportok foglalkoztathatóságának javításával munkaerő-piaci helyzetük erősítéséhez, - az egyes közszolgáltatások minőségének és hatékonyságának fejlesztéséhez, - ágazatközi együttműködések, integrált megoldások kialakításához, - az országosan homogén szolgáltatások differenciálásához, - a kapott támogatáson felül jelentkező esetleges többletköltséget önerőből finanszírozzuk. A projekt megvalósításának megyei térsége Veszprém megye. A projektelemek fizikai megvalósítása a konzorciumot alkotó településeken történnek meg. A támogatással érintett megye fejlettsége az egy főre jutó bruttó hazai termék alapján (ezer Ft, 2015. évi KSH adatok alapján): 2 513 ezer Ft. A projektet indukáló probléma: A térségre jellemző hogy kiugróan nagy a területi különbség a képzett munkaerő rendelkezésre állása, a foglalkoztatottság és munkanélküliség mértéke esetében. A településeken észlelhető a gazdasági, szociális, infrastrukturális hátrányok, melyek együttesen korlátozzák az ott lakók életesélyeit. A regionális különbségek kedvezőtlen hatásai észlelhetők a településeken. A településeken az egészségügyi, oktatási, szociális intézményi ellátottság, infrastruktúra, helyi gazdasági aktivitás és közigazgatási hozzáférés akadályozott, rossz helyzetű. A problémákból kiindulva szükség van az alapvető humán közszolgáltatások kapacitásának és szolgáltatáspalettájának fejlesztésére, a szakemberek kompetencia-fejlesztésére, a közszolgáltatásokhoz való hozzáférés fejlesztésére. A projekt célrendszere: A projektünk általános célja kapcsolódik az EFOP 1. prioritáshoz célkitűzéseihez, és a projektünk olyan tevékenységeket tartalmaz, amely a települési helyi esélyegyenlőségi programokban (HEP) tervezett intézkedéseket, az esélyegyenlőségi célcsoportok helyzetének javítása érdekében tervezett intézkedések megvalósítását támogatja. A projekt kiemelt célja a kulturális- és társadalmi tőke, továbbá az egyéni és közösségi cselekvőképesség fejlesztése, amelynek eredményeként az egyes térségekben, településeken, településrészeken élők fel- és megismerik településük emberi, szellemi, tárgyi, környezeti értékeit, tudatosulnak bennük saját személyes és szűkebb közösségük emberi, tudás- és képességbéli értékei és alkalmassá válnak a környezetükben és önmagunkban rejlő erőforrások fejlesztési, fejlődési célú tudatos alkalmazására. A területileg differenciált, komplex humán közszolgáltatás-fejlesztés révén a beavatkozások hozzájárulnak a szolgáltatáshiányos térségek számának csökkentéséhez, a valós helyi problémákra reagálva, célzott szolgáltatási eszközök bevezetése útján adnak választ a területi kapacitáshiányokból adódó problémákra. A területi egyenlőtlenségek csökkentésére, ily módon a társadalmi felzárkózás feltételeinek javítására irányuló eszközök, ezen eszközök adott területi problémákhoz igazodó, megfelelő kombinációja, a különböző területi kiegyenlítést szolgáló intézkedések összehangolása segítségével járul hozzá az adott területeken az elmaradott és szolgáltatáshiányos területek felzárkóztatásához. A beavatkozások építenek az ágazati programok már megvalósult, és várható eredményeire, összhangban állnak az egyes terület- és településfejlesztési programokkal, és kapcsolódnak az infrastrukturális fejlesztésekhez, továbbá szoros kapcsolatban állnak a helyi esélyegyenlőségi programokban, mint a Magyar Nemzeti Társadalmi Felzárkózási Stratégia II. helyi szintű dokumentumaiban foglaltakkal.
